Purpose – This paper aims to explore the implementation of fair value accounting (FVA) in China as part of a global process of neoliberalisation and financialisation of political and economic systems. It establishes that FVA forms part of the technical architecture of neoliberalism.Design/methodology/approach – In considering the processes of neoliberalisation in China, this paper uses a qualitative approach to explore some of the impacts the adoption of FVA has had on Chinese capital markets.Findings – It is shown that the practice of FVA is imbued with assumptions about the state and the market that have little bearing on the realities of Chinese capital markets. Rather than advancing the public interest, as neoliberal theories claim, this accounting change has failed to transform political and economic power. Instead, it has provided another opportunity to reposition powerful political and economic elites both inside and outside China. Our study argues in favor of the reliability of fair value estimates for correct decision making by the 
stakeholders of the 
financial reporting market. The analysis is singularized to emergent contexts, as the Romanian market is the case study, and it is focused on the process of value allocation between 
the components of a group of assets. Having an application on 
fixed assets, the paper shows how 
fair value estimation is critical and implies risks on such an atypical market. The process of value 
allocation may bring a high level of arbitrariness to fair value accounting, this being crucial to apply 
correctly the valuation methodology in relation to the nature of the asset and market information 
available, and the selection of the allocation keys. The empirics of our study show a consistent 
expertise of Romanian valuators, as the most frequently used method for value allocation is the 
deduction of the value of those assets that was estimated based on the market approach, and not 
the values that were estimated based on the cost or income approach. Other 
findings show the 
frequent use of replacement cost, gross or net, to the detriment of book value, a very important 
aspect for an emergent market, even more so as revaluation in Romania does not guarantee that 
dedicated valuation methodology was used. These results are all the more important as land and 
buildings were the majority of 
fixed assets valuated, with the highest values as a result of the real 
estate bubble prior to the financial crisis, and with an essential role in the activity of the companies.

Value Allocation-Contribution and Risk to the Reliability of Financial Reporting

This paper focuses on presenting a first step in a more in-depth literature review. In the border frame of the ‘systemic’ approach (Donnadieu & Karsky, 2002), the study focused on the exploration of ‘Big Data’ value. It follows the process of the formation of the tax decision (Bensouda, 2009) using some properties of the new network apprehension paradigm (Penard, 2014). This is in line with many approaches of identification of the taxable substance of possession and the transmission of ‘value’ (Jemmar, 2010). Also, it is captured exclusively by the ‘shareholder power’ (Vatteville, 2008), using ‘Data-Driven-Business-Models’ (Hartmann et al., 2014). This business model, however, inspired their "Digital Laborer" (Fisher & Fuchs, 2015) based on an activity whose ‘positive externalities’ (Collin & Colin, 2013) go in the form of a "Cognitive Capital" (Boutang, 2007). "Big Data" is indeed the focus of the growing attention in the literature of different disciplines. In addition, it is at the heart of controversies concerning the apprehension by various "stakeholders" who are central to the development of this concept. Based on preliminary research work, this study is aimed at understanding the different dimensions of this Value in the Moroccan context. It also aims to shed light on why its various ‘stakeholders’ are apprehensive regarding this ‘common good’, which escapes real tax measures that can mitigate the ‘negative externalities’ of this new statistical power (Rouvroy & Berns, 2010).
