Rethinking borders, violence, and conflict: From sovereign power to borderscapes as sites of struggles

This article critically engages the ongoing efforts of establishing a Registered Traveller Programme (RTP), as part of the Smart Borders Package, at the EU level. As the RTP seeks to flexibilise border management through the notions of risk and trustworthiness, the article suggests that a Foucauldian account of biopolitics can serve as a capable analytical tool. A biopolitical approach conceptualises the RTP's aims of business facilitation and border protection not as contradictory concepts, but rather as mutually constitutive and reinforcing elements. Thus, it helps to understand the current efforts to render the border “smart” in an attempt to govern security and the economy under a common framework—a framework, however, that commands critical investigation when it comes to the applied sorting mechanisms at the border.

Exploring the Security/Facilitation Nexus: Foucault at the ‘Smart’ Border

In recent years, critical border studies have developed sophisticated concepts and methodologies for exploring the multifaceted spatialities, sociologies and temporalities of contemporary borders. In this article, we consider how the “aesthetic turn” that has gained prominence in the scholarship can further inform thinking in border studies. Specifically, we focus on the role of the visual in the construction as well as subversion of borders, suggesting possible avenues for future critical aesthetics-engaged research on COVID-19 era border reconfigurations. To do so, we first briefly outline the theoretical evolution of border studies, paying attention to recent conceptualisations of borders as dynamic processes of social and spatial differentiation. We then build on the borderscapes concept to unpack research on border aesthetics, with particular attention to the heterogeneous roles played by visual objects such as maps, photographs and videos in shaping both hegemonic and counter-hegemonic processes of bordering. Finally, we bring these contributions into discussion with recent insights on the COVID-19 pandemic, sketching several ways to advance aesthetic concepts and methodologies in academic research on borderscapes that are emerging with, and will likely outlast, the pandemic. We suggest that border studies and affiliated sub-fields can gain useful insights from attending more explicitly and robustly to dynamic visual geographies of power, contestation and subversion. © 2022 The Authors. Esta tesis argumenta que, a principios del siglo XXI, el cine de ciencia ficcion (cf) ha comenzado a mostrar un interes especial por las interacciones transnacionales y cuestiones relacionadas con el cosmopolitismo. La tesis se centra en el modo en que peliculas recientes del genero utilizan temas y convenciones de la cf como las sociedades distopicas, desastres naturales increibles, escenarios apocalipticos, alienigenas, monstruos, viajes en el tiempo, teletransporte y habilidades sobrenaturales para abordar inquietudes cosmopolitas. El primer capitulo ofrece una perspectiva general sobre trabajos academicos relacionados con el cine de ciencia ficcion transnacional y teorias sobre el cosmopolitismo. El capitulo sugiere que una metodologia cosmopolita basada en el analisis de las fronteras como lugares que canalizan conflictos de interes es particularmente apropiada para el analisis de la ciencia ficcion transnacional. El capitulo numero dos se centra en Elysium (Neill Blomkamp, 2013) e In Time (Andrew Niccol, 2011), dos distopias sistemicas que enfatizan las desigualdades radicales que genera el neoliberalismo global. A traves de un analisis detallado de 2012 (Roland Emmerich, 2009), el tercer capitulo demuestra que los desastres espectaculares y que aparentemente no tienen ningun sentido pueden contribuir a desarrollar una conciencia de planeta eco-cosmopolita y a explorar la dimension biopolitica del cambio climatico. El capitulo cuatro considera los modos en que peliculas sobre romances entre humanos y alienigenas como The Host (Andrew Niccol, 2013) y Codependent Lesbian Space Alien Seeks Same (Madeleine Olnek, 2011) sugieren que el desarrollo de relaciones intimas entre seres de diferentes planetas fomentan actitudes de apertura cosmopolita en sus sociedades. El ultimo capitulo se acerca a la idea de las redes cosmopolitas a traves del ejemplo de Cloud Atlas (The Wachowskis and Tom Tykwer, 2012), una pelicula coral que establece diversas conexiones espaciotemporales entre individuos. El capitulo se centra en como la pelicula cuestiona diferentes versiones de la logica de la colonialidad mediante conexiones entre personajes a traves de varias fronteras nacionales y periodos historicos. Aunque estas peliculas parecen celebrar cambios cosmopolitas, la tesis sugiere que estos discursos cosmopolitas tienden a ser ambivalentes.

The antiAtlas of Borders is an experimentation at the crossroads of research, art and practice. It was launched in 2011 at the Mediterranean Institute of Advanced Studies (Aix Marseille University), and has been co-produced by the Higher School of Art (Aix en Provence), PACTE laboratory (University of Grenoble-CNRS), Isabelle Arvers and La compagnie. Since then, it has gathered researchers (social and hard scientists), artists (web artists, tactical geographers, hackers, filmmakers, etc.) and professionals (customs, industry, military, etc.). The encounter of people coming from these different fields of knowledge and practice aims to create a radical shift of perspective in the way we apprehend both 21 st century borders and the boundaries separating fields of knowledge, art and practice.
