Objective: We perform a critical review of research on mental workload in en route air traffic control (ATC). We present a model of operator strategic behavior and workload management through which workload can be predicted within ATC and other complex work systems. Background: Air traffic volume is increasing worldwide. If air traffic management organizations are to meet future demand safely, better models of controller workload are needed. Method: We present the theoretical model and then review investigations of how effectively traffic factors, airspace factors, and operational constraints predict controller workload. Results: Although task demand has a strong relationship with workload, evidence suggests that the relationship depends on the capacity of the controllers to select priorities, manage their cognitive resources, and regulate their own performance. We review research on strategies employed by controllers to minimize the control activity and information-processing requirements of control tasks. Conclusion: Controller workload will not be effectively modeled until controllers' strategies for regulating the cognitive impact of task demand have been modeled. Application: Actual and potential applications of our conclusions include a reorientation of workload modeling in complex work systems to capture the dynamic and adaptive nature of the operator's work. Models based around workload regulation may be more useful in helping management organizations adapt to future control regimens in complex work systems.

Modeling and Predicting Mental Workload in En Route Air Traffic Control: Critical Review and Broader Implications

A pilot faces special challenges imposed by the need to control a multivariate lagged system in a heterogeneous multitask environment. The time lags between critical variables require prediction in an uncertain world. The interrelated concepts of situation awareness and workload are central to aviation psychology. Three components of situation awareness are spatial awareness, system awareness, and task awareness. Each of these components has real–world implications, spatial awareness for instrument displays, system awareness for keeping the operator informed about actions that have been taken by automated systems, and task awareness for attention and task management. Task management is directly related to mental workload, as the competing demands of tasks for attention exceed the operator's limited resources.

Situation Awareness and Workload in Aviation

Remotely operated vehicles (ROVs) are vehicular robotic systems that are teleoperated by a geographically separated user. Advances in computing technology have enabled ROV operators to manage multiple ROVs by means of supervisory control techniques. The challenge of incorporating telepresence in any one vehicle is replaced by the need to keep the human "in the loop" of the activities of all vehicles. An evaluation was conducted to compare the effects of automation level and decision-aid fidelity on the number of simulated remotely operated vehicles that could be successfully controlled by a single operator during a target acquisition task. The specific ROVs instantiated for the study were unmanned air vehicles (UAVs). Levels of automation (LOAs) included manual control management-by-consent, and management-by-exception. Levels of decision-aid fidelity (100% correct and 95% correct) were achieved by intentionally injecting error into the decision-aiding capabilities of the simulation. Additionally, the number of UAVs to be controlled varied (one, two, and four vehicles). Twelve participants acted as UAV operators. A mixed-subject design was utilized (with decision-aid fidelity as the between-subjects factor), and participants were not informed of decision-aid fidelity prior to data collection. Dependent variables included mission efficiency, percentage correct detection of incorrect decision aids. workload and situation awareness ratings, and trust in automation ratings. Results indicate that an automation level incorporating management-by-consent had some clear performance advantages over the more autonomous (management-by-exception) and less autonomous (manual control) levels of automation. However, automation level interacted with the other factors for subjective measures of workload, situation awareness, and trust. Additionally, although a 3D perspective view of the mission scene was always available, it was used only during low-workload periods and did not appear to improve the operator's sense of presence. The implications for ROV interface design are discussed, and future research directions are proposed.

Human interaction with levels of automation and decision-aid fidelity in the supervisory control of multiple simulated unmanned air vehicles

Linkages between 2 types of shared mental models (SMMs)--that is, positional-goal interdependencies and cue-strategy associations--and effectiveness in an air traffic control environment were investigated. Two types of SMMs were expected to contribute uniquely, as well as interact, to predict tower safety and efficiency. Using SMM data from 306 air traffic controllers, and corresponding archival efficiency and safety measures for 47 airports, the authors found no significant linear relationships between SMMs and either outcome measure. However, the 2 SMMs interacted with one another to predict both outcomes. Results are discussed in terms of the importance of measuring multiple types of SMMs, the examination of complex relationships, and the importance of indexing decisions.

Investigating linear and interactive effects of shared mental models on safety and efficiency in a field setting.

Abstract This paper describes the conceptual design and validation of an air traffic management (ATM) concept and the role the safety and human factors played in this design and validation process. The free flight (FF) concept is characterised by being a direct route concept where the pilots, instead of the air traffic controller, are responsible for the separation assurance. Moving this task to the cockpit has consequences for the man machine interface in the cockpit, which needs to be modified to accommodate this new task (micro level design). On top of that, a set of rules and procedures are required to ensure an efficient and safe traffic flow (macro level design). Both the micro and macro aspect of this design are intertwined and require an accurate tuning to arrive at an overall acceptable solution. Both micro-level (flight simulator) experiments and macro-level (traffic simulations) experiments have been conducted to investigate the feasibility of this concept after optimising the initial conceptual design.
