Bruno Latour has written a wonderfully funny book about himself. It is difficult, however, to summarize a text committed to the view that \"Nothing is, by itself, either reducible or irreducible to anything else\", (p. 158). In Latour's opinion, the common view that sociologists of knowledge and scientists are opposed is incorrect. Both groups, according to Latour, are the authors of identical mistakes: reductionism and, relatedly, attempting to conjoin (in the instance of the sociologist) science and society, or (in the instance of the scientist) keeping them apart. For Latour, there are only forces or resistances which different groups encounter and attempt to conquer by forming alliances. These groups, however, are not simply the actors of conventional sociology. They include, for example, microbes, the discovery of the Pasteurians, with which they have populated our world and which we must now take notice of in any encounter or war in which we engage. War is a fundamental metaphor for Latour, since in a war or a battle clashes of armies are later called the \"victory\" of a Napoleon or a Kutuzov. Likewise, he argues, the Pasteurization of France can be viewed as a battle, with its field and its myriad contestants, in which opposing sides attempted to mould and coerce various forces of resistance. Strangely, he points out, the outcome of this huge battle, the labour and struggle of these masses, we attribute to the scientific genius of Pasteur. Pasteur's genius, however, says Latour, lay not in science (for this could be yet another way of making science and society distinct) but as strategist. Pasteur was able to cross disciplinary lines, recruiting allies to laboratory science by persuading them that they were recruiting him. This was possible because, like the armies in battle, they had already done the work of the general. Thus Pasteur's microbiology, which might conventionally be seen as a whole new science, can also be construed as a brilliant reformulation of all that preceded it and made it possible. Hygienists seized on the work of the Pasteurians and the two rapidly became powerful allies because \"The time that they [the hygienists] had made was now working for them\" (p. 52). French physicians, on the other hand, resisted recruitment, since for them it meant enslavement. Finally, however, they recruited the Pasteurians to their enterprise. Pasteurian public health was turned into a triumph of medicine. It is impossible to read this book and not substitute Latour for Pasteur. At the head of his own army, increasingly enlarged by the recruitment of allies, Latour now presents us, in his own language, with something we have made, or at least made possible. The cynic might say, using the old jibe against sociologists, that Latour has explained to us in his own language everything we knew anyway. Retorting thus, however, would be to unselfconsciously make an ally of Latour and miss the point by a narrow margin that might as well be a million miles. Latour says all this much more clearly (and certainly more wittily) than any review. Read it, but beware; in spite of Latour's strictures about irreducibility, the text is not what it seems. This is a recruitment brochure: Bruno needs you. Among the many historians whom Latour convicts by quotation of mistaking the general for the army, Pasteur for all the forces at work in French society, is Georges Canguilhem. Latour uses two quotes from Canguilhem, both taken from the original French version of Ideology and rationality in the life sciences, first published in 1977. Reading Canguilhem after Latour induces a feeling akin to culture shock. Astonishingly, Canguilhem seems almost Anglo-American. Anyone familiar with Canguilhem's epistemological universe would hardly be surprised to discover that Latour finds in it perspectives different from his own. After all, Canguilhem remains committed to the epistemologically distinct entity science or, better still, sciences. Likewise he employs distinctions between science and ideology, as in Spencerian ideology and Darwinian science, which will seem familiar, possibly jaded to English-reading eyes. His text is liberally seeded with unLatourian expressions, including injunctions to distinguish \"between ideology and science\" (p. 39), lamentations that eighteenth-century medicine \"squandered its energy in the erection of systems\" (p. 53), rejoicing that physiology \"liberated itself' from classical anatomy (p. 54), and regret that \"Stahl's influence ... seriously impeded experimental

The academic study of environmental ethics, particularly of "deep ecology," has generated extensive scholarly discussion in recent years. Politics of Nature: How to Bring the Sciences Into Democracy, by French author Bruno Latour, brings a fascinating and bold new twist to contemporary discussions about the nature of "nature." Latour proposes a radical shift in current conceptions of "political ecology," arguing that mainstream environmental movements are doomed to fail so long as they envision political ecology as inextricably tied to the protection and management of nature through political methodologies and policies. Instead, political ecology should abandon socially constructed representations of nature as an uncontrollable monolith. The former perspective is dangerous, Latour argues, because it enables science to silence public deliberation about ecological issues and close off options to prevent pending environmental crises. The rhetoric of science, whose credibility emanates from the dual sources of indisputable expertise and dire warnings, paralyzes the polis. Unable to contest scientific fact, and faced with pending environmental cataclysm, public and political discussion centered on the inevitable question of "What next?" becomes stagnant and devoid of solutions. In the first chapter, Latour argues that "nature is the chief obstacle that has hampered the development of public discourse" (9). Nature, or at least the agreed-upon external reality that is often represented as nature, allows science to render the public sphere voiceless. Unqualified to objectively test and observe natural facts, the polis is relegated to the sidelines, and engages in endless quibbling about matters of value which are a rung lower on the hierarchy of social concerns. The hegemony of science and the god-like status of the scientist, who is the only legitimate liaison between the natural world and the public, render meaningful political discourse impotent. "[T]he Scientist can go back and forth from one world to the other no matter what: the passageway closed to all others is open to him alone" (11). Latour concludes this chapter by examining how Western societies, particularly the United States, use nature to order and organize political life. Uncontestable facts of nature, and rhetoric that represents nature as something to be controlled, protected, or managed, permeate everyday political discourse and decision-making to a degree not seen in other cultures. Having thrown off the yoke of nature, Latour sketches one precondition for a more communal and sustainable political ecology in chapter 2. Here, a critique of anthropocentrism is used to cast off false, socially constructed distinctions between human and nonhuman, including animals and inanimate objects like rocks and trees. Of particular interest to rhetorical scholars, Latour also criticizes at length the modernist belief that speech and the capacity for rational thought distinguish humans from nonhumans. Instead, he posits that political ecology must be recast as a collective of beings both human and nonhuman, both capable of speech and mute: "a slight displacement of our attention suffices to show that nonhumans, too, are implicated in a great number of speech impedimenta" (62-63). This rethinking of the public collective is necessary to prevent scientists from imposing the idea that they definitively represent and speak for nature (the mute objects that they seek so earnestly to protect). …

Nanotechnology is a promising field of interdisciplinary research. It opens up a wide array of opportunities in various fields like medicine, pharmaceuticals, electronics and agriculture. The potential uses and benefits of nanotechnology are enormous. The current global population is nearly 7 */billion with 50% living in Asia. A large proportion of those living in developing countries face daily food shortages as a result of environmental impacts or political instability, while in the developed world there is surplus of food. For developing countries, the drive is to develop drought and pest resistant crops, which also maximize yield. The potential of nanotechnology to revolutionise the health care, textile, materials, information and communication technology, and energy sectors has been well publicized. The application of nanotechnology to agriculture and food industries is also getting attention nowadays. Investments in agriculture and food nanotechnologies carry increasing weight because their potential benefits range from improved food quality and safety to reduced agricultural inputs and improved processing and nutrition. While most investment is made primarily in developed countries, research advancements provide glimpses of potential applications in agricultural, food, and water safety that could have significant impacts on rural populations in developing countries. This review is concentrated on modern strategies used for the management of water, pesticides, limitations in the use of chemical pesticides and potential of nano-materials in sustainable agriculture management as modern approaches of nanotechnology.

Nanoscience is the study of phenomena at the nanoscale, where materials have different properties from those presented in classical physics In the daily work of laboratories, science and technology are integrated giving birth to a common practice denominated Nanotechnoscience This field configures a complex practice that co-creates a market with expected social and economic benefits, while generating new and unknown risks, both in terms of human health and the environment This market is a sociotechnical network under which agents maximize their interests through economic calculations and where conflicts are solved through prices The benefits of nanotechnology could be traced across economic sectors, promising new solutions to social problems These aggregated promises, which are in permanent interaction with public policies, forge future expectations and put pressure on the process of allocation of national public resources, and shape the future of society in its whole Hence, it is crucial to involve society in the governance of the nanotechnoscientific network from its early developments in order to achieve social responsibility Experts, private companies, government agencies and society should be involved in an interactive process of responsible innovation, allowing a deliberative confrontation between different views and interpretations that would provide sustainable governance Following Actor Network Theory, investments in the nano market could be interpreted as one of the most important inscriptions and translations of network interactions Hence, it is crucial to develop tools to socially and economically valuate these investments, both from the point of view of private investors and from the governments While the traditional perspective on economic investments revolves around the notion of equilibrium and only offers actuarial assessment tools, the dynamic economic, social and political perspective of this thesis allows the integration of previously neglected social and environmental issues into a valuation framework that could be used by policy makers and investors This thesis contributes to the theory of techno-scientific governance by unpacking the nano-practice, its market and associated risks It examines how the nano-practice, its industrial dynamics and society interact to create a market with new risks and benefits After a demarcation and articulation of the concepts of sustainable nanogovernance and RRI responsible, this thesis evidences that the nanotechnology dynamics in Argentina is regulated by a de facto governance Even though the State steers the productive sector (through funding and regulation) to address social inclusion, its top-down perspective to policy making excludes society from the different stages of the decision-making process As a response to this finding, this thesis recommends the incorporation of a bottom-up public management approach that integrates the recognition of the centrality of the interactions between society and nature - allowing policy makers to work with and for society
