The of California Universi,ty at Berkeley s Department of Landscape Architecture celebrated its 75th anniversary in 1990, and as part of that celebration hosted the first significant cultural landscape symposium in the U.S., titled \"Vision, Culture and Landscape.\" Understanding Ordinary Landscapes is a collection of essays by the various scholars who presented papers at that symposium. While this book has an unmistakably Berkeley \"flavor,\" with several of its contributing authors having at one time or another been associated with that institution, on the whole it is by no means tendentious. The editors neither seek nor find any sort of unified theory fbr cultural landscape study; on the contrary, there is an intentional mix and juxtaposition of theoretical perspectives, disciplinary groundings, writing styles, and methods of inquiry. As Groth notes in his introductory essay, this volume intends to give its reader \"a bracing immersion in the methodological gene pool\" (p. 14). One thing the various contributors do hold in common is an acknowledgment of their indebtedness to the lateJ. B.Jackson. He participated in the 1990 symposium (but only alter being assured it would not be held in his honor) and contributes an essay to the book. But one will also find Jackson’s work cited, discussed, or even argued with (albeit respectfully) in most of the other essays. It could hardly be otherwise, as it was Jackson who instigated this crossdisciplinary collective venture we now refer to as American cultural landscape studies nearly half a century ago with the publication of the first issue of Landscape, the journal he founded in 1951. As a collection of such diverse voices, this book can be (and no doubt will be) seen as a 1990s-era portrait of the state of cultural landscape studies, much as editor D.W. Meinig’s noteworthy The Interpretation of Ordinary Landscapes (1979) represented a scholarly cross-section of the subject twenty years ago. Much has changed since then, notably the development and popularization of certain postmodernist critical theories, an emphasis on multicultural perspectives, and a serious debate on the usefulness or validity of visual interpretation in the study of the \"unwitting autobiographies\" (to borrow Peirce Lewis’s memorable phrase) which cultural landscapes represent. (This latter issue was the basis for the symposium’s title.) However, a better analogy than a portrait might be a documentary, because the editors, to their credit, have spiced things up somewhat by introducing a limited dialogue among certain contributing authors through the manner in which they have structured the book. Groth provides the establishing shot for this documentary in the first chapter with his excellent and concise guided tour through the \"landscape\" of cultural landscape scholarship. Especially for those unacquainted with the field, this is an especially useful discussion of its history, traditions, debates, major contributors, some of its essential tenets, and a candid acknowledgment of the ambiguity of some of its terms, not the least of which is the word \"landscape\" itself. Following this introduction is a section of ten \"Landscape Studies,\" each of which represents a particular essay topic or research method. The reader who proceeds dutifully through these first ten essays in sequence will experience something of a hopscotch effect, as there is no obvious reason for their order unless the editors were looking to dramatize the contrast between particular works--contrasts between writing styles, between elder statesman authors and relative newcomer authors, between illustrated and logocentric essays, etc. This is not necessarily a shortcoming, but perhaps a missed opportunity--the editors might have created a stronger linkage among these disparate works by recasting the order and even adding a brief lead-in for each essay which could serve three purposes: as a segue from the previous chapter; as an abstract for the essay itself; and as a \"locator,\" a reminder of how the chapter at hand fits within the book’s conceptual framework. An example of a recent volume of essays which benefits considerably from this sort of structure is Planning the TwentiethCentury American City, edited by Mary Corbin Sies and Christopher Silver (1996). To be fair, Groth does set forth a brief outline of the contributing authors and their topics in his first chapter, but the information may be overlooked by many readers, especially those inclined to chapter-surf. In any case there is much to be recommended among these .first ten essays. In his nicely illustrated study of the aging streetcar suburb of Lakewood, Ohio,James Borchert demonstrates the importance of \"reading\" the urban landscape in many ways, and not relying too heavily upon any single strategy, whether it be a visual or textual source, contemporary or archival. In his decidedly un-illustrated essay, Deryck W. Holdsworth doesn’t completely eschew visual strategies for interpreting landscapes, but he has come to believe that visual qualities are merely surfaces to be pulled aside or scraped away. Like some of the authors appearing latin; he is mainly concerned with identifying the ideologies and sources of power that underlie what he sees. The beholding eye can no longer be trusted. Reuben M. Rainey contributes an essay on the \"traditional monument\" (p. 69) of the Gettysburg battlefield, taking a more traditional scholarly tack by examining the motives and intentions of the veterans who established the landscape’s structure rather than questioning the morality of those motives. Understanding ordinary landscapes

Environmental historians have worked at redefining the modes of relationship between man and nature in the United States. The way this relation is defined conditions environmental politics, and therefore contributes to the material transformation of the continent. Five major trends of thought about nature are described: nature as a resource transformed by work ; preservationism ; conservationism ; ecology ; and environmental justice. Those ideas endure to this very day in the discourses constructed about nature: they either juxtapose or confront each other. The goal of this thesis is to understand whether they undergo a transformation, evolving towards a definition of the man/nature relationship as a socionatural hybrid. To this end, three cases are examined here, all of which are connected with the Los Angeles area in the early 2000s. The first concerns Tejon Ranch and the agreement passed in 2008 about Tejon Ranch between environmental associations and the owners : it poses the question of the meaning given to a preservation that would incorporate ecological, mythical and economic aspects of that territory, a remain of the Western past. The second deals with the decision that was made in 2007 by the City of Los Angeles to revitalize its river and offers a good example of the broadening of the definition of nature: it can also be urban. The ecological and cultural preoccupations about the river complicate the conservation problematic in Southern California. Finally, South Central Farm’s environmental justice case (1994-2006) is the sign of a transition in American environmental ideas from a clearly spatially limited object to a world issue.

A history of forgetting

The Los Angeles River is the common physical, social, and cultural thread that connects many of Los Angeles’ most diverse and underrepresented communities, the majority of which comprise the River’s downstream corridor. It is a valuable resource that crosses boundaries of race, class, and human and physical geography. Once a natural and alluvial river, a series of devastating floods led the Army Corps of Engineers to pave the 52-mile River with concrete in the 1930s. The River has been forgotten, abandoned, degraded, and largely misunderstood by many ever since. Artists have taken to the River as a creative venue. Their actions have re-defined the River and have allowed us (and impel us) to re-imagine the River as the civic space that Los Angeles is desperately seeking, but has yet to find, despite many unsuccessful and grand attempts. This thesis examines the patterns, motivations, and history behind over 40 largely unheralded art projects over a 20-year period along the River’s Glendale Narrows, Lower Arroyo Seco, and downtown Los Angeles segments. It illustrates why generations of artists representing all creative disciplines have been inspired to engage with the River’s concrete form and abandoned nature. From photography to site-specific dance, poetry to new media, these artists have reveled in the undesigned, un-planned, and the spontaneous nature of the River space. They have expressed themselves through place-based work, most of which has been independent of any formal urban planning, urban design, or public policy support or intervention. While this thesis acknowledges contemporary master planning efforts currently underway to transform the River, it makes a case for the power of underrepresented groups (artists) to create value outside of traditional, formal, and normative urban planning and design interventions reliant on government support, public-private partnerships, and corporate interests. Furthermore, this thesis considers popular critiques and previous interpretations of civic space in Los Angeles. It reviews Los Angeles’ transition from a once mobile, accessible, and largely homogenous city to one of the world’s most diverse and park-poor metropolises without a strong civic space. This thesis provides examples of the Los Angeles’ recent and future attempts to create civic space in downtown Los Angeles and offers alternatives from domestic and international cases reflecting the principles of landscape urbanism, everyday urbanism, and temporary urbanism. By engaging with the River as space for critical human and cultural expression, the research in this thesis suggests that artists are offering key insights for how to plan, design, and re-imagine the Los Angeles River as civic space. We examine local and state government responses to anti-Asian hate during the initial months of the coronavirus (COVID-19) pandemic in the United States. Formal state and municipal government statements and websites were examined for fifty states and 104 of the largest municipalities using critical discourse analysis and racial formation theory to understand how government agencies racialized Asian Americans and reacted to their responsibility to address racism. We develop a typology of racist, race-neutral, and anti-racism to categorize the responses. Government statements are important for planners because they affect resident safety and willingness to report hate crimes.

A Typology of Local and State Government Responses to Racism: A Case of Anti-Asian Hate in the COVID-19 Pandemic

Problem, research strategy, and findings Debates about race in the United States are front and center in the 21st century. From the Black Lives Matter (BLM) movement to the caging of indigenous migrant children from Mexico and Central America to rising Asian American and Pacific Islander discrimination during COVID-19, the urgency for an explicit definition of racial equity planning and examples of how the ethic evolved could not be more pressing. Historically, social justice–oriented planners focused efforts on racial equity despite a lack of a collective understanding of the topic. By demonstrating diverse, applied approaches through an analysis of 17 municipal and community-led plans at various scales, we traced the primacy of race in equity planning through four key eras: civil rights, Model Cities and successive programs, HOPE VI and the Department of Housing and Urban Development’s (HUD) Sustainable Cities Regional Planning Grants, and contemporary. How and why has racial equity planning evolved in the academic planning literature and representative racial equity plans in the last 60 years? Racial equity planning has always been a cornerstone of the field, and lessons from the literature and relevant plans merit deeper attention, especially as White supremacy gains stronger ground.Takeaway for practice Planners should affirm a unified definition of racial equity planning informed by relevant scholarship and operationalize its tenets in their work. Recognizing key milestones where racial equity has successfully informed contemporary urban policies offers progressive planners a rich set of alternative policies, strategies, and programs to use across diverse communities.
