Civilizational challenges have questioned the status quo of energy and material consumption by humans. From the built environment perspective, a response to these challenges was the creation of green buildings. Although the revolutionary capacity of the green building movement has elevated the expectations of new commercial construction, its rate of implementation has secluded the majority of the population from its benefits. Beyond reductions in energy usage and increases in market value, the main strength of green buildings may be the procurement of healthier building environments. Further pursuing the right to healthy indoor environments could help the green building movement to attain its full potential as a transformational public health tool. On the basis of 40 years of research on indoor environmental quality, we present a summary of nine environment elements that are foundational to human health. We posit the role of green buildings as a critical research platform within a novel sustainability framework based on social-environmental capital assets.

Perceived Unsafety and Fear of Crime: The Role of Violent and Property Crime, Neighborhood Characteristics, and Prior Perceived Unsafety and Fear of Crime

Drivers of perceived safety: do they differ in contexts where violence and police saturation feel ‘normal’?

Much previous research on the fear of crime has focused on why some individuals, with certain characteristics, experience more or less fear of crime than others. However, there is also a growing body of research examining the role that the neighbourhood context in which individuals reside plays in shaping such feelings and perceptions. At the same time, less research has been directed at understanding why certain small-scale micro-places evoke feelings of unsafety and fear of crime. The aim of this dissertation is to contribute to improving the current state ofthe research focused on place, the fear of crime, and related methodological issues. The dissertation includes four original empirical research papers. Study I is based on a case study evaluating the impact of camera surveillance and examines what role the operationalization of place may play for the results and interpretation of a given study. The findings show that different operationalizations may indeed produce different results, and that the choice of operationalization must be carefully considered in the context of study design. Study II uses responses to an open-ended survey question from three waves of the Malmö Community Survey (2012, 2015, 2018) to chart the spatial concentration and temporal stability of unsafe locations. The findings show that locations perceived as unsafe by city inhabitants are concentrated to a very small proportion of the urban space, and that there is a temporal stability in unsafe locations over time. Study III further explores unsafe locations by examining the spatial risk factors associated with these unsafe locations and the role played by neighbourhood collective efficacy and disorder. The results show that a number of spatial risk factors are correlated with the outcome, suggesting that the physical environment has a role to play in shaping people’s perceptions of unsafety at a given location. The findings also show that there are major between neighbourhood variations in unsafe locations, but that neighbourhood collective efficacy and disorder play only a limited role in the explanation of this variance. The final paper, Study IV, is a methodological study focused on the feasibility of using an alternative approach to studying fear of crime, as a momentary event, and uses an experience research framework implemented using a smart phone application (STUNDA). The general conclusion is that it is feasible to conduct research on the fear of crime using a smartphone application, but that emerging methods may also involve new methodological issues and challenges. The four studies have both methodological and theoretical implications, suggesting that the way place is defined and operationalized may have important impacts on the results and interpretations of research studies. In addition, the findings suggest that there is more to be learned about the fear of crime as a context-specific experience that is dependent on the immediate environment, and that alternative methodological approaches focused on surveying momentary experiences of fear of crime using smartphone applications seem to be feasible. A place-based approach to the fear of crime, supported by alternative measures and methods, may also be important in developing a broader understanding of how perceptions of fear of crime and unsafety are shaped. Such an understanding may in turn assist policymakers and practitioners to design knowledge-based interventions to reduce fear of crime and feelings of unsafety.

Locating place, crime and the fear of crime: methodological and theoretical considerations

Motivated by the increasing need of the real-world patrolling, this paper studies a practical city-scale patrolling (CSP) variant. In CSP, the police are scheduled to patrol city regions, and the objective is not only to protect public security but also to respond to incidents timely. We use an integer program (IP) to formulate the CSP problem, with the objective of maximizing the police visibility rate (PVR) to improve public safety and the additional constraint of response time guarantee to handle incidents timely. For such an NP-hard problem, existing studies either cannot scale-up or do not provide a bound from optimum. To fill the research gap, we propose a decomposition and grafting approach. We first decompose the original CSP into two weakly-coupled subproblems, minimizing police problem (MinP) and maximizing PVR (MaxP) problem. By exploiting the subproblem structures, a polynomial time approximation algorithm is proposed for MinP, and a polynomial time optimal algorithm is proposed for MaxP. We prove that such a decomposition can provide the $1\hspace {-2pt}-\hspace {-2pt}\alpha $ approximation ratio, where $\alpha $ is the percentage of the police used in MinP. To further improve patrolling efficiency, a grafting mechanism is proposed to integrate the two subproblems’ solutions. Finally, we conduct extensive experiments on the real dataset of Foshan, a modern Chinese city. The results demonstrate that compared with benchmarks, our approach scales well to city-scale problem instances with fine-grained periods, hundreds of regions, and hundreds of police officers.

Toward Efficient City-Scale Patrol Planning Using Decomposition and Grafting

Uniformed presence is commonly thought to create feelings of safety in people. However, do differently uniformed people contribute to an equal amount of safety and are there situation-dependent differences? The present study examined the association between various types of uniformed presence and people’s feelings of safety through a questionnaire among 352 respondents (18–86 years) (49.1 % women). The questionnaire contained pictures of situations perceived as relatively safe and unsafe with or without uniformed presence. The respondents estimated how safe they thought they would feel in these situations with no uniformed presence, two police officers, six police officers, a police vehicle, two security guards, or two police volunteers. Results showed that uniformed presence did not increase feelings of safety in a situation perceived as relatively safe, making patrol unnecessary. In situations perceived as relatively unsafe however, all types of uniformed presence increased feelings of safety. Foot patrolling police contributed to the greatest increase in feelings of safety. Security guards and police volunteers created similar amounts of feelings of safety making police volunteers a cost-effective alternative. All types of foot patrol were better than vehicle patrol, making non-police groups an alternative to vehicle patrol. Some situational, gender, and age differences were found.
