TL;DR: Defining institutional review board application quality is a critical research gap. Lack of quality research on this topic hinders IRB review and perceptions of quality between the two may be interrelated. Future research could provide empirical validation and lay the groundwork for a comprehensive understanding of quality in IRB applications.
