Land use/cover change is the main reason for the variation of ecosystem carbon storage. The study of the impact of land use on carbon storage has certain reference values for realizing high-quality development in the Yellow River Basin. In this paper, the InVEST model was used to simulate the variation of carbon storage in the Yellow River Basin in 2000, 2005, 2010, 2015, and 2020, and to predict the carbon storage in 2030 in combination with the CA-Markov model, as well as to discuss the impact of land use on carbon storage. The results showed that: (1) The variation trend of carbon storage for different land use types in the Yellow River Basin was different and was mainly manifested as a decrease of cultivated land and unused land, and an increase of forest land, grassland, water, and construction land. The carbon storage in the provincial key development prioritized zone, national development optimized zone, and provincial development optimized zone showed decreasing trends, while the national key development prioritized zone and national major grain producing zone presented a fluctuating downward trend. (2) The ecosystem carbon storage function weakened after 2000, and part of the carbon sink area transformed into a carbon source area. The area with low carbon storage was distributed in the west of the provincial key ecological function zone, and the area with high carbon storage was concentrated in the south and middle of national key ecological function zone and the east of the provincial key ecological function zone. (3) The carbon loss was largest in the urban expansion scenario (UES), followed by the natural development scenario (NDS) and ecological protection scenario (EPS). The carbon storage of different scenarios presented significant positive correlations with land use intensity.

The Spatiotemporal Evolution and Prediction of Carbon Storage in the Yellow River Basin Based on the Major Function-Oriented Zone Planning

Urban Growth Boundary (UGB) is a growth management policy that designates specific areas where growth should be concentrated in order to avoid urban sprawl. The objective of such a boundary is to protect agricultural land, open spaces and the natural environment, as well as to use existing infrastructure and public services more efficiently. Due to the inherent heterogeneity and complexity of settlements, UGBs in Germany are currently created manually by experts. Therefore, every dataset is linked to a specific area, investigation period and dedicated use. Clearly, up-to-date, homogeneous, meaningful and cost-efficient delineations created automatically are needed to avoid this reliance on manually or semi-automatically generated delineations. Here, we present an aggregative method to produce UGBs using building footprints and generally available topographic data as inputs. It was applied to study areas in Frankfurt/Main, the Hanover region and rural Brandenburg while taking full account of Germany’s planning and legal framework for spatial development. Our method is able to compensate for most of the weaknesses of available UGB data and to significantly raise the accuracy of UGBs in Germany. Therefore, it represents a valuable tool for generating basic data for future studies. Application elsewhere is also conceivable by regionalising the employed parameters.

Automatic Delineation of Urban Growth Boundaries Based on Topographic Data Using Germany as a Case Study

As part of a larger project to understand the relative health and disorder of St. Louis City neighborhoods, this paper presents estimates of the number of vacant parcels in the city. These estimates, which are considerably higher than previously published ones, are heavily concentrated in the city's disinvested and segregated North side. We term this heavy concentration of vacancy as "urban prairie". After accounting for other factors as well as possible sources of statistical error, we identify both long-term population loss since 1970 and the proportion of African American residents as significant covariates associated with the amount of urban prairie land per neighborhood. These high levels of concentrated vacancy lead us to critique the City's existing approaches as being too limited in scope, and to suggest a range of possibilities for revitalizing portions of North St. Louis while allowing prairie land to continue to exist in others.

St. Louis's "Urban Prairie": Vacant Land and the Potential for Revitalization

Strengthening inner urban development is a guiding principle of Germany’s sustainability policy and the key to achieving the 30-hectare target. To date, however, it is hardly possible to determine retrospectively the share of building construction activity realized as inner and outer urban development. On the one hand, there is the genuine fuzziness of the inner urban area (Innenbereich) as a spatial construct, and on the other hand, there is the lack of available small-scale data on building construction activity. Against this background, this paper presents for the first time a methodological approach to determine and evaluate the relevance of inner urban development for large areas and over longer periods of time for Germany. The method is applied for the federal state of North Rhine-Westphalia and the housing construction activity from 1979 to 2011. The result shows a positive trend, indicating that cities and municipalities have succeeded in realizing more housing as inner urban development over time. At the same time, significant differences between urban and rural areas are apparent. A central conclusion is therefore to support smaller municipalities in their efforts for more inner urban development.

Innen vor Außen? Eine Schätzung der Innenentwicklung in nordrhein-westfälischen Gemeinden, 1979 bis 2011

The overall objective of this study was to investigate urban infill development policies as a good solution to counteract urban sprawl and protect the peri-urban area of Ardabil in Northwestern Iran. In this context, we used a mixed methodology (two quantitative methods). Landsat imagery, including a patchy Landsat ETM+ for the year 2000 and a Landsat 8 for the year 2020, was used to map and assess land use to investigate sprawl and land-use change, and ArcGIS was used to investigate the potential for infill development in this city. The results show that between 2000 and 2020, 967 hectares of peri-urban land was lost to urban expansion. CA-Markov projections also showed that 452 hectares will be lost by 2030. The assessment of the city’s internal capacity for infill development showed that more than 999 hectares of land within the city are suitable to support this strategy and provide the land needed for urban expansion over the next decade. Finally, the study of the city’s master plan, which applies to all Iranian cities, discovered that there is a lack of adequate outlook regarding the amount of land available for future urban development, leading to misuse of urban land and urban sprawl in Iranian cities, suggesting that an infill development strategy could be a good way to address this issue.

Urban Infill Development: A Strategy for Saving Peri-Urban Areas in Developing Countries (the Case Study of Ardabil, Iran)

Die Bedeutung der Innenentwicklung fur eine nachhaltige flachensparende Siedlungsentwicklung wird von politischer Seite auf lokaler, nationaler und europaischer Ebene mit Nachdruck vertreten und ist fachlich unumstritten. Eine wesentliche Voraussetzung fur die Mobilisierung von Innenentwicklungspotenzialen ist eine fundierte Kenntnis der Flachenpotenziale innerhalb bestehender Siedlungsgebiete. In diesem Beitrag werden die Ergebnisse einer bundesweiten Erhebung vorgestellt. Ziel der Erhebung war die Bereitstellung belastbarer Daten zu Umfang von und Umgang mit Innenentwicklungspotenzialen auf Brachen und Baulucken in Deutschlands Stadten und Gemeinden. Anders als in fruheren Studien wurden erstmals auch kleine Gemeinden und kleinteilige Potenziale, typischerweise Baulucken, einbezogen und hinsichtlich deren Relevanz im Rahmen einer flachensparenden Siedlungspolitik diskutiert. Im Ergebnis lasst sich eine belastbare Grosenordnung fur Innenentwicklungspotenziale auf Brachen und Baulucken von 15 m2 je Einwohner als Untergrenze hochrechnen. Die Ergebnisse zeigen auch, dass mehr als ein Viertel der Potenziale in Gemeinden unter 5.000 Einwohnern liegen. Zudem wird deutlich, dass mehr als die Halfte der Innenentwicklungspotenziale auf Baulucken entfallen. Damit ergibt sich die eindeutige Empfehlung, dass eine Politik nachhaltiger Siedlungsentwicklung starker als bisher die Nutzung kleinteiliger Innenentwicklungspotenziale fokussiert und insbesondere in kleineren Gemeinden, die haufig dazu tendieren, ihre Potenziale zu unterschatzen, das Bewusstsein fur die Bedeutung und die Potenziale der Innenentwicklung gescharft wird.

Innenentwicklungspotenziale in Deutschland - Ergebnisse einer bundesweiten Befragung

Limiting land take is an important sustainability target. To this end, infill development is a primary strategy. To implement this strategy, policy-makers need a reliable knowledge base on infill development potential (IDP), such as brownfields, vacant lots and underused lots. This study presents the results of the first comprehensive national survey of IDP in Germany. Almost 12% of German municipalities were contacted by questionnaire. In contrast to previous studies, this study also takes into account smaller towns and small-scale vacant lots, which would otherwise lead to a considerable underestimation. Additionally, a feasibility study shows how IDPs can be identified using a geospatial approach. Here, a procedure is presented that allows the identification of IDPs and the differentiation between vacant and underused lots by analysing urban morphology using nationwide and commonly available geospatial base data. The results provide a good basis for an initial inventory. However, to obtain more accurate results, additional specific data would be required, the accessibility of which is currently limited. With the development of an improved spatial data infrastructure combined with Open Data initiatives, geographical information system (GIS)-based procedures for the automated detection and monitoring of IDPs could become more important in future. Policy relevance If the objectives of land policy, especially the avoidance of urban sprawl, are to be achieved, then the more efficient use of already developed land is essential. At the strategic level of policy development, knowledge of land suitable for infill development is as necessary as knowledge of the land take. Currently, regular standardised questionnaire surveying is the effective method for analysing infill development potential (IDP) and its development on a large scale. Geospatial approaches can help to identify potentials, especially on vacant and underused lots. Thus, they have a considerable potential to serve as heuristic tools for local practitioners seeking to begin reflecting on infill development options. Policy-makers and planners should recognise this potential and develop it further in cooperation with the scientific community. However, decision-makers are not spared from weighing the appropriate density in the respective context—and this has not become easier under the impact of the current COVID-19 pandemic.
