The Routledge Handbook of Global Public Policy and Administration

This thesis presents a late-Durkheimian theoretical framework on civil society as a sphere of solidarity and applies it to the development from modern society to an „information society‟. The framework is used to identify the cultural codes that exist in different information societies and to show their role in integrating or dividing the members of civil society. The framework is applied to South Korean civil society entering an information age coincident alongside processes of democratisation. Three policy debates relating to information are used as case studies to show the coexistence of, and conflicts between, a „developmental code‟ based on economic growth and anti-communism deriving from the authoritarian period of state-sponsored capitalism, and a later „democratic code‟ based on human rights. The three cases are: the Electronic National Identification Card, the National Education Information System and the credit information system. The thesis argues that the values of a „democratic‟ code are becoming more dominant in recent South Korean society, despite continuous challenge for its validity. The cases provide evidence that democratisation and informatization can operate in tandem to establish the dominance of the democratic code in public discourse in South Korean civil society.

Discourses of civil society in South Korea: democratisation in an emerging information society

The author conducted two studies with predictive correlational designs aiming to contribute understanding on socio-psychological dynamics related to public participation in public activities. This study applied purposive sampling and multiple linear regression data analyses. The first study with participants of 214 University of Indonesia students found that the sense of citizenship as well as indecision dimension of decision fatigue in taking political decision played a role in predicting public political participation in students. The second study with participants of 230 participants from urban music communities in Jakarta and its surroundings as well as in Bali, Indonesia, found that trust in municipal government has a negative correlation with attachment towards city and that participation in urban music communities does not contribute to such attachment. These results provided insights that we need to study the society psychosocial reality further, as one of the fields of the battle ground of interpretations of public policy, in order to increase the efficacy of public policy.

In recent times, public policy-making in Korea has increasingly led to serious social conflicts. Competing and conflicting interests become publicly exposed in various, usually angry, ways such as wild picketing and disruptive demonstrations. In any society, public policy-making is usually associated with social conflicts, but the level and magnitude of social conflicts and, as a result, disarray in the policy-making process in Korea, have been unprecedented. Social conflicts and policy-making in Korea: interpretation of policy failures through a public discourse perspective

Depuis quelque temps, la formulation des politiques publiques en Coree suscite de plus en plus de conflits sociaux serieux. Les interets contradictoires et conflictuels deviennent de plus en plus visibles et prennent differentes formes, generalement violentes, comme des piquets de greve sauvages et autres manifestations suscitant des perturbations. Dans toute societe, la formulation des politiques publiques est generalement associee a des conflits sociaux, mais le niveau et l’ampleur de ces conflits et, des lors, le desordre dans le processus de formulation des politiques en Coree, sont sans precedent. Dans le present article, nous soutenons que le manque d’attention accorde par le gouvernement coreen au discours public et a ses strategies de formulation des politiques est en grande partie responsable des difficultes rencontrees par le pays depuis quelques annees. La societe coreenne ne dispose toujours pas d’un systeme decisionnel efficace qui permettrait une communication efficace entre les decideurs et coordonnerait leurs demandes legitimes. En se basant sur le point de vue du discours public, le present article propose des analyses detaillees des problemes de formulation des politiques en Coree et propose des solutions pour parvenir a un consensus social en ce qui concerne les questions sociales tourmentees par les conflits.Remarques a l’intention des praticiensDans le present article, nous analysons trois exemples de problemes de formulation des politiques recemment rencontres par le gouvernement coreen. Ces exemples concernent la decision relative a l’emplacement du site de stockage de dechets radioactifs, l’introduction du systeme national d’informations sur l’enseignement et l’accord de libre-echange entre la Coree et les Etats-Unis. Ces trois cas revelent comment l’absence de processus de coordination et le manque d’interet pour les strategies de formulation des politiques, comme la definition des questions au cours de la phase de communication, peuvent faire echouer les politiques publiques. Notre analyse montre que pour faire face aux problemes de formulation des politiques en Coree, des mecanismes institutionnels doivent etre mis en place afin d’integrer les differents interets sociaux lors de la phase du discours de coordination. La Coree doit en outre mettre au point une phase de discours communicatif plus elaboree.
