The advantages and limitations of remote sensing techniques for collecting synoptic data over large coastal and estuarine areas are reviewed with emphasis on the need for a proper balance between remotely sensed data and “ground truth”. Specific applications include mapping wetland vegetation and coastal land use; monitoring natural and man-induced changes in the coastal zone; charting current circulation, including the movement and dispersion of known water pollutants; and determining the type and concentration of suspended matter in coastal waters. The photo-interpretation of aircraft and satellite imagery with the aid of “ground truth” is illustrated, employing both direct visual and automated computer techniques. For some applications, it is shown that an integrated boat-aircraft-satellite approach can produce better results or cost less, than the deployment of large numbers of boats or field teams without remote sensor support.

It is well-known that Earth observation (EO) data plays a critical role in scientific understanding about the global environment. There is also growing support for the use of EO data to provide context-specific insights, with significant implications for their use in decision support systems. Technological development over recent years, including cloud computing infrastructure, machine learning techniques, and rapid expansion of the velocity, volume, and variety of space-borne data sources, offer huge potential to provide solutions to the myriad environmental problems facing society and the planet. The USGS/NASA Landsat Program, the longest continuously gathered source of land surface data, has played a central role in our understanding of environmental change, particularly for its contribution of longitudinal products that offer greater context for present research and decision support activities. The challenge facing the Landsat and EO data community, however, now lies in moving beyond context-specific knowledge generation to translating such knowledge into tangible value for society. Drawing from an open data ecosystem framework and qualitative social science methods, we map the Landsat data ecosystem (LDE) and the relationships linking multiple actors responsible for processing, indexing, analyzing, synthesizing, and translating raw Landsat data into information that is useful, useable, and used by end users in particular social-environmental contexts. Both the role of Big Data and associated technologies are discussed as they relate to the ultimate use of Landsat-derived information products to guide decision-making, and key data ecosystem characteristics that shape the likelihood of these products’ use are highlighted.

Landsat Data Ecosystem Case Study: Actor Perceptions of the Use and Value of Landsat

Digital analysis of ERTS-1 imagery was used in an attempt to map and inventory the significant ecological communities of Delaware's coastal zone. Eight vegetation and land use discrimination classes were selected: (1) phragmites communis (Giant Reed grass); (2) spartina alterniflora (Salt marsh cord grass); (3) spartina patens (Salt marsh hay); (4) shallow water and exposed mud; (5) deep water (2 meters); (6) forest; (7) agriculture; and (8) exposed sand and concrete. Canonical analysis showed that classification accuracy was quite good with spartina alterniflora, exposed sand-concrete, and forested land - all discriminated with between 94% and 100% accuracy. The shallow water-mud and deep water categories were classified with accuracies of 88% and 93% respectively. Phragmites communis showed a classification accuracy of 83% with all confusion occurring with spartina patens which may be due to use of mixed stands of these species as training sets. Discrimination of spartina patens was very poor (accuracy 52%).

Inventories of Delaware's coastal vegetation and land-use utilizing digital processing of ERTS-1 imagery

The author has identified the following significant results. Computer techniques were developed for mapping water quality parameters from LANDSAT data, using surface samples collected in an ongoing survey of water quality in Saginaw Bay. Chemical and biological parameters were measured on 31 July 1975 at 16 bay stations in concert with the LANDSAT overflight. Application of stepwise linear regression bands to nine of these parameters and corresponding LANDSAT measurements for bands 4 and 5 only resulted in regression correlation coefficients that varied from 0.94 for temperature to 0.73 for Secchi depth. Regression equations expressed with the pair of bands 4 and 5, rather than the ratio band 4/band 5, provided higher correlation coefficients for all the water quality parameters studied (temperature, Secchi depth, chloride, conductivity, total kjeldahl nitrogen, total phosphorus, chlorophyll a, total solids, and suspended solids).

Application of LANDSAT to the surveillance and control of lake eutrophication in the Great Lakes basin. [Saginaw Bay, Michigan and Wisconsin

The programmatic, technical, user application, and cost factors associated with the development of an operational, statewide land use inventory from LANDSAT data are described. The LANDSAT multispectral data are subjected to geometrical and categorical processing to produce map files for each of the 200 fifteen (15) minute quads covering Ohio. Computer compatible tapes are rescanned to produce inventory tapes which identify eight (8) Level I land use categories and a variety of Level II categories. The inventory tapes are processed through a series of ten (10) software programs developed by the State of Ohio. The net result is a computerized inventory which can be displayed in map or tabular form for various geographic units, at a variety of scales and for selected categories of usage. The computerized inventory data files are applied to technical programs developed by the various state agencies to be used in state, regional, and local planning programs.

The author has identified the following significant results. LANDSAT was used as a basis for inventorying land use within each of the Ohio-Kentucky-Indiana regional commissions, 225 drainage areas, and nine counties. Computer tabulations were produced to obtain the area covered by each of 16 land use categories within 225 drainage areas. The 16 categories were merged into ten categories and mapped at a scale of 1 inch = 5,000 ft, with detail to 0.44 hectares for the 2,700 sq mi region. These products were produced in less than 90 days, at a cost of $20,000.

The author has identified the following significant results. In response to the need for a faster, more economical means of producing land use maps, this study evaluated the suitability of using ERTS-1 computer compatible tape (CCT) data as a basis for automatic mapping. Significant findings are: (1) automatic classification accuracy greater than 90% is achieved on categories of deep and shallow water, tended grass, rangeland, extractive (bare earth), urban, forest land, and nonforested wet lands; (2) computer-generated printouts by target class provide a quantitative measure of land use; and (3) the generation of map overlays showing land use from ERTS-1 CCTs offers a significant breakthrough in the rate at which land use maps are generated. Rather than uncorrected classified imagery or computer line printer outputs, the processing results in geometrically-corrected computer-driven pen drawing of land categories, drawn on a transparent material at a scale specified by the operator. These map overlays are economically produced and provide an efficient means of rapidly updating maps showing land use.
