The purpose of this research is to examine femoral variation within the Plateau region of North America by using external measurements. Femoral measurements from the Northern and Southern regions of the Plateau were analyzed for temporal and spatial changes in femur shape associated with a change a from hunter-gatherer lifestyle in the prehistoric period to a more sedentary lifestyle in the historic period. Results indicate that there is no significant variation between the Northern and Southern Plateau samples. Results do, however, indicate that there are differences in the femoral measurements of prehistoric and historic populations. Changes in femoral size are very significant in the maximum diameter of the head, and differences are somewhat evident in the following measurements; midshaft mediolateral diameter, trochanteric length, and femur midshaft diaphyseal shape. Historic populations have a larger femoral head diameter, and tend to have shorter, wider (mediolaterally at midshaft) femora. While prehistoric populations tend to have a longer femora that is anteroposteriorly elongated at midshaft. These differences may reflect changes in the mechanical loads placed on the femur during the highly mobile prehistoric period and the increasingly sedentary historic period.

This study elaborates and extends earlier work on the U.S. Merit Systems Protection Board (MSPB) that found that federal agencies differed in how well their personnel actions fared when appealed to the MSPB. The authors offer a theoretical framework for understanding cross-agency differences in MSPB appeals decisions and then test for face validity a variety of factors informing that framework. The authors argue that the important balance between managerial prerogative and protecting merit principles in the federal government could be jeopardized by the new personnel management (NPM) unless reformers and researchers consider in their work cross-agency variations in production functions, types of personnel actions taken, agency culture, agency structure, legitimate functional needs, anticipatory reactions, agency responsiveness, and agency learning curves.

The Hanford Cultural Resources Laboratory (HCRL) was established by the US Department of Energy, Richland Operations Office (DOE-RL) in 1987 as part of Pacific Northwest Laboratory (PNL). The HCRL provides support for managing the archaeological, historical, and cultural resources of the Hanford Site, Washington, consistent with the National Historic Preservation Act of 1966 (NHPA), the Archaeological Resources Protection Agency of 1979, the Native American Grave Protection and Repatriation Act of 1990, and the American Indian Religious Freedom Act of 1978. The HCRL responsibilities have been set forth in the Hanford Cultural Resources Management Plan as a prioritized list of tasks to be undertaken to keep the DOE-RL in compliance with federal statutes, regulations, and guidelines. For FY 1993, these tasks were to: conduct cultural resource reviews pursuant to Section 106 of the NHPA; monitor the condition of known historic properties; identify, recover, and inventory artifacts collected from the Hanford Site; educate the public about cultural resources values and the laws written to protect them; conduct surveys of the Hanford Site in accordance with Section 110 of the NHPA. Research also was conducted as a spin-off of these tasks and is reported here.

The HCRL responsibilities have been set forth in the Hanford Cultural Resources Management Plan as a prioritized list of tasks to be undertaken to keep the RL in compliance with federal statutes, regulations, and guidelines. For FY 1992, these tasks were to (1) ensure compliance with NBPA Section 106, (2) monitor the condition of known archaeological sites, (3) evaluate cultural resources for potential nomination to the National Register of Historic Places, (4) educate the public about cultural resources, and (5) conduct a sample archaeological survey of Hanford lands. Research was also conducted as a spin-off of these tasks and is also reported here.
