According to W. Edwards Deming, American companies require nothing less than a transformation of management style and of governmental relations with industry. In Out of the Crisis, originally published in 1982, Deming offers a theory of management based on his famous 14 Points for Management. Management's failure to plan for the future, he claims, brings about loss of market, which brings about loss of jobs. Management must be judged not only by the quarterly dividend, but by innovative plans to stay in business, protect investment, ensure future dividends, and provide more jobs through improved product and service. The Human Side of Enterprise.

Culturally responsive school leadership (CRSL) has become important to research on culturally responsive education, reform, and social justice education. This comprehensive review provides a framework for the expanding body of literature that seeks to make not only teaching, but rather the entire school environment, responsive to the schooling needs of minoritized students. Based on the literature, we frame the discussion around clarifying strands—critical self-awareness, CRSL and teacher preparation, CRSL and school environments, and CRSL and community advocacy. We then outline specific CRSL behaviors that center inclusion, equity, advocacy, and social justice in school. Pulling from literature on leadership, social justice, culturally relevant schooling, and students/communities of color, we describe five specific expressions of CRSL found in unique communities. Finally, we reflect on the continued promise and implications of CRSL.

Culturally Responsive School Leadership

Leslie Roman states ‘white is a colour too’. Yet the whiteness of educational leaders is rarely questioned, although masculinism—the enduring capacity of different masculinities to remain the norm in leadership—is increasingly under scrutiny. Rarely do white men or women leaders question their whiteness, whereas indigenous and other minority groups, as a consequence of their being ‘other than white’, are expected to explain their exclusion. Instead, the ‘problem’ is depicted as the lack of ‘the Other’, and therefore a problem for and of ‘the Other’. This article confronts normative whiteness in educational administration from the perspective of feminist and critical race theory, considering how foregrounding whiteness in leadership is a necessary condition of inclusive education and leadership.

‘The Other Within’: race/gender disruptions to the professional learning of white educational leaders

This paper is framed in two ways. First, by an editorial concern regarding the Americentricity of a special issue for the Journal of Research on Educational Leadership on leadership preparation. And second, Jean-Marie, Normore, and Brooks’ (2009) desire for a ‘new social order’ for a ‘multinational dialogue’ as expressed in their paper Leadership for social justice: preparing 21st century school leaders. I was asked to provide my ‘unique view’ of social justice, presumably as an Australian, a feminist scholar, a critical policy sociologist and an historian whose field of research has been on educational reform, leadership, and social justice for twenty years (Blackmore, 1989, 1999; Blackmore & Sachs, 2007). My ‘uniqueness’ also lies in my centrality in feminist research within the field of educational administration and leadership and my marginality from ‘the mainstream’. From this positioning, I have critiqued the mainstream for its subordination to the field of business in deriving new theories and practices of educational reform and for its selective appropriation of feminist and critical sociology and history without acknowledging their origins or political intent with regard to social justice (see Blackmore, 1996).

Leadership for Social Justice: A Transnational Dialogue.

An overview of dominant trends in leadership research over the past 75 years2, both in the social sciences and education, presents a diverse typology of leadership theories that to some degree are incomplete and controversial. Because the study of leadership focuses on complex human interactions, it is an imprecise science that leads to multiple interpretations of the phenomena. Stogdill (1974) wrote that, “there are almost as many definitions of leadership as there are persons who have attempted to define the concept” (p. 7). Furthermore, one might argue that much of current research on leadership has been and will be directed to test and refine what is already known.
