Understanding risks, benefits, and strategic alternatives of social media applications in the public sector

Are government internet portals evolving towards more interaction, participation, and collaboration? Revisiting the rhetoric of e-government among municipalities

There is an increasing demand for opening data provided by public and private organisations. Various organisations have already started to publish their data and potentially there are many benefits to gain. However, realising the intended positive effects and creating value from using open data on a large scale is easier said than done. Opening and using data encounters numerous impediments which can have both a socio and a technical nature. Yet, no overview of impediments is available from the perspective of the open data user. Socio‑technical impediments for the use of open data were identified based on a literature overview, four workshops and six interviews. An analysis of these 118 impediments shows that open data policies provide scant attention to the user perspective, whereas users are the ones generating value from open data. The impediments that the open data process currently encounters were analysed and categorized in ten categories: 1) availability and access, 2) find ability, 3) usability, 4) understand ability, 5) quality, 6) linking and combining data, 7) comparability and compatibility, 8) metadata, 9) interaction with the data provider, and 10) opening and uploading. The impediments found in literature differ from impediments that were found in empirical research. Our overview of impediments derived from both literature and empirical research is therefore more comprehensive than what was already available. The comprehensive overview of impediments can be used as a basis for improving the open data process, and can be extended in further research. This will result in the solving of some impediments and new impediments might rise over time.

Socio-technical Impediments of Open Data

Open innovation, taken from the fields of business strategy and technology development, can offer planners fresh insights into their own practice. Open innovation, like citizen participation, goes outside the boundaries of the organization to find solutions to problems and to hand ideas off to partners. A key technique for open innovation is “crowdsourcing,” issuing a challenge to a large and diverse group in hopes of arriving at new solutions more robust than those found inside the organization. The differences between citizen participation and Internet-based crowdsourcing are discussed. Crowdsourcing case studies are provided as a means for extending an emerging literature.

Digital government transformation and internet portals: The co-evolution of technology, organizations, and institutions

Welcome to the 11th Annual Conference on Digital Government Research dg.o 2010. This year the conference will be held in Puebla, Mexico. We are extremely happy to resume our annual event here in Puebla after last year's cancellation. Puebla is one of the oldest cities in the country, and we are celebrating this year the 200th anniversary of Mexican Independence, and the 100th anniversary of the Mexican Revolution. The city historical district has been declared a World Heritage site by the United Nations Educational, Scientific and Cultural Organization (UNESCO). Moreover, main conference meetings will be held at the Universidad de las Americas Puebla, which is less than a mile away from one of the most ancient Mexican Pyramids.

This year again the program shows that the field of digital government is thriving. Conference participants come from several Countries around the world, representing our diverse and multi-disciplinary community of researchers, students and government managers. Over the next four days you will have a chance to listen and discuss digital government projects presented by leading researchers and practitioners from various application areas.

The conference theme is "Public Administration Online: Challenges and Opportunities." The program includes two plenary presentations, a plenary panel, 10 parallel sessions, 5 panels, workshops and tutorials. For the first year, we will held a Ph.D. Colloquium, which is an opportunity to exchange ideas with the future researchers of our field.
