Since its outbreak, COVID-19 has impacted world regions differentially. Whereas some regions still record tens of thousands of new infections daily, other regions have contained the virus. What explains these striking regional differences? We advance a cultural psychological perspective on mask usage, a precautionary measure vital for curbing the pandemic. Four large-scale studies provide evidence that collectivism (versus individualism) positively predicts mask usage-both within the United States and across the world. Analyzing a dataset of all 3,141 counties of the 50 US states (based on 248,941 individuals), Study 1a revealed that mask usage was higher in more collectivistic US states. Study 1b replicated this finding in another dataset of 16,737 individuals in the 50 US states. Analyzing a dataset of 367,109 individuals in 29 countries, Study 2 revealed that mask usage was higher in more collectivistic countries. Study 3 replicated this finding in a dataset of 277,219 Facebook users in 67 countries. The link between collectivism and mask usage was robust to a host of control variables, including cultural tightness-looseness, political affiliation, demographics, population density, socioeconomic indicators, universal health coverage, government response stringency, and time. Our research suggests that culture fundamentally shapes how people respond to crises like the COVID-19 pandemic. Understanding cultural differences not only provides insight into the current pandemic, but also helps the world prepare for future crises.

Collectivism predicts mask use during COVID-19.

Psychology has traditionally seen itself as the science of universal human cognition, but it has only recently begun seriously grappling with cross-cultural variation. Here we argue that the roots of cross-cultural variation often lie in the past. Therefore, to understand not only how but also why psychology varies, we need to grapple with cross-temporal variation. The traces of past human cognition accessible through historical texts and artifacts can serve as a valuable, and almost completely unutilized, source of psychological data. These data from dead minds open up an untapped and highly diverse subject pool. We review examples of research that may be classified as historical psychology, introduce sources of historical data and methods for analyzing them, explain the critical role of theory, and discuss how psychologists can add historical depth and nuance to their work. Psychology needs to become a historical science if it wants to be a genuinely universal science of human cognition and behavior.

Psychology as a Historical Science

Data recently published in PNAS mapped out regional differences in the tightness of social norms across China [R. Y. J. Chua, K. G. Huang, M. Jin, Proc. Natl. Acad. Sci. U.S.A. 116, 6720-6725 (2019)]. Norms were tighter in developed, urbanized areas and weaker in rural areas. We tested whether historical paddy rice farming has left a legacy on social norms in modern China. Premodern rice farming could plausibly create strong social norms because paddy rice relied on irrigation networks. Rice farmers coordinated their water use and kept track of each person's labor contributions. Rice villages also established strong norms of reciprocity to cope with labor demands that were twice as high as dryland crops like wheat. In line with this theory, China's historically rice-farming areas had tighter social norms than wheat-farming areas, even beyond differences in development and urbanization. Rice-wheat differences were just as large among people in 10 neighboring provinces (n = 3,835) along the rice-wheat border. These neighboring provinces differ sharply in rice and wheat, but little in latitude, temperature, and other potential confounding variables. Outside of China, rice farming predicted norm tightness in 32 countries around the world. Finally, people in rice-farming areas scored lower on innovative thinking, which tends to be lower in societies with tight norms. This natural test case within China might explain why East Asia-historically reliant on rice farming-has tighter social norms than the wheat-farming West.

A widely held belief is that autocratic governments have been more effective in reducing the movement of people to curb the spread of Covid-19. Using the Oxford COVID-19 Government Response Tracker (OxCGRT), and a real-time dataset with daily information on travel and movement across 111 countries, we find that autocratic regimes imposed more stringent lockdowns and relied more on contact tracing. However, we find no evidence that autocratic governments were more effective in reducing travel, and evidence to the contrary: countries with democratically accountable governments introduced less stringent lockdowns but were approximately 20% more effective in reducing geographic mobility at the same level of policy stringency. In addition, building on a large literature on cross-cultural psychology, we show that for the same policy stringency, countries with more obedient and collectivist cultural traits experienced larger declines in geographic mobility relative to their more individualistic counterparts. We conclude that, in terms of reducing mobility, collectivist and democratic countries have implemented relatively effective responses to Covid-19.

Democracy, culture, and contagion: political regimes and countries responsiveness to Covid-19

Summary Integrating the social and natural sciences to effectively tackle the intertwined challenges represented by the Sustainable Development Goals (SDGs) has been advocated for years. However, the practice is challenging, especially with respect to the beliefs, morals, and practices of individuals and groups or, more succinctly put, culture, which, despite attracting growing awareness, remains understated in sustainability. Here, we examine how and to what extent cultural values are linked to the achievement of the SDGs. Synthesizing knowledge from more than 300 publications, we show that cultural traits are linked to the achievement of all 17 SDGs and 79% of SDG targets. Further, empirical understanding obtained from a panel data analysis highlights that cultural values explain as much as 26% of the variations in the SDG achievements, yet the links are strikingly divergent across cultural traits and indicators. Our findings imply the need to consider more cultural contexts and nuances in sustainability science communications and policy design and to develop new cross-disciplinary solutions to sustainability challenges.

Consideration of culture is vital if we are to achieve the Sustainable Development Goals

We conduct a 3-y study involving 11,662 respondents to map cultural tightness-the degree to which a society is characterized by rules and norms and the extent to which people are punished or sanctioned when they deviate from these rules and norms-across 31 provinces in China. Consistent with prior research, we find that culturally tight provinces are associated with increased governmental control, constraints in daily life, religious practices, and exposure to threats. Departing from previous findings that tighter states are more rural, conservative, less creative, and less happy, cultural tightness in China is associated with urbanization, economic growth, better health, greater tolerance toward the LGBT (lesbian, gay, bisexual, and transgender) community, and gender equality. Further, analyzing about 3.85 million granted patents in China (1990-2013), we find that provinces with tighter cultures have lower rates of substantive/radical innovations yet higher rates of incremental innovations; individuals from culturally tighter provinces reported higher levels of experienced happiness.
