Issues in promoting sustainability in mega infrastructure projects: a systematic review

Fishing communities are facing a variety of challenges including declines in participation, reduced access to fish resources, aging physical infrastructure, gentrification, competition from foreign imports, the “graying” or aging of their fleets, along with a host of environmental stressors. These factors can represent threats to the continued viability of individual fishing communities. Such communities are clearly in need of tools that will enable them to plan strategically and to be more proactive in charting a sustainable future. This manuscript provides a roadmap for how to engage fishing communities in a bottom-up strategic planning process termed “fishing community sustainability planning” by describing implementation efforts in four diverse California ports: Morro Bay, Monterey, Shelter Cove, and Eureka. The process draws from the literature on sustainability and community development to assess fishing community sustainability around four broad categories: economics and markets; social and community; physical infrastructure and critical services; environment and regulation. Process steps included developing a project team and community coalition, analyzing baseline data, conducting interviews with waterfront stakeholders, hosting public workshops, and drafting a Fishing Community Sustainability Plan (FCSP) that includes concrete recommendations for how a community’s fishing industry and waterfront can be improved. Experiences from the four ports reveal that fishing community sustainability planning can be adapted to a variety of contexts and can contribute tangible benefits to communities. However, there are limitations to what community-scale planning can achieve, as many regulatory decisions that affect communities are enacted at the state or national level. Combining community-level planning with scaled-up fishing community sustainability planning efforts at the state and federal level could help overcome these limitations. FCSP planning is one tool fishing communities should consider as they seek to address threats and plan for their long-term viability.

Fishing Community Sustainability Planning: A Roadmap and Examples from the California Coast

Maritime industrial development areas (MIDAs) are spatial tools designed to accelerate economic growth in backwards coastal areas and thus alleviate regional disparities, and they have widely expanded in both developed and developing countries over the past sixty years. This paper reviews the global development of MIDAs in different historical periods and compares them with cases on China's Liaoning coast in terms of their structure, location, administration, national politicalâ€ economic climate and theoretical justification. The results indicate that although those countries have different institutional environments they seemingly once took the same path in their specific stages of development. However, the experiences of developed countries and other developing ones and the current dilemma of MIDAs in coastal Liaoning together demonstrate that MIDAs cannot achieve the policy targets anticipated by decision makers, especially during the economic transitions of China. This finding cautions backwards countries and their lagging areas, such as northeastern China, that the traditional pattern tried by the first developed countries may not be appropriate when the development tool (e.g., MIDAs) is examined in both the framework of international comparison and the socioeconomic setting of a specific country.

Different Institutions, Distinctive Trajectories? Revisiting Maritime Industrial Development Areas with Cases on China's Liaoning Coast

Abstract The management of water involves complex issues related to just allocation and sustainability. While integrated approaches incorporating diverse stakeholders have emerged as the dominant global framework for 21st-century challenges, policymakers face difficulties in assessing stakeholder participation and integration. This study generated primary data from a survey and interviews and used social network analysis to reveal and map the dynamics of interaction among ten groups holding stakes in the water resources of the Açu Lake State Park, a Brazilian coastal estuary. The results indicate that stakeholder group interaction was concentrated within two distinct clusters, such that high interaction correlated positively with political power, while those most dependent on the resources were characterized by limited decision-making influence and low interaction with other groups. These results offer insight for the equitable and sustainable governance of water resources and the assessment of participation and interaction among stakeholder groups.
