The article focuses on François Perroux’s work at the second half of the 1940s, at the moment when he redefines his third-way ideas in terms of a liberal interventionist perspective. The point of departure is an interpretation of Perroux’s intellectual trajectory during the interwar period, as a way of understanding how his investigations in the field of national income and planning finally became an essential part of his third-way perspectives, previously formulated in corporatist terms but partially reshaped in the immediate postwar period. Particular attention is paid to the institutional work led by him on national accounts in the first years of the Institut de Science Économique Appliquée. Refusing to analyze Perroux’s contribution in terms of eclecticism, the article attempts to critically illuminate complementarities and continuities in the author’s analytical framework between the interwar and postwar periods.

Au lendemain de la crise de 1929 et de la remise en cause des idees liberales, un certain nombre d’economistes (Lippmann, Ropke, Rougier, Rueff, Allais…) vont chercher a poser les bases d’une refondation du liberalisme. Ce mouvement n’est pas homogene, cependant le cœur de sa doctrine s’articule autour des deux positions suivantes : (i) denoncer la montee du collectivisme et du planisme ; (ii) rejeter les theses defendues par les tenants du laisser-fairisme. Le colloque Lippmann constitue la premiere pierre de cette reconstruction, il se presente egalement comme une tentative visant a institutionnaliser le liberalisme dans l’histoire des faits et des idees. En France, Louis Rougier, Jacques Rueff et Maurice Allais incarnent ce processus de refondation du liberalisme. Tous trois defendent l’idee que ce nouveau liberalisme suppose une ingerence de l’Etat. Le liberalisme aurait ainsi besoin d’institutions solides pour conforter ses bases et asseoir sa legitimite.

Evsey Domar and Russia

ABSTRACT The paper discusses Evsey Domar’s role as a link between economics in the West and in Russia, including his influence on some Brazilian economists. The Russian heritage he brought with him from Harbin (Manchuria) to the US consisted of an interest in socialism and Russian history. He paid close attention to the 1947 Varga controversy in the USSR. Domar’s rediscovery of Feldman’s (1928) growth model in 1957 brought it to the attention of Western and Soviet economists alike. Soviet economic development was also discussed in his interpretation of Preobrazhensky’s (1926) approach to the interaction between agricultural and industrial sectors. Domar’s 1966 seminal article on producer cooperatives called attention to Tugan-Baranovsky’s 1915 book on the topic. Domar’s interest in history resulted in his 1970 hypothesis about the origins of Russian serfdom and of North and South American slavery. Soviet economists paid some attention to Domar’s growth models, especially those involving depreciation and the time structure of capital goods.
