In this paper I empirically investigate the determinants of migration inflows into fourteen OECD countries by country of origin, between 1980 and 1995. I analyze the effect on migration of average income and income dispersion in destination and origin countries. I also examine the impact of geographical, cultural, and demographic factors as well as the role played by changes in destination countries' migration policies. My analysis both delivers estimates consistent with the predictions of the international migration model and generates empirical puzzles.

Prompted by the integration of Europe, Derrida recently posed the following questions. ‘Indeed, to what concept, to what real individual, to what singular entity should this name be assigned today? Who will draw up its borders?’ While this question speaks of the political entity called Europe, it has much broader resonance. It echoes concerns about identity, boundaries, and the relationship between the inside and the outside of political entities, concerns that have not escaped the attention of critical International Relations scholars. Nor are these necessarily new concerns. The situation in post–World War II Britain prompted the same questions Derrida raises about Europe in 1992. To what real individuals, to what singular entity the terms ‘British’ and ‘Britain’ should be assigned was a question that prompted debate, political violence, and a series of increasingly restrictive and, some would suggest, racist immigration policies. The transformation of Britain from an empire to a nation–state was accompanied by a crisis of identity whereby early postwar proclamations that Britain ‘imposed no colour bar restrictions making it difficult for them when they come here’ and that ‘there must be freedom of movement within the British Empire and the Commonwealth’ were, rather quickly, to give way to exclusionary practices and a retreat to ‘little England’.

Immigration and national identity: constructing the nation*

Moves to complete the single European market by 1993 together with worldwide migratory pressures have forced immigration onto the European Union's political agenda. Intergovernmental co‐operation has been the preferred, but disputed method by which member states are developing a more co‐ordinated immigration and border control policy. The EC institutions have become involved despite attempts by national governments to protect sovereignty and to promote subsidiarity. The Maastricht Treaty negotiations highlighted divisions between member states and policy development has been slow. Despite introducing more restrictive immigration controls, EU states have already become countries of immigration but have yet to acknowledge this.

European Union immigration policy: Phantom, fantasy or fact?

International migration is a vast complex and heterogeneous field of study. It requires not only knowledge about dynamic processes in the past and at present and in various regions of the world but also interdisciplinary cooperation not least in order to achieve a good theoretical development. Theories about international migration tend to be built on particular periods or regions. The test of these theories comes through comparative research. A comparison of North American and European immigration and immigration policy could examine 1) whether immigration is permanent or temporary 2) the desire of Europeans for short-term immigration to allow the integration of the large numbers of immigrants from the recent past 3) the differential development of welfare states 4) the likely long-term outcome of large waves of immigration and 5) the legal status of aliens. Comparing European and North American international migration.

These three papers on the future of migration make up a summary report on the Conference of National Experts held at the OECD in Paris May 13-15 1986. The papers concern possible policy options international migration as a basic element of economic development and conclusions about migration trends from the present to the long-term future. The author of the concluding paper remarks that "the Conference brought representatives of all of the Organizations Member countries together with eminent economists and social scientists to discuss the possible and probable outlook for migratory movements in the years to come. The purpose was not to define international norms in this respect nor to draft one or more international agreements or a legal instrument having the force of law but to review all the problems raised by that outlook."
