Taiwan has a large number of poorly managed contaminated sites in need of remediation. This study proposes a framework, a set of standards, and a spreadsheet-based evaluation tool for implementing green and sustainable principles into remediation projects and evaluating the projects from this perspective. We performed a case study to understand how the framework would be applied. For the case study, we used a spreadsheet-based evaluation tool (SEFA) and performed field scale cultivation tests on a site contaminated with total petroleum hydrocarbons (TPHs). The site was divided into two lots: one treated by chemical oxidation and the other by bioremediation. We evaluated five core elements of green and sustainable remediation (GSR): energy, air, water resources, materials and wastes, and land and ecosystem. The proposed evaluation tool and field scale cultivation test were found to efficiently assess the effectiveness of the two remediation alternatives. The framework and related tools proposed herein can potentially be used to support decisions about the remediation of contaminated sites taking into account engineering management, cost effectiveness, and social reconciliation.

This paper illustrates the usefulness of pre-screening methods for an effective characterization of polluted sites We applied a sequence of site characterization methods to a former Soviet military airbase with likely fuel and benzene, toluene, ethylbenzene, and xylene (BTEX) contamination in shallow groundwater and subsoil The methods were (i) phytoscreening with tree cores; (ii) soil gas measurements for CH4, O2, and photoionization detector (PID); (iii) direct-push with membrane interface probe (MIP) and laser-induced fluorescence (LIF) sensors; (iv) direct-push sampling; and (v) sampling from soil and from groundwater monitoring wells Phytoscreening and soil gas measurements are rapid and inexpensive pre-screening methods Both indicated subsurface pollution and hot spots successfully The direct-push sensors yielded 3D information about the extension and the volume of the subsurface plume This study also expanded the applicability of tree coring to BTEX compounds and tested the use of high-resolution direct-push sensors for light hydrocarbons Comparison of screening results to results from conventional soil and groundwater sampling yielded in most cases high rank correlation and confirmed the findings The large-scale application of non- or low-invasive pre-screening can be of help in directing and focusing the subsequent, more expensive investigation methods The rapid pre-screening methods also yielded useful information about potential remediation methods Overall, we see several benefits of a stepwise screening and site characterization scheme, which we propose in conclusion

A socio-ecological adaptive approach to contaminated mega-site management: From 'control and correct' to 'coping with change'

In Europe and North America, industrial activity has led to special recognition of sites with mega-contamination (mega-sites), distinguished by the magnitude and chemical complexity of their contamination. They can become nearly intractable problems due to complex and intertwined influences of socio-economic, hydrogeological, biological and political elements. Mega-sites are, and will continue to be, part of the inherited environment in 21st century societies and their long-term management presents new challenges that we specifically address in this paper. We use lessons from the mega-site case study of Leuna, Germany, to develop new long-term strategies for situations where conventional remediation and management approaches may be untenable. These lessons highlight the risks associated with incomplete consideration of complex socio-ecological interactions that cannot easily be analysed or their influences predicted. Accordingly, we propose a broader risk management approach entailing iterative, adaptive assessments of both site based risks and environmental sustainability criteria. We then re-examine project planning approaches for potential mega-sites, proposing that they be expanded to include stakeholder involvement in the design of anticipative post-closure coping strategies. The underlying modelling challenge is to identify sufficient relevant problem factors to cover the broad scope of site characteristics without becoming ensnared in irresolvable detail.
