This paper sets out to examine the role of middle leaders and their quest for effective appraisal and leadership development online—the two towers. Research that focuses on the role of middle leaders, in terms of their appraisal and leadership development, suggests there is a crisis in the ‘middle’. Currently, middle leaders do not have access to a specific national programme that focuses on leading from the middle. Moreover, they are not supported by those who are able to assess the gap in their leadership needs and provide the appropriate development. A lack of effective appraisal of middle leaders, and significantly deficient leadership development, suggest the need for an immediate call to action. Consequently, this paper explores the need for an online middle leadership programme that provides accessibility for these leaders in the unique contexts of their organisations, schools, and kura.

The literature on instructional leadership consistently assigns this role to school principals whilst indicating that it can be spread amongst others. Recently the spotlight has moved to middle leadership involving a focus on classrooms through direct instructional leadership. The purpose of this study was to add to a small but growing body of literature that centres on middle-level leadership in schools. The research aims were to conceptualise the nature of the direct form of instructional leadership that has been devolved to the middle leadership level; investigate perceptions of expectations held of middle leaders in schools; and investigate their perceived confidence in performing the role. An on-line survey of 185 primary and secondary school middle-level leaders confirmed strong agreement with the role expectations described in terms of a conceptual framework of direct instructional leadership. The results indicated that whilst overall confidence in performing these tasks was high, gaps existed between role expectations and performance confidence, with the function of “having difficult conversations” being the largest gap for both primary and secondary school middle-level leaders.

Middle-level leaders as direct instructional leaders in New Zealand schools: A study of role expectations and performance confidence

This paper reports on a study that investigated the appraisal of middle leaders in three New Zealand secondary schools in order to determine what constituted effective performance appraisal and how this practice could be improved from the perspective of this middle tier of leadership. Overall, appraisal was variably practised and seen as a compliance mechanism rather than an opportunity for conversations about achievement and development, when it occurred at all. It is concluded that what middle level leaders experience as performance appraisal may be devalued by senior leaders paying insufficient attention to the appraisal of middle leaders especially in relation to their management responsibilities. Development linked to the appraisal of both senior and middle leaders could strengthen appraisal practice, increase its value for all parties, and tap the unrealised potential that performance appraisal has for supporting middle leaders to improve student learning outcomes.
