Focusing on urban–rural development issues, this paper analyzes the necessity of coordinated development between the narrowing gap and integral development. An overall urban– rural development dynamic model aimed at two major objectives is pointed out. A principal component analysis (PCA)—Grey Entropy measurement model is proposed to evaluate urban–rural coordination from economic development, social security, public services, and environmental quality perspectives. In this model, principal component analysis (PCA) was used to extract the components that explained overall urban–rural coordination. This model was then combined with Grey Entropy to measure the level of urban–rural development coordination. By establishing a scientific measurement model, the coordination value of the rural and urban areas was effectively calculated from a comprehensive perspective, including subsystems and static and dynamic coordination values. Finally, the model was applied to Sichuan Province as an example to show its effectiveness in measuring urban–rural coordination.

This paper attempts to discuss the strategic roles of public libraries in Nigeria in poverty alleviation programmes in the 21st century. The various poverty alleviation programmes aimed at combating poverty that have been put in place by the successive Federal Governments of Nigeria are brought to light. Despite the poverty reduction schemes introduced by the successive governments, the soaring rate of poverty in the country is still very alarming. Furthermore, the roles of libraries, particularly, the public libraries, have not been realized in that regard. Within this context, the paper examines the strategic roles of the public libraries in reducing the rate of poverty in the country. It concludes by making some recommendations that can assist the Nigerian public libraries to actively play their deserved roles, and/or participate fully in the poverty reduction programmes.

This essay examines the work of China Academic Library and Information System (CALIS), an academic library community that has established resource sharing in a network environment. More specifically, it examines CALIS's work in the developed Eastern and the underdeveloped Western regions in China and considers how CALIS has used information technology to narrow the gap between academic library communities in these distinct regions. It also attempts to promote professional understanding about academic libraries in China's Western region, especially around the ways in which these libraries have used information technology and digital databases of local culture to help transform communities across their regions.

The contribution of library programmes at the Emfuleni Library and Information Services in creating social capital to reduce poverty

This article investigates the "three digital platforms" of Hangzhou Public Library 杭州图书馆 through a discussion of information inequality, the digital divide, and community informatics. After an introduction to the context of contemporary China, and in particular Hangzhou, the authors consider the resources themselves with special reference to their ability to reduce information inequality. These resources—the "Three Platforms" referenced in the title of this essay—are: the library's Website (which can be accessed through standard browser applications), a Wireless Application Protocol (WAP) service that is available to mobile users, and a unique digital television service (that is supplied in collaboration with a local cable television company). As part of this discussion, the authors provide data on the number of users and views each service has had in the time since their implementation; offer detailed information on the profile of Website use and the numbers of library patrons taking part in library activities; assess the impact of these services; and debate their implications for community informatics and digital inequality in Hangzhou. Finally, the authors discuss potential future developments.

Three Digital Platforms: Hangzhou Public Library Widens Access to Resources

Equality of access for all has been a core value of librarianship from Dewey (Wiegand 1996) through Ranganathan (1931) to Gorman (2000) and has been put into practice by librarians by making their libraries as inclusive as possible in their communities. This article is a re-examination of this ethos in the context of a contemporary global society beset by myriad inequalities that uses China as a case study. Regional and urban-rural economic data is presented and compared with regional library funding, collection size, new collections, and floor space data in order to examine the extent of inequality and its impact on service provision. Recent governmental policy responses are then outlined and commented on in relation to equality of access, and the responses of the library profession within China are investigated and their effectiveness evaluated. The article then concludes that while equality of access is firmly enshrined in the manifestos and statutes of library services worldwide, true implementation of it requires much more than a simple call to include everyone in a community. This paper argues that the profession needs to be more proactive in promoting true equal access within such an unequal social context.
