Dressing the nation? Symbolizing Emirati national identity and boundaries through national dress

ABSTRACT Qatar has experienced rapid economic development in recent decades and has made large investments in the education sector to improve learning outcomes. The Qatar National Vision of 2030 also aspires to encourage life-long learning, one enabler of which is fostering a reading culture. This paper assesses one program that has aimed to enable this change and the modalities it employs, thereby contributing evidence regarding this under-studied country within rapid transition. The evidence suggests that the majority of children who participate in the program significantly improve their attitude toward reading without any gendered differences. The findings also show that compared to before joining the program, the majority of participating children spend more time reading, and the majority of parents spend more time reading with/to their children. However, these positive behavioral changes are not experienced by all children or parents. We also explore key barriers to change, relating to time limitations, challenges related to technology, and individual difficulties. Based on this case study assessment, recommendations are offered to enhance the activities of the program, particularly regarding barriers as well as for expanding the coverage of the program and broadening inclusion.

Fostering a reading culture: evidence from Qatar Reads

Workforce nationalisation in the Gulf Corporation Council (GCC) countries is a crucial challenge for their development plans. The current study explores controversial debates about workforce nationalisation to understand the existing threats from the views of less examined key stakeholders, namely, educators and senior students. The study argues that the identified obstacles relate not only to policy flaws but also to the education – employability gap, phantom employment, and detrimental social and community perceptions. Given its exploratory nature, the study adopts a qualitative approach and uses 28 semi-structured interviews to identify critical obstacles to effective workforce nationalisation from human development, legal development, and socio-cultural perspectives. The findings contribute to the literature on GCC workforce nationalisation by unpacking educators’ and senior students’ views.

As envisioned by the State of Qatar, the transition to sustainable Qatar weaves together four pillars of economic, social, human, and environmental development. Yet, the country faces significant challenges, and with these challenges a range of options for future pathways. With the National Vision 2030 being launched in 2008, this volume provides an update on the key sustainability issues, focusing on environmental sustainability from a socio-political perspective.

Contemporary Qatar : Examining State and Society

This piece is an overview of actors and policies concerning sport in the nation of Qatar. In recent years, sports have been given high priority in government attempts to raise exposure of the nation internationally. Many authors have assessed the rationale of sports policy from an international relations perspective, speaking in terms of soft power or nation branding. Actors beyond the nation state, however, are equally involved in the shaping of ‘Qatar sport’—from businessmen and state-backed companies to individuals at the grassroots level. To redress the focus, the first section explores the establishment of the external view of Qatar as an emerging sports hub through the hosting of high-profile international sporting events and the creation of facilities for training and rehabilitating top-level athletes. The way these activities are organised is shown to be an elite-level, top-down approach. The second section shifts focus to explore informal sports participation at the grassroots level in Qatar. A bottom-up view onto involvement in sports in Qatar reveals a plurality of sporting participation that state and commercial-driven narratives sometimes fail to consider. Such multi-directional and actor-driven approaches are needed to arrive at a better understanding of how sport is viewed—and used—in Qatar.
