Interpersonal violence has devastating implications for individuals, families, and communities across the globe, placing a significant burden on health, justice, and social welfare systems. Smartphone technology may provide a platform for violence prevention interventions. However, evidence on the availability and user experience of smartphone applications aimed to prevent violence is underexplored.Systematic searches of available smartphone applications marketed for personal safety and violence prevention on the Apple Store (IOS) and Google Play (Android) in the United Kingdom were run in May 2021. Relevant applications were downloaded, with data on user reviews and ratings extracted. Included applications were categorised according to their features and functions. Online user reviews were rated according to their sentiment (positive, negative, neutral) and thematically analysed.Of 503 applications, 86 apps met review criteria. Only 52 (61%) apps offered full functionality free of charge. Over half (52%) of apps were targeted towards the general population, with 16% targeting women and 13% targeting families. App functionality varied with 22% providing an alarm, 71% sending alerts to pre-designated contacts, 34% providing evidence capture and 26% offering educational information. Overall, 71% of applications had a user rating of four or above. For 61 apps a total of 3,820 user reviews were extracted. Over half (52.4%) of reviews were rated as having a positive sentiment, with 8.8% neutral and 38.8% negative. Key themes across user reviews included positive consequences of app use, technical and usage issues including app reliability, dissatisfaction with the financial cost of some app features and personal data and ethical issues.Reviews suggest that users find apps for personal safety and violence prevention useful. However, individuals also report them being unreliable, not working as described and having features that others may exploit. Findings have implications for the development of policy on apps to improve personal safety, especially given recent national policy (e.g. UK) discussions about their utility. Without the regulation or accreditation of such technology for quality assurance and reliability, emphasis needs to be placed on ensuring user safety; otherwise vulnerable individuals may continue to place reliance on untested technology in potentially dangerous circumstances.

The use of mobile phone applications to enhance personal safety from interpersonal violence – an overview of available smartphone applications in the United Kingdom

In what ways can new, emerging digital technologies and energy business models such as “prosuming” become intertwined with troubling patterns of domestic abuse and violence? Domestic violence entails controlling, coercive or threatening behaviours, to gain or maintain power and control between intimate partners or family members regardless of gender or sexuality. The rapid development of digital communication services, smart homes, and digitalization processes such as prosuming create surprising threats related to technology-facilitated abuse. In this empirical study, based on a nationally representative survey of householders (n=1032 respondents) and three focus groups with the general public in different locations around the UK (n=18 respondents), we explore the extent that prosuming technologies, smart grids and smart systems could act as potential enablers of domestic violence or systems of control. We also explore the use of smart systems as possible deterrents and mechanisms to reduce and address domestic violence and provide victim protection and recovery. In doing so, we explore user perceptions and preferences of smart systems, in relation to trust, monitoring, tracking, and surveillance. We finally discuss our results through the themes of duality and policy and provide conclusions with recommendations for further research.

Navigating the femininity-vulnerability nexus: A reconsideration of the protective function of gendered “safety work”

In the last decade, an array of smartphone apps have been designed to prevent crime, violence, and abuse. The evidence base of these apps has, however, yet to analyzed systematically. To rectify this, the aims of this review were (1) to establish the extent, range, and nature of research into smartphone apps with a primary crime prevention function; (2) to locate gaps in the primary crime prevention app literature; and (3) to develop a typology of primary crime prevention apps. Employing a scoping review methodology and following Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines, studies were identified via Web of Science, EBSCOhost, and Google Scholar. We included English-language research published between 2008 and 2020 that examined smartphone applications designed explicitly for primary crime prevention. Sixty-one publications met our criteria for review, out of an initial sample of 151 identified. Our review identified six types of crime prevention app examined in these publications: self-surveillance apps, decision aid apps, child-tracking apps, educational apps, crime-mapping/alert apps, and crime reporting apps. The findings of our review indicate that most of these forms of primary crime prevention apps have yet to be rigorously evaluated and many are not evidence-based in their design. Consequently, our review indicates that recent enthusiasm over primary crime prevention apps is not supported by an adequate evidence base.

A Content Analysis of Personal Safety Apps: Are They Keeping Us Safe or Making Us More Vulnerable?:

Over the past decade, legal norms governing States’ obligations to mitigate climate change, and courts’ review of such efforts, have matured greatly in many jurisdictions around the world. In this article, we examine judicial decisions and consider future developments in Urgenda-style, or ‘systemic mitigation cases’ as we define them, at the national level. Systemic mitigation cases seek to compel a State or one of its organs to increase its overall mitigation efforts. These cases, which are growing in number, can lead to a significant increase in a country’s overall mitigation ambition. Yet a perceived lack of standards by which to assess mitigation efforts has given rise to judicial concerns regarding the separation of powers in adjudicating such cases. In response to these concerns, we present a framework based on international climate change law and best available climate science to assist litigants and courts in human-rights- and tort-based cases. We draw on principles developed by the Dutch courts in Urgenda v the Netherlands and on recent judgments of other national courts, and identify a range of concrete standards by which courts may assess whether a State has met the minimum legal requirements of its duty of care in the ‘next generation’ of systemic mitigation cases.
