The geography of environmental innovation: a critical review and agenda for future research

The role of large procurers (receivers) in improving city logistics is gaining increased attention among scientists and professionals. Knowledge, guidance, and agreements in this field have led to more willingness, ability, and opportunities among receivers to contribute to efficient and zero-emission city logistics when buying goods and services. Change agents play a vital role by initiating, managing, and implementing the change towards more sustainable processes within organisations. The experiences of change agents in The Netherlands show that the number of initiatives in which governments, universities, businesses, and health care institutions (jointly) use their procurement power to accelerate sustainable city logistics is growing. However, the development towards realisation and scaling in practice is going slowly. For this research, we asked change agents in The Netherlands to discuss together the circumstances and actions that support progress towards sustainable city logistics using the buying power of large (clusters of) organisations in cities. Qualitative data has been collected in three workshops, covering 10 initiatives in Amsterdam, Rotterdam, The Hague, Utrecht, and Nijmegen. A list of twelve lessons has been derived and compared with the existing literature. Their experiences confirmed that change is supported by knowledge networks, objectives that motivate stakeholders, a strategic vision, a baseline measurement, social pressure, monitoring and communicating progress, market dialogue, and a broad set of measures. The research also provides new recommendations for change agents. They are advised to form a ‘seed-group’, involve a high-ranking ambassador, and actively promote knowledge sharing among peers to increase involvement. Lastly, it has become clear that knowledge on financial feasibility is scarce. This is because every business case is made-to-measure and is barely quantified from the perspective of receivers.

Using Procurement Power to Accelerate Sustainable City Logistics: Lessons from Change Agents in The Netherlands

Achieving net-zero emissions alongside sustained economic growth necessitates unprecedented innovation efforts. Demand is a pivotal driver. This paper presents novel evidence concerning the relationship between public procurement for green products and services (GPP) and firm innovation. GPP widens market niches for new green goods and accelerates the adaptation of conventional goods to meet more rigorous environmental standards. This, in turn, fosters the creative response of the firm, stimulating innovation in both new green products and new green processes. The empirical analysis focuses on US publicly listed innovative companies from 2004 to 2016. The results demonstrate that increases in GPP stimulate green innovation overall, particularly process-related. Moreover, we observe that this is more pronounced in larger and older firms, as well as in those endowed with substantial knowledge and organizational capital. These results provide valuable insights for designing effective policy frameworks to expedite the green transition while ensuring economic growth.

Public green demand and green innovation: evidence from US firms

To meet the net zero 2050 target in construction, a net-zero carbon public procurement policy is needed. This paper adopts a systematic review approach to explore the drivers and barriers to adopting net-zero carbon procurement. The top three drivers include developing sustainable public procurement policies, increasing investment in low-carbon procurements, and high demand for green construction projects. The top three barriers include inadequate budget for net-zero procurement implementation, weak capacity in public and private institutions to implement net-zero policies, and low stakeholder involvement. The paper's findings provide insights for stakeholders to effectively adopt net-zero carbon procurement for construction projects. 

Critical review analysis of the drivers and barriers for adopting net zero carbon procurement

The article is devoted to the problems of the state contract as a tool of support to the real sector of the economy in the context of the analysis of certain issues of legal regulation, conclusion, execution and dispute of such contracts. The author, using the example of the Federal Law “On the Contract System in the Sphere of Procurement of Goods, Work, and Services for the Provision of State and Municipal Needs” (hereinafter referred to as the Law on the Contract System), analyzes the law enforcement practice on certain issues of concluding, executing, monitoring the execution of a state contract, its legal nature as a tool of support to the real sector of the economy. The research uses both general scientific research methods, and a formal logical, systematic method of cognition, a method of analyzing judicial practice. As a result of the work, the author singles out the characteristic features of the state contract as a tool of support to the real sector of the economy.

Government Contract as State’s Economic Support Instrument: Legal Regulation, Enforcement and Dispute

The Dutch government, in alignment with the Paris climate agreement, has expressed the ambition to reduce CO2 emissions in the Netherlands by 49% in 2030 compared to 1990. As freight transport is recognized as a serious CO2 emitter, this sector is confronted with a substantial part of the target. For cities, the reduction of the urban freight transport emissions is, next to the CO2 reduction, also important to improve the air quality. Dutch municipalities take an active role in coordination, facilitation and acceleration of the emission reduction processes, not only via regulation but also by using their public procurement power. This paper describes the City of Rotterdam's experiences from the EU Horizon 2020 BuyZET project. This project was launched in November 2016 and includes the cities of Rotterdam, Oslo and Copenhagen. The project aims at understanding and optimising the impact of public procurement activities on transport patterns and emissions in cities as well as to find innovative and sustainable delivery solutions for goods and services-related transport in order to reduce emissions. © 2020 The Authors.
