Public participation is a form of public cooperation or participation in the spatial‐planning process that enables subjects or groups to express views, give initiatives, and actively take part in such proceedings. Because public par‐ ticipation is often limited to giving remarks on finished spatial plans, it is assumed that public participation could be improved with the help of information technology: namely, new web tools. One innovation is Web 2.0, a concept introduced in 2004. This introduced many tools into the world wide web that are useful in social networks and various web services as participatory services with a huge number of users. This article analyses opportu‐ nities for interaction between public participation and Web 2.0. It presents the demands of public participa‐ tion and Web 2.0 and their opportunities for enabling participation in spatial planning. The article ascertains that Web 2.0 tools are very useful in including the public in spatial‐planning processes but that much preparatory work and a good technical platform are necessary.

Einwohnermeldedaten konnen einen wichtigen Beitrag zur Unterstutzung der raumbezogenen Planung in landlichen Gemeinden leisten. Das zeigen mehrere Studien, die sich in den vergangenen Jahren mit demographischen Veranderungsprozessen und Versorgungsbedarfen in Deutschlands landlichem Raum auseinandergesetzt haben. Gemeinsam ist diesen, meist einzelfallbezogenen Untersuchungen, die Geokodierung kommunaler Melderegister und ihre analytische Verarbeitung mittels Geographischen Informationssystemen. Auf diese Weise lassen sich Bevolkerungsstrukturen und ihre Veranderungen auch unterhalb der Gemeindeebene auflosen und in Analysen nutzen, wahrend Bevolkerungsdaten der uberkommunalen statistischen Stellen dies in der Regel nicht vermogen. Dieser Beitrag greift Erkenntnisse aus diesen Studien auf. Er verbindet sie zu einem Argumentationsstrang, der Mehrwerte des Ansatzes sowohl fur die kommunale als auch die regionale Ebene aufzeigt und anhand von Beispielen aus Bayern und Sachsen-Anhalt entwickelt wird. Neben allgemeinen demographischen Aspekten werden dabei auch „Erreichbarkeiten“ und „Immobilien“ – als mit demographischen Prozessen in Zusammenhang stehende Themenfelder – behandelt. Die Darstellung der Mehrwerte, die zu einer starkeren Nutzung von Melderegistern in Wissenschaft und planerischer Praxis motivieren mochte, wird erganzt um eine Diskussion uber die Grenzen des verfolgten Ansatzes im Hinblick auf zukunftige Bevolkerungsentwicklungen. Durch das Aufzeigen sowohl von Mehrwerten als auch von Grenzen der Nutzung geokodierter kommunaler Bevolkerungsdaten mochte der Beitrag zudem die Umsetzung von Digitalisierungsstrategien in der Planung landlicher Raume unterstutzen.

Das transdisziplinare Verbundprojekt Regiobranding untersucht Kulturlandschaften innerhalb der Metropolregion Hamburg nach deren Charakteristika. Das Wissen um kulturlandschaftliche Besonderheiten wird in einen raumbezogenen Markenbildungsprozess eingebracht, der nachhaltig identitatsstiftend und imagefordernd wirken soll. Eine von mehreren im Projekt verfolgten Herangehensweisen zur Identifizierung von kulturlandschaftlichen Besonderheiten ist die Quantifizierung von Landschaftselementen mittels Geoinformationssystemen. Untersuchungen, die auf die physische Beschaffenheit des Raumes fokussieren, fuhren jedoch mitunter zu Schlussen, die durch die Landschaftsnutzer, beispielsweise die lokale Bevolkerung, nicht geteilt werden. Aufgrund dessen wurden zusatzlich Daten auf Workshops erhoben, in deren Rahmen lokale Akteure kulturlandschaftliche Besonderheiten gemas ihrer Einschatzung kartierten. Diese partizipative Form der Geodatenerfassung wurde als zentrales Element innerhalb von Gruppeninterviews eingesetzt, in denen – die Kartierung erganzend – weiterfuhrende Informationen uber die jeweiligen Kulturlandschaften generiert wurden. Auf diese Weise wurden Mehrwerte fur einen transdisziplinaren Place-Branding-Prozess geschaffen, wie dieser Beitrag anhand der Untersuchungsregionen Steinburger Elbmarschen und Lubeck-Nordwestmecklenburg zeigt.

SUMMARY Citizen's participation is commonly accepted as important, necessary and (in Germany and many other countries) to some extent required by law. Furthermore, existing and upcoming challenges like demographic change and monetary tightness call for the publics intensified involvement in municipal administration and planning. The internet is considered to be of particular value for additional participation. Following this assumption, various attempts have been made within the last two decades to deploy the World Wide Web (WWW) - partly combined with GIS functionalities - for supporting public participation in political and planning matters. Still, the adoption of GIS based tools for e-Participation in practice has been disappointing. A number of recent trends that come under the heading of Web 2.0 raise hopes again, e.g. the popularity of Google Earth and Google Maps, social networking and mobile services like Twitter. If these trends (and the philosophy of the Web 2.0) could be used for political and planning matters, e-Participation might gain a new quality and reach a considerable number of additional citizens. Furthermore, Spatial Data Infrastructures (SDI) are being established throughout Germany driven by EU-directives. These lead to an increasing availability of qualified geodata (viz. data related to a spatial context), of which municipal administration and planning could benefit. Besides, combining SDIs and Web 2.0 trends generates an additional value with regards to municipal e-Participations efficiency. But in what way could GIS based e-Participation benefit from Web 2.0? What design would be adequate for a GIS based e-Participation tool using Web 2.0 technologies as part of a municipal SDI? These questions are answered within this article. Furthermore the intended implementation of such a tool in the City of Wiesbaden, Germany, is described. A SDI and Web 2.0 based Approach to Support E-Participation in Municipal Administration and Planning Strategies

Many single-family homes built in Germany in the first decades following the Second World War are now occupied by elderly residents. If local conditions are unfavorable, a large number of these buildings may enter the real estate market in a short period of time and put pressure on the local housing market. Planners and decision-makers therefore need detailed spatiotemporal information about these neighborhoods to effectively address and counteract such developments. We present the design and implementation of a planning support system that can generate the required information. The architecture of this newly developed software consists of a composite, multitier framework to perform the complex tasks of data importation, data processing, and visualization. Legally mandated municipal population registers provide the key data for the calculation of indicators as a base for spatiotemporal analyses and visualizations. These registers offer high data quality in terms of completeness, logical consistency, spatial, and temporal and thematic accuracy. We demonstrate the implemented method using population data from a local government in a rural area in southwestern Germany. The results show that the new tool, which relies on open software components, is capable to identify and prioritize areas with particularly high levels of problem pressure. The tool can be used not only for analyses in a local context, but also at a regional level.
