Martha Albertson Fineman’s earlier work developed a theory of inevitable and derivative dependencies as a way of problematizing the core assumptions underlying the ‘autonomous’ subject of liberal law and politics in the context of US equality discourse. Her ‘vulnerability thesis’ represents the evolution of that earlier work and situates human vulnerability as a critical heuristic for exploring alternative legal and political foundations. This book draws together major British and American scholars who present different perspectives on the concept of vulnerability and Fineman's ‘vulnerability thesis’. The contributors include scholars who have thought about vulnerability in different ways and contexts prior to encountering Fineman’s work, as well as those for whom Fineman’s work provided an introduction to thinking through a vulnerability lens. This collection demonstrates the broad and intellectually exciting potential of vulnerability as a theoretical foundation for legal and political engagements with a range of urgent contemporary challenges. 
Exploring ways in which vulnerability might provide a new ethical foundation for law and politics, the book will be of interest to the general reader, as well as academics and students in fields such as jurisprudence, philosophy, legal theory, political theory, feminist theory, and ethics.

This paper reviews the concept of adaptation of human communities to global changes, especially climate change, in the context of adaptive capacity and vulnerability. It focuses on scholarship that contributes to practical implementation of adaptations at the community scale. In numerous social science fields, adaptations are considered as responses to risks associated with the interaction of environmental hazards and human vulnerability or adaptive capacity. In the climate change field, adaptation analyses have been undertaken for several distinct purposes. Impact assessments assume adaptations to estimate damages to longer term climate scenarios with and without adjustments. Evaluations of specified adaptation options aim to identify preferred measures. Vulnerability indices seek to provide relative vulnerability scores for countries, regions or communities. The main purpose of participatory vulnerability assessments is to identify adaptation strategies that are feasible and practical in communities. The distinctive features of adaptation analyses with this purpose are outlined, and common elements of this approach are described. Practical adaptation initiatives tend to focus on risks that are already problematic, climate is considered together with other environmental and social stresses, and adaptations are mostly integrated or mainstreamed into other resource management, disaster preparedness and sustainable development programs.

Adaptation, adaptive capacity and vulnerability of climate change

Confronting the frequent flood disasters triggered by torrential downpour, the vulnerability of urban rainstorm flood disasters was analyzed with one highly popular area of research in mind: big data. Web crawler technology was used to extract text information related to floods from Internet and popular social media platforms. Combining these text data with traditional statistical data, a flood disaster vulnerability assessment model based on Analytic Hierarchy Process (AHP) was established to evaluate rainstorm and flood disaster vulnerability, and the spatial distribution characteristics of vulnerability to pluvial flooding were analyzed based on Geographic Information System (GIS). The established model was applied in Zhengzhou, a city that often suffers from heavy rainstorms. The results show that the areas located near downtown Zhengzhou were more vulnerable to rainstorm and flooding than others, and most of the city could be at moderate and high vulnerability. Finally, the waterlogging spots extracted from various sources were used to evaluate the performance of the proposed model. The results show that most of waterlogging spots were located in very-high and high risk zones, while less waterlogging spots were found in districts with low vulnerability, which demonstrates the discriminative power of the established model based on big data sources. This study overcomes limited data in flood disaster vulnerability assessment methods and provides a basis for flood control and management in cities.

Assessing Urban Areas’ Vulnerability to Flood Disaster Based on Text Data: A Case Study in Zhengzhou City

The Economic impact of Climate Change

Data are the foundation of urban storm and flood disaster management and research; therefore, the question of how to improve the efficiency of data management and service systems has become the central issue in the field of urban flood disasters. In this study, a data management framework for urban flood disasters was established on the basis of ontology engineering in order to analyze heterogeneous data collected from different sources. Based on the ontology framework, the concepts of data were extracted and classified, and the relationships between these concepts were also identified and determined. On the basis of the proposed framework, the complete and comprehensive flood disaster information for Zhengzhou City could be queried and retrieved. Finally, the impact indices of the factors influencing flood disasters were calculated using this ontology-based framework; thus, the factors that have the greatest impact on flood disasters were determined. The results show that rainfall duration and intensity have the greatest impact on flood disasters with impact indices of 0.99 and 0.93, respectively, while river density and slope have less influence, with an impact index not exceeding 0.1. The results provide a basis for the flood disaster data management and its application.

An ontology-based framework for heterogeneous data management and its application for urban flood disasters

Since recently, the potential of torrential downpour is increased and the flood damage shows increasing trend, in this study, the method to assess the flood vulnerability was established for the industrial parks, which is the driving power of the economic growth in Korea, and the results were analyzed. The vulnerability of each industrial parks was analyzed using three indicators: climate exposure, sensitivity and the adaptation ability, and the indicator value was calculated by selecting the proxy variable by each indicator. Among the primarily indicators, the final indicators were selected through the site investigation and in-depth interview. The vulnerability assessment was performed not only for the present but for the future (2020s, 2050s and 2100s). In the analysis results, Ulsan Mipo National Industrial Park was the most vulnerable for the present but in 2020s, Gwangyang National Industrial Park and Myeongji-Noksan National Industrial Park in 2050s and 2100s were assessed as most vulnerable. In the results of flooding vulnerability assessment, south coast industrial parks are the most vulnerable region during baseline and future. In addition, such industrial parks mostly built in the early phase of industrialization and they have advantage in import and export but were represented to be highly vulnerable due to aged infrastructures. In the industrial parks, as the enterprises are concentrated, it is easy to exchange the information and logistics, but the damage of natural disasters due to flooding can be aggravated due to the characteristics of the concentration. Actually, there are some cases that the industrial parks and the enterprises received the flooing damage in the highly vulnerable area by the torrential downpour. In this study, the vulnerability assessment was performed for the flooding damage by the torrential downpour for the industrial parks and the potential that the this study can be used as a useful decision-making tool in deciding the priority of adaptation ability was confirmed.
