Translating the Statistical Representation of the Effects of Education Interventions Into More Readily Interpretable Forms

In this paper we discuss how comparative cost-effectiveness analyses can help inform policy in developing countries and the underlying methodological assumptions necessary for performing this kind of analysis. This paper does not suggest a single set of “correct” assumptions, because the assumptions adopted in a costeffectiveness analysis should reflect the perspective of the intended user. Rather, we discuss the issues surrounding many of these assumptions, such as what discount rate to use or whether to include cash transfers as program costs, and make recommendations on which assumptions might be reasonable given the perspective of a policymaker allocating resources between different projects. Examples are drawn from the education field to illustrate key issues and focus on specific applications to education. Comparative Cost-Effectiveness Analysis to Inform Policy in Developing Countries: A General Framework with Applications for Education

Introduction The field of augmented reality (AR) is rapidly growing with many new potential applications in medical education. This systematic review investigated the current state of augmented reality applications (ARAs) and developed an analytical model to guide future research in assessing ARAs as teaching tools in medical education. Methods A literature search was conducted using PubMed, Embase, Web of Science, Cochrane Library, and Google Scholar. This review followed PRISMA guidelines and included publications from January 1, 2000 to June 18, 2018. Inclusion criteria were experimental studies evaluating ARAs implemented in healthcare education published in English. Our review evaluated study quality and determined whether studies assessed ARA validity using criteria established by the GRADE Working Group and Gallagher et al., respectively. These findings were used to formulate an analytical model to assess the readiness of ARAs for implementation in medical education. Results We identified 100,807 articles in the initial literature search; 36 met inclusion criteria for final review and were categorized into three categories: Surgery (23), Anatomy (9), and Other (4). The overall quality of the studies was poor and no ARA was tested for all five stages of validity. Our analytical model evaluates the importance of research quality, application content, outcomes, and feasibility of an ARA to gauge its readiness for implementation. Conclusion While AR technology is growing at a rapid rate, the current quality and breadth of AR research in medical training is insufficient to recommend the adoption into educational curricula. We hope our analytical model will help standardize AR assessment methods and define the role of AR technology in medical education.

Augmented reality in medical education: a systematic review.

National and local pressures to improve student achievement, to implement educational reforms, to increase services to “at risk” students, and to monitor the size of education budgets all function as motivators for educators to consider the use of cost analysis in decisions about resource allocation. Yet the application of cost-benefit and cost-effectiveness analyses in education is limited. The authors explore the advances in cost-benefit and cost-effectiveness analyses that have been made in the human services, health, and medical fields, and they identify the difficulties and analyze the issues involved in applying these analyses in education. They make recommendations for assessing costs and measuring effectiveness in educational evaluations, discuss the strengths and weaknesses of several exemplar cost-benefit and cost-effectiveness educational studies, and provide a protocol to guide future analyses.

The Impact of Program Adoption on Teachers’ Professional Lives

“It seems like a good program, but is it cost-effective?” is a question that is often asked about education programs. This article is designed to provide you with background information on cost-effectiveness analysis that may be helpful when responding to this question in relation to Reading Recovery or other program choices. Policy makers and administrators are concerned about being fiscally responsible for how dollars are spent on education programs and so they question costs; teachers are concerned about teaching programs that really have an impact on children’s academic performance, and so they question effectiveness. Bringing these two viewpoints together in resource allocation decision making can be difficult. Some programs are highly effective, but their costs appear to make them too expensive. At the same time, evaluations of a program’s effectiveness often focus on a narrow range of outcomes. Access to a full picture of a program’s costs relative to the total scope of its outcomes would provide a stronger basis for decision making. In this environment an evaluation tool like cost-effectiveness analysis would appear to have much to recommend it as an aid to decision making. Surprisingly however, the story of cost-effectiveness analysis of education programs in the United States is less than gripping. The following discussion clarifies what cost-effectiveness analysis involves, describes how costeffectiveness analysis has been applied in other public service sectors, examines some of the constraints to using this evaluation tool in education, and considers how we can move forward in the application of cost-effectiveness analysis in resource allocation decision making.
