Historically, management theory has ignored the constraints imposed by the biophysical (natural) environment. Building upon resource-based theory, this article attempts to fill this void by proposing a natural-resource-based view of the firm—a theory of competitive advantage based upon the firm's relationship to the natural environment. It is composed of three interconnected strategies: pollution prevention, product stewardship, and sustainable development. Propositions are advanced for each of these strategies regarding key resource requirements and their contributions to sustained competitive advantage.

A natural resource-based view of the firm

The article reveals the importance of state financial regulation as one of the most important tools for economic growth and ensuring the competitiveness of industries and the economy of Ukraine. The studies of domestic and foreign scientists on the subject of research are analyzed in detail. The state of enterprises of the agricultural sector of Ukraine for the period 2013-2020 has been determined. The study was carried out on the factors of providing agricultural producers with financial resources in terms of the size of the forms of management. The share of unprofitable enterprises in the industry for the same period is also analyzed. The achievements of the agricultural sector are described according to the statistical analysis of the state of socio-economic development of the regions in the period 2020-2021. The methodology for monitoring and evaluating the effectiveness of the implementation of the state regional policy in accordance with legislative regulations is described. This made it possible to establish that at the present stage, the financial regulation of the agricultural sector of Ukraine is carried out without proper scientific justification and, as a rule, responds slowly to the requirements of economic practice, especially in the context of deepening the penetration of global processes into the national economy. Approaches to the assessment of the competitive environment of the agrarian sector of Ukraine and the direction of its state regulation are proposed. Theoretical, methodological, and practical aspects of assessing the competitiveness of the sector are disclosed. The necessity and possibility of forming a competitive environment by fiscal policy measures, primarily budgetary regulation, is proved. The problems of forming a competitive environment in the context of the current crisis caused by the COVID-19 pandemic, the place of Ukraine in the world competitiveness ranking are identified, and methodological approaches to the development strategy are proposed. It is proved that the competitive strategy is based on the existing resources of the industry (material, financial and intellectual), the level of development of various forms of management, the structure of production, marketing, processing, the formation of value chains and a bilateral state-market regulator. The directions for improving the quality of the competitive environment, arising from the paradigm of innovative development of the agricultural sector, are summarized and provide for the stimulation of small business in niche and organic production and large-scale industrial production in terms of the main indicators of food security, as well as the development of land, financial, credit and resource markets and the formation of equal access to them all agricultural producers.

State financial regulation of the competitive environment: assessment for the agricultural sector of Ukraine

Numerous interpretations of the competitiveness of regional agri-food system in the scientific literature are predominantly fragmentary depending in specific goals of research. This creates problems for universalizing approaches, identifying areas of their complementarity, and integrating new definitions. To systematize existing interpretations of the competitiveness of regional agri-food systems and identify new areas of research, we carried out a structured review of the scientific publication from peer-reviewed academic journals indexed in international and Russian databases. We applied the method of content analysis to identify the definitions of the “competitiveness”, “sustainable competitiveness”, “regional agri-food systems”. Moreover, we calculated the average percentage of journal articles mentioning these categories per year. Cluster analysis of journal articles allowed identifying general concepts of the competitiveness of regional agri-food. As a result we systematized the definitions of the concept of «competitiveness of regional agri-food systems» depending on research area, actors and the level of sustainability of competitiveness. The systematization and classificatio n o f researc h investigatin g th e competitivenes s o f regiona l agri-food systems enabled determining new areas of future research. Firstly, a more detailed analysis of the factors of the sustainable competitiveness of regional agri-food systems, particularly in pandemic and post-pandemic periods is of critical importance. Secondly, searching for a comprehensive toolkit for ensuring sustainable competitiveness of regional agri-food systems, as well as cooperation and competition among the agri-food companies in the Internet can be a focus for future research.

Competitiveness of Regional Agri-Food Systems: A Theoretical Review

In the context of the development of information technologies, the concerns about assessing the effects of digital transformation have increased. Although it is intuitively accepted that digital transformation has a favourable impact on macroeconomic variables (based on the interdependencies between micro- and macroeconomic performance), there is little scientific research providing evidence of this. Building on this identified research problem, this study aims to bridge the gap between theory and practice. After assessing the extent to which the world’s economies have responded to the need for digital transformation, an econometric analysis was conducted to quantify the impact of digital transformation on economic and social outcomes. To ensure the representativeness of the results, the econometric analysis was conducted on a sample of 46 countries selected according to the size of their gross national income per capita. The NRI (Network Readiness Index) and the sub-indices associated with the economic environment (future technologies, business, and economy) were used as independent variables. Gross domestic product (GDP) was used as a dependent variable. The results indicate that NRI has a positive and significant impact on GDP per capita. Analysis at the sub-indices level partially confirms this result and highlights that their contributions to the growth of macroeconomic performance may be different. The study results have practical utility as they provide clues on the structural efficiency of the benchmarks underpinning the digital transformation. To increase the positive impact on macroeconomic outcomes, policy-makers can propose and implement policies to facilitate access to those technologies that prove to be more effective.

The main goal of the article is to develop a model for the development of the pedagogical competence of the finance teacher at the university. The object of the study is the pedagogical competence of the finance teacher at the university. The importance of developing the pedagogical competence of the finance teacher at the university has been proven. The research methodology can be described as a set of methods of modelling and theoretical and methodological analysis. According to the results obtained during the study, we presented a multi-store number of the main aspects of the formation of the pedagogical competence of the finance teacher at the university. Elements of scientific novelty are represented by processes to form the pedagogical competence of the finance teacher at the university, which are depicted on educated models. The study has a restriction in the form of concentration only on the characteristics of the teacher at the university. In the future, it is necessary to expand your scientific attention to other specializations. The prospects of further research may be an analysis of foreign experience in the formation of the pedagogical competence of the finance teacher at the university. Aspects of the formation of pedagogical competence for teachers of other higher educational institutions, and not just a finance teacher at the university, remain unresolved.

Features of the formation of pedagogical com-petence of a teacher of the university of banking

Purpose. The analysis of theoretical concepts of sustainable competitive advantage, the assessment of the competitive advantages of the agricultural sector in the region and identification of the opportunities to provide competitive advantages under conditions of instability as well as a changeable business environment. Results. Two opposite concepts of sustainable competitive advantages’ sources are analyzed. The first one is resource-oriented, the second one – based on the influence of the external environment on the competitive position of the company. It is found out that in modern conditions, the concept based on the resource approach is more adequate for the agrarian sector as the business features in agriculture predetermine the considerable resources’ immobility. In agriculture, due to the specificity of rural settlements, the combination of the basic resources (land, machinery, people) causes a quite rigid configuration that cannot be changed quickly enough. But the resources themselves are not a source of competitive advantage; the ability to use available resources effectively is important. The authors propose a method for comparing the security and efficiency of the basic resources’ usage in agriculture by region. Under the framework of the methods, it was put the index method that allows comparing individual indicators and defining the integral index. The authors used such indicators as energy capacity, tractors and labour resources per one hectare of agricultural land to estimate resource availability. Resource efficiency is characterized by labour productivity indicators (gross production per one average annual employee) and land productivity (gross production per one hectare of agricultural land). The integral indices were calculated based on the geometric mean. There was done the comparative analysis of the provisions of basic resources and the efficiency of their usage by agricultural enterprises of Sumy region, neighbouring regions as well as the average industry indicators based on the proposed methodology. The analysis confirmed the existence of sustainable competitive advantages in the regional context and found that the leading resource is not natural characteristics, but effective management, which provides the highest efficiency of management. Conclusions. Taking into account the rapid changes in the business environment, any competitive advantage can quickly turn from sustainable to unstable. An assessment of the competitive advantages of the agrarian sector in the region has shown that to provide a sustainable position, it is first and foremost necessary to focus on reducing the costs and use innovations. Under conditions of rapid technological change, the main resource is human ones that can produce certain knowledge and innovative solutions. The proposed method of calculation of the integral indicators of resource availability and efficiency of their usage allows evaluating the existence of competitive advantages objectively and can be used both for the development of competitive strategies of agricultural enterprises and the preparation and decision-making at the level of central and regional authorities

The article examines the digital transformation of the contemporary economy at the micro and macroeconomic level. Significant positive impact of contemporary technological means on the activities of enterprises is noted. At the state level, digitalization provides an opportunity to increase the efficiency of public administration, ensure the convenience of public institutions, implement government functions online, users to cooperate and implement civic responsibilities in a convenient way. At the macroeconomic level, the economy has undergone significant digital transformations under the influence of the COVID-19 pandemic.

Introduction. The modern processes of European integration and globalization of the world economy the issue of forming an effective system of evaluating technological resources of economic security acquires dominant importance. Analysis of recent research and publications. Despite thorough scientific developments regarding the formation of an effective system of economic security of business a significant number of tasks are unsolved and require further scientific research. 
The purpose of the paper is the theoretical and methodological substantiation of the feasibility of determining the main determinants of the reproduction of the potential of technological resources of economic security in the process of European integration, which will allow to determine the strategic orientations of its development taking into account the key challenges of today.
Results. Identified sources of reproduction of technological resources and a proposed system of indicators for their assessment, which allow creating certain potential opportunities to achieve the goals of economic security of business. The proposed model for assessing the technological resources of economic security of business in the process of European integration allow the distribution of tools for ensuring economic security of business between various sources of reproduction of these resources in proportions that ensure the achievement of the best results of system activity over a long period.
Conclusions. Model of assessment of technological resources of economic security of business in the process of European integration was proposed makes it possible to carry out a comprehensive economic assessment of the level of development of technological resources of business, to determine the sources of their reproduction and to outline the main determinants of ensuring economic security of business.

Innovation parks as a direction of rebuilding of ukraine's economy in global area

The purpose of the study is to improve the methodological support for the assessment of the financial efficiency of the agricultural sector of Ukraine under the influence of the innovative potential management of its resource provision. The main scientific methods used in the study are fundamental provisions of the theory of innovation and finance, correlation and multifactor regression analysis, mathematical programming, etc. According to the results of the conducted research the parameter of technological progress as an indicator of the level of innovation development of the agrarian sector of the Ukrainian economy was obtained after modelling of autoregressive multiplicative Tinbergen-Solow production function. The numerical value of the technological progress parameter indicates a potential for additional growth in agricultural output of +0.142%, while other conditions remain unchanged. 23 indicators of the state of the resource provision of the agricultural sector were systematized in 4 groups: the results of the production activity of the agricultural sector (6 indicators), the resource supply of the agricultural sector (8 indicators), the efficiency of the use of resources by agricultural enterprises (4 indicators), and sustainability of the financial condition of agricultural enterprises (5 indicators). A power-law four-factor regression model of the impact of the output volume of the agricultural sector, the value of current assets, return on capital and the current liquidity ratio on the volume of net profit of agricultural enterprises of Ukraine was obtained. It is proved that the elasticity of net profit for agricultural output is 0.01%, for the value of current assets - 1.46%, for capital accumulation - 0.72%, for current liquidity - 3.2%. We constructed the target functions of maximization of the agricultural production output on the basis of the Tinbergen-Solow production function, net profit on the basis of the four-factor power model of net profit, return on equity on the basis of the two-factor DuPont model for the short term. The solving of target functions allowed for maximization of the return on equity of agrarian enterprises of Ukraine only at the expense of the existing innovation potential of production resources and will be used in further research by the authors.
