The global decline in estuarine and coastal ecosystems (ECEs) is affecting a number of critical benefits, or ecosystem services. We review the main ecological services across a variety of ECEs, including marshes, mangroves, nearshore coral reefs, seagrass beds, and sand beaches and dunes. Where possible, we indicate estimates of the key economic values arising from these services, and discuss how the natural variability of ECEs impacts their benefits, the synergistic relationships of ECEs across seascapes, and management implications. Although reliable valuation estimates are beginning to emerge for the key services of some ECEs, such as coral reefs, salt marshes, and mangroves, many of the important benefits of seagrass beds and sand dunes and beaches have not been assessed properly. Even for coral reefs, marshes, and mangroves, important ecological services have yet to be valued reliably, such as cross-ecosystem nutrient transfer (coral reefs), erosion control (marshes), and pollution control (mangroves). An important issue for valuing certain ECE services, such as coastal protection and habitat-fishery linkages, is that the ecological functions underlying these services vary spatially and temporally. Allowing for the connectivity between ECE habitats also may have important implications for assessing the ecological functions underlying key ecosystems services, such coastal protection, control of erosion, and habitat-fishery linkages. Finally, we conclude by suggesting an action plan for protecting and/or enhancing the immediate and longer-term values of ECE services. Because the connectivity of ECEs across land-sea gradients also influences the provision of certain ecosystem services, management of the entire seascape will be necessary to preserve such synergistic effects. Other key elements of an action plan include further ecological and economic collaborative research on valuing ECE services, improving institutional and legal frameworks for management, controlling and regulating destructive economic activities, and developing ecological restoration options.

The fifth branch. Science advisers as policymakers

Aim To reassess the capacity of mangroves for ecosystem services in the light of recent data. Location Global mangrove ecosystems. Methods We review four long-standing roles of mangroves: (1) carbon dynamics – export or sink; (2) nursery role; (3) shoreline protection; (4) land-building capacity. The origins of pertinent hypotheses, current understanding and gaps in our knowledge are highlighted with reference to biogeographic, geographic and socio-economic influences. Results The role of mangroves as C sinks needs to be evaluated for a wide range of biogeographic regions and forest conditions. Mangrove C assimilation may be under-estimated because of flawed methodology and scanty data on key components of C dynamics. Peri-urban mangroves may be manipulated to provide local offsets for C emission. The nursery function of mangroves is not ubiquitous but varies with spatio-temporal accessibility. Connectivity and complementarity of mangroves and adjacent habitats enhance their nursery function through trophic relay and ontogenetic migrations. The effectiveness of mangroves for coastal protection depends on factors at landscape/geomorphic to community scales and local/species scales. Shifts in species due to climate change, forest degradation and loss of habitat connectivity may reduce the protective capacity of mangroves. Early views of mangroves as land builders (especially lateral expansion) were questionable. Evidence now indicates that mangroves, once established, directly influence vertical land development by enhancing sedimentation and/or by direct organic contributions to soil volume (peat formation) in some settings. Main conclusions Knowledge of thresholds, spatio-temporal scaling and variability due to geographic, biogeographic and socio-economic settings will improve the management of mangrove ecosystem services. Many drivers respond to global trends in climate change and local changes such as urbanization. While mangroves have traditionally been managed for subsistence, future governance models must involve partnerships between local custodians of mangroves and offsite beneficiaries of the services.

In a tsunami event human casualties and infrastructure damage are determined predominantly by seaquake intensity and offshore properties. On land, wave energy is attenuated by gravitation (elevation) and friction (land cover). Tree belts have been promoted as “bioshields” against wave impact. However, given the lack of quantitative evidence of their performance in such extreme events, tree belts have been criticized for creating a false sense of security. This study used 180 transects perpendicular to over 100 km on the west coast of Aceh, Indonesia to analyze the influence of coastal vegetation, particularly cultivated trees, on the impact of the 2004 tsunami. Satellite imagery; land cover maps; land use characteristics; stem diameter, height, and planting density; and a literature review were used to develop a land cover roughness coefficient accounting for the resistance offered by different land uses to the wave advance. Applying a spatial generalized linear mixed model, we found that while distance to coast was the dominant determinant of impact (casualties and infrastructure damage), the existing coastal vegetation in front of settlements also significantly reduced casualties by an average of 5%. In contrast, dense vegetation behind villages endangered human lives and increased structural damage. Debris carried by the backwash may have contributed to these dissimilar effects of land cover. For sustainable and effective coastal risk management, location of settlements is essential, while the protective potential of coastal vegetation, as determined by its spatial arrangement, should be regarded as an important livelihood provider rather than just as a bioshield.

Influence of coastal vegetation on the 2004 tsunami wave impact in west Aceh

Pro-poor rewards for environmental services (RES) link global priorities on poverty reduction and environmental sustainability. Emerging approaches to payment for environmental services vary in mechanism and form of payment. Rural poverty is multidimensional and the poverty syndromes vary with the intensity of landscape use and management, with the solution to lack of access to markets, education and healthcare associated with loss of natural capital. RES mechanisms have to balance effectiveness and efficiency with fairness and pro-poor characteristics, with transaction costs as obstacles to both. The economic perspective on financial transfers needs to be balanced with the social and environmental paradigms of fairness. Our first hypothesis is that only under specific circumstances, actual cash incentive to individual participants of RES will contribute substantially to poverty alleviation of ES providers. The second hypothesis is that non-financial incentive to ES providers will contribute to reducing poverty by linking the community (participants and non-participants) to access to capital types (human, social/political, natural, infrastructure and financial, such as microcredit). Review of key ratios of relative number and wealth of service providers and beneficiaries supports the first hypothesis and rejects the notion of widespread potential for reducing upstream rural poverty through individual cash payments. Results of community focus group discussions support the second hypothesis through context-specific preferences for the mechanisms by which RES can trigger conditions for sustainable development.
