The method comprises the following steps: when determining that UE in a connected state has no service data, a base station acquires position information of the UE in the connected state; the base station determines whether the UE is in the connected state according to the historical position information of the UE and the position information in the connected state; determining that the cell where the UE is currently located is a resident cell; when the historical moving direction determined according to the historical position information and the reporting time is the same as the current moving direction determined according to the position information and the reporting time in the connection state, determining an effective measurement area and a measurement cell of the UE in the future specified time according to the historical position information; and the base station sends a release instruction carrying the measurement area and the measurement cell to the UE, so that the UE enters an idle state according to the release instruction and performs measurement according to the measurement area and the measurement cell.
