The Theory of Industrial Organization

Social housing has been an important part in Europe’s housing provision for many decades both in terms of investment in new build and regeneration but also in providing adequate affordable housing for a wide range of European citizens. This role has been seen to be under threat especially since the 1980s as public expenditure pressures have grown, liberalisation and privatisation have become more important and alternative tenures have become more readily available.1 This paper draws out some of the most important trends in the scale of social housing in countries across Europe; clarifies who lives in the sector and under what terms and conditions, and then discusses some of the drivers behind these trends and implications for the future provision of social housing.2 In particular it addresses the extent to which social housing contributes to ensuring that households can access adequate standard accommodation at a price they can afford in different contexts within the European Union. It also looks to the challenges faced by the sector and its role in the future.

This critical commentary confronts and explores the – so far under-recognised and under-researched – emergent global crisis of urban housing affordability and affordable housing provision. This crisis results from the fact that housing-related household expenses are rising faster than salary and wage increases in many urban centres around the world; a situation triggered by at least three global post-Global Financial Crisis megatrends of accelerated (re)urbanisation of capital and people, the provision of cheap credit and the rise of intra-society inequality. The global urban housing affordability crisis

Housing accounts for a high proportion of the capital investment component of welfare, and is the largest single item in household budgets. It also plays a major part in defining life styles and structuring the urban environment. It is argued that in the light of this, housing must cease to be treated as the poor relative of the four pillars of welfare and the vital role it plays must be recognised, especially in terms of synergy with other dimensions of welfare – notably pensions – that sets limits to the way welfare states are organised. Differences in how housing is organised between countries therefore need to be given much closer and more theoretically informed attention by welfare researchers than has been the case hitherto. In this article a first step is made toward this end.

Comparative housing and welfare: Theorising the relationship

Housing affordability has once again appeared on the policy agenda of Australian governments. House prices have risen in response to booming demand and constraints on the supply of dwellings, especially a shortage of land in the capital cities and skill shortages within the housing industry. Many young and low-income households have experienced great difficulty in gaining access to homeownership and in being able to afford private rental housing. This paper briefly considers the characteristics of public debate around housing affordability in Australia. It examines the role of neo-liberalism in shaping policy responses to housing affordability problems and assesses the argument that affordability goals can be achieved through manipulation of the planning system. In this paper the meaning of the term 'housing subsidy' is reviewed and the theoretical and practical problems of measuring the value of housing subsidies and making comparisonsbetween countries is demonstrated.The definitions of both 'subsidy' and 'housing subsidy' are questioned. The paper shows that what is and is not a housing subsidy is often ill defined. More rigorous analysis, it is argued, requires the use of 'benchmarks' against which the changes initiated by subsidies can be judged. The use of alternative benchmarks with respect to home owners, tenants and landlords in several European countries is demonstrated.

Promoting investment in private rented housing supply: international policy comparisons

This paper reviews the proposal for a new tax on the ‘windfall gains’ arising from the granting of planning permission for residential development in the UK. The theoretical foundations in the theory of economic rent are discussed and the practical problems of applying such a tax, in the form of a ‘Planning-gain Supplement’, are explored. The relationship between any new explicit taxation and implicit taxation through planning agreements is examined. The reactions to this proposal, which come from the Barker Review of Housing Supply, are considered. It is shown that much of the criticism is about implementation difficulties rather than matters of principle. The problem of measuring the site-specific value of economic rent is discussed and the resolution is seen to be in viability appraisals that determine the changes in residual value that are a consequence of planning permission.
