Food insecurity became recognized as a problem in Canada in the early 1980s when community groups began to establish charitable food assistance programs in response to concerns that people in their midst were going hungry. Since then, the number of Canadians affected by food insecurity has grown, but food charity remains the primary response. Children's feeding programs, prenatal nutrition programs, and a number of smaller scale, community development programs have also been instituted. However, growing recognition of the limitations of these efforts to address food problems rooted in chronically inadequate household incomes has led to a renewed emphasis on advocacy for social policy reforms.

Health promoters require credible evidence to identify relevant determinants of health, choose activities to promote health, and then evaluate the effectiveness of these chosen activities. The issue of evidence in health promotion is a complex one that requires critical examination of what is meant by health promotion, the focus of health promotion activities, and the ideological issues and principles that inform health promotion practice. It is argued that health promoters should be explicit about the principles and values behind their health promotion activities, and consider how ideology, values, principles and data interact to produce evidence. Data concerning increasing economic inequality and its effects are increasingly becoming available in Canada. Warnings concerning the consequences of increasing economic inequality are primarily being raised within the social development sectors. The primary message is that economic inequality is creating poverty, a situation that should, on principle, be unacceptable to Canadians. The health effects of economic inequality and poverty are known to many public health professionals, but with few exceptions, public health responses are usually limited to the delivery of ameliorative programmes to those living in poverty. Health inequalities in Canada: Current discourses and implications for public health action

Growing rates of child poverty in Canada and recognition of relationships among poverty, compromised nutrition, health and educational opportunities have led to a proliferation of child-feeding programmes. The purpose of this paper is to explore the contributions of charitable school- and community-based nutrition programmes toward meeting their goal of feeding hungry children through a critical ethnography of nine diverse programmes in Atlantic Canada. Data were collected through participant observation and semi-structured interviews. Findings revealed that programmes were initiated in response to perceived hunger rather than to documented need, and were characterized by an ideology of service. Although some hungry children were being fed, only a minority of the target population was being reached. Failure to reach poor children could be partly attributed to parental resistance for fear of stigmatization. Technology-enabled knowledge translation: building a framework for collaboration

This study analyzed, through case studies of day-to-day observations and interviews with recipients and operators, the operations of nine children’s feeding programs in Nova Scotia, New Brunswick, and Newfoundland. We found that children’s feeding programs result in the stigmatization of participants and families, despite an ideology of equality. Most programs adopt a family substitution role in the lives of children they serve and function in a way that excludes parental participation. Programs also transmit a hidden curriculum to children that teaches them how to behave and how a ‘proper’ family functions. We found that the professionalization of food and nutrition, a desire for an expanded client base, and dependency creation through the provision of other material goods, permit programs to exert increasing institutional control over recipients, a process we, following Illich, call the dragnet. While these programs may be meeting some nutritional needs in a few poverty-stricken children, they ultimately reproduce, rather than reduce, inequities.
