New perspectives in bibliometric indicators: Moving from citations to citing authors

Determination of appropriate recommendations through an evaluation application greatly affects the quality of decisions resulting from evaluation activities. Therefore it is necessary to do an accurate calculation process in determining recommendations in the evaluation applications. The purpose of this study was to introduce one of the innovations in the form of the DIVAYANA formula, which can be used to determine priority recommendations in evaluation applications. The method was used in this research was quantitative by showing the results of calculations used the DIVAYANA formula. There were six experts involved in conducting the effectiveness test on the DIVAYANA formula. The testing tool used the questionnaires for a formula effectiveness test consisting of 10 questions. The analysis was done by interpreting the testing results of formula effectiveness with effectiveness standards. The test results showed that the DIVAYANA formula was very effective used to determine priority recommendations in evaluation applications with effectiveness score was 90.33%.

For any program, there are various individuals and organizations who have an interest in its existence, resources, services, implementation, outcomes, and/or impact. Engaging diverse individuals in evaluation design, conduct, and dissemination is critical to incorporating context and perspectives that allow evaluation findings to be more useful, meaningful, and trustworthy. In turn, evaluation can both better serve the needs and interests of the people who are most affected and also lead to program and policy improvement. Engagement is not unique to evaluation research. In fact, the body of literature on engagement science and practice is rich in adjacent fields. We draw on our experiences as professional evaluators who have incorporated engagement in our evaluative activities, and as researchers who have studied the science and practice of engagement in other contexts, to better equip evaluation practitioners to incorporate robust engagement in their evaluation work. 

Engagement in evaluation

Many research funding and research performing organizations evaluate their operations or are subject to evaluations. A Working Group within Science Europe undertook to illustrate how ex post evaluation of research is actually used. Based on 11 case studies from seven organizations and countries, we explore the use of evaluation studies commissioned or conducted by member organizations. We draw on a theoretical framework that categorizes types of evaluation use, including legitimation, information, learning, steering, mediating, tactical, and ritual use. To explore the factors influencing the use of evaluations, we draw on a ‘logic model of evaluation use’ developed by Mark and Henry (2004). The study shows that many uses of evaluation studies can (co-)exist. In particular, direct influence on decision-making (steering use) is not the only type of use that practitioners see in their daily work. Equally important types of use include contribution to the knowledge base and cognitive resources within organizations and beyond. Our study highlights that a methodologically rigorous and high-quality evaluation study is a necessary, but not sufficient, condition to use evaluation results. It draws attention to the fact that the context and other factors external to the evaluation itself—but often within the realm of the commissioning organization—determine the actual use of the evaluation. The findings suggest applying logic models not only to evaluation objects but also to the evaluation exercise itself, so as to consider the underlying mechanisms and chains of influence through which evaluation may have its effects.
