The marine economy needs high-quality development, as severe marine pollution has become a global concern and threatens human health worldwide. In the light of this, this study discusses the high-quality development of marine economy from 2006 to 2020 in 11 Chinese coastal provinces. Based on discussing the connotation and system operation mechanism of the high-quality development, this study builds a bidirectional multi-index comprehensive evaluation framework of “2+6+4” to measure the high-quality development of China's marine economy. It includes six development principles of “innovation, coordination, greenness, openness, sharing and security” and the four systems of “marine economic system, marine resource and environmental system, marine social system and marine institutional system”. The entropy method is used to measure the comprehensive evaluation index, and the Kernel density estimation reveals the evolutionary trends and spatially unbalanced characteristics. Furthermore, the causes of the regional disparities are analyzed using the Dagum Gini coefficient. The results show that China's high-quality marine economic development level shows a steady improvement trend in both the connotation and system dimensions. It has formed a spatial disequilibrium pattern with Shandong and Guangdong as the two poles. From the perspective of the formation of regional disparities, improving the marine institution system and security levels are significant breakthroughs to reduce the differences. This study assists relevant decision-making departments in gaining an in-depth understanding of the high-quality development of China's marine economy and the outstanding contradictions. Some effective measures (e.g., targeted regional coordinated development strategy and implement preferential policies) are suggested to achieve high-quality development. Further, this evaluation framework is applicable to assess the other complex system worldwide that involve multiple factors, and the findings can help other countries improve their marine economy. 

The high-quality development level assessment of marine economy in China based on a “2+6+4” framework

Underwater target detection is widely used in various applications such as underwater search and rescue, underwater environment monitoring, and marine resource surveying. However, the complex underwater environment, including factors such as light changes and background noise, poses a significant challenge to target detection. We propose an improved underwater target detection algorithm based on YOLOv8n to overcome these problems. Our algorithm focuses on three aspects. Firstly, we replace the original C2f module with Deformable Convnets v2 to enhance the adaptive ability of the target region in the convolution check feature map and extract the target region’s features more accurately. Secondly, we introduce SimAm, a non-parametric attention mechanism, which can deduce and assign three-dimensional attention weights without adding network parameters. Lastly, we optimize the loss function by replacing the CIoU loss function with the Wise-IoU loss function. We named our new algorithm DSW-YOLOv8n, which is an acronym of Deformable Convnets v2, SimAm, and Wise-IoU of the improved YOLOv8n(DSW-YOLOv8n). To conduct our experiments, we created our own dataset of underwater target detection for experimentation. Meanwhile, we also utilized the Pascal VOC dataset to evaluate our approach. The mAP@0.5 and mAP@0.5:0.95 of the original YOLOv8n algorithm on underwater target detection were 88.6% and 51.8%, respectively, and the DSW-YOLOv8n algorithm mAP@0.5 and mAP@0.5:0.95 can reach 91.8% and 55.9%. The original YOLOv8n algorithm was 62.2% and 45.9% mAP@0.5 and mAP@0.5:0.95 on the Pascal VOC dataset, respectively. The DSW-YOLOv8n algorithm mAP@0.5 and mAP@0.5:0.95 were 65.7% and 48.3%, respectively. The number of parameters of the model is reduced by about 6%. The above experimental results prove the effectiveness of our method.

A bibliometric review on marine economy: Current status, development and future directions

To explore the contribution of marine resources to marine economic growth, this study uses panel data from 2006–2019 across 11 coastal provinces and cities in China and establishes threshold regression models using marine capital, labor, and science and technology as threshold variables affecting marine resources and economic growth. The findings reveal that the impact of marine resources on marine economic growth only demonstrates a single threshold effect under the primary industry marine resources; in general, with increased capital investment, the marine economy presents a positive development trend. The impact of primary and secondary marine resources on marine economic growth has a single threshold effect of labor input, while the impact of tertiary marine resources on marine economic growth has a double threshold effect of labor input. With investment in marine science and technology, marine resource development and utilization in the primary industries have played a consistent role in promoting marine economic growth. However, the impact of this role is gradually decreasing; marine resource development and utilization in the secondary and tertiary industries shows a development pattern wherein the driving effect of marine economic growth is first large, then small, and then large again. Based on the above analysis, China should promote the transformation of labor-intensive to capital-intensive industries by increasing investment in marine capital, training marine talent, and developing marine science and technology innovation to increase the development level of China’s marine economy.

Resource Constraints and Economic Growth: Empirical Analysis Based on Marine Field

With the objective of establishing methods for high-quality marine development and effective marine management, this review focuses on four dimensions of marine development: marine economy, marine resources, marine ecology, and marine accounting. The focus of marine economy research is the marine industry, with the marine circular economy being the latest research frontier. Marine resources are the foundation of the marine economy. To use different types of marine resources more efficiently, it is necessary to apply the property right system of natural resources to marine fields. The healthy development of the marine economy is guaranteed by marine ecology. How to scientifically measure marine ecological loss and evaluate the marine ecological environment carrying capacity and marine ecological security is key to the sustainable development of the marine economy. The development of the marine economy is based on successful marine accounting. The lack of marine data globally has made marine accounting controversial. The study aims to review the development history and latest research frontiers for various marine-related fields and identify existing problems in the processes of marine economic development and marine management, with a view to finding a breakthrough for transforming and upgrading marine development, improving the marine economic governance system, and strengthening the modernization of marine governance capacity, so as to better develop and utilize the oceans.

A Review on Marine Economics and Management: How to Exploit the Ocean Well

The efficiency of China's natural resource asset management system significantly influences the sustainable utilization of resources and the promotion of an environmentally sustainable economy. In this research, we employ a Data Envelopment Analysis (DEA) model to assess and analyze the efficiency and dynamic changes within China's natural resource asset management system. Our analysis is based on panel data collected from 30 provinces spanning the years 2007–2019. Our findings reveal that only three provinces demonstrated DEA effectiveness in managing natural resource assets, highlighting substantial regional disparities in efficiency. The presence of multiple institutions operating independently has led to a situation of overlapping responsibilities, resulting in critical issues related to redundant management. Inadequate resource tax collection intensity and a low tax utilization rate have contributed to the insufficiency in resource tax utilization. Local industrial structures and government priorities have hindered the active involvement of industrial enterprises in natural resource asset management in certain regions. We categorize changes in the efficiency of system operations in non-DEA-effective regions into three types: a temporary increase followed by a continuous decline, a gradual increase with overall low efficiency, and a rapid increase with relatively high overall efficiency. Consequently, this study offers policy recommendations aimed at enhancing the efficiency of natural resource asset management: (1) Clarify the ownership of natural resource assets and establish a well-defined hierarchical proxy system along with an integrated supervision framework. (2) Allocate resource tax revenue reasonably and promote collaborative coordination between resource taxes and other policy measures. (3) Strengthen the government's commitment to natural resource asset management, draw insights from advanced regions' experiences, and tailor policy approaches to the specific conditions of different regions to effectively balance economic development and environmental protection.
