Enhancing procedural fairness in administrative action of the Administrative Justice Act of South African using web - based Group Support Systems

The unresolved problems of improving software engineering management require a broader systemic approach of investigating related issues like software development productivity. The paper links software engineering management to research on software cost estimation and on factors affecting software development productivity. It examines ways for the systemic incorporation of all issues influencing a software project through application of combination of methods from diverse paradigms.

On Broadening Software Development Productivity Research to Serve Better Software Engineering Management

The paper reviews paradigm incommensurability and possible ways of overcoming it. One of the open problems of pluralist systemic intervention theory on which there is no uniform understanding in the literature is whether work across paradigms represents some kind of a meta paradigm or whether it belongs to a completely new paradigm itself or as a third alternative, should it be grounded within the theory of existing paradigms. Other issues that require additional investigation are their use within different paradigms from those for which they were created originally.

Our understanding of those issues was informed by the developments in Critical Systems thinking in the past decade and was applied to three interventions in rural telecommunications and software development. They involved mixing of techniques from several soft systems approaches and multi-criteria decision analysis.
 
We justified mixing of methods using the theory of the three worlds by Habermas. Our work was influenced by the Multimethodology ideas of Mingers and those on Critical Systems practice by Jackson. An integrated approach towards the resolution of paradigm incommensurability is derived from the literature. At the same time our practical experience in the three cases of concern confirmed also our theoretical findings on the feasibility of mixing methods in the same intervention and showed that it is possible to implement the interventions in a way that enables a conversation between the methods involved within the intervention and not from above. Further work is needed however to confirm our exploratory findings from applying pluralist ideas in systemic interventions.

Paradigm Issues in Critical Systems Thinking and Their Interpretation in Three Developmental Systemic Interventions

There have been numerous studies conducted on the evaluation of service quality at universities. However, there remains a deficiency on using a Multi Criteria Decision making approach in determining factors to consider for the improvement of service quality at a university. The purpose of this paper is to report on the use of Analytic Hierarchy Process (AHP) as a decision making tool in determining factors to consider for the improvement of service quality at a university. The study adopted a mixed method methodology and an action research approach was employed. A purposive convenient sample of 30 participants was used. Data was collected via questionnaires and face-to-face interviews. The data was captured in the software Expert Choice and the results were processed by taking the aggregated group judgements as the geometric mean of the individual comparisons. The findings reveal that organisational and educational issues are paramount to providing an effective service at tertiary institutions.

Prioritising factors influencing service quality at Durban University of Technology: AHP approach

The costs associated with software development have grown significantly. It is essential that managers should strive to decrease them through improvement of software development productivity. In theory, productivity is defined as the amount of output produced per unit of input. Due to the many intangibles associated with software, the relevant outputs and inputs are very difficult to measure and hence their elusive nature. The purpose of this research is to provide a way for gaining better understanding of the influence of the factors affecting software development productivity and their interaction within a particular project. This task is viewed as a complex and “messy” problem. 
An investigation into the current state of the art of software cost and effort estimation is reported. A review of the influence of social science and systems thinking on Information Systems development over the last 20 years is presented. It is asserted that besides systems thinking another field, multiple criteria decision making, also has the potential to be used for the complex problem that is the scope of this research. An investigation of its schools of thought in general, and on the Analytical Hierarchy Process in particular is carried out. 
On the basis of the findings in the research, a pluralist systemic framework for the evaluation of factors affecting software development productivity is suggested. It is justified along the lines of the recently formulated meta-theoretic concepts of Multimethodology. An emphasis is placed on its validation and legitimisation. This framework is applied to a case study related to a complex software development project. 
The research is indirectly linked to work in the area of software cost and effort estimation, software process management, and software quality assurance. It does not aim, however, to substitute for any of the existing approaches related to the investigation of relationships between factors affecting software development productivity, but rather to complement them for facilitating deeper insight into the role of the various factors affecting software development productivity.
