Crossing the boundaries in global sustainability The planetary boundary (PB) concept, introduced in 2009, aimed to define the environmental limits within which humanity can safely operate. This approach has proved influential in global sustainability policy development. Steffen et al. provide an updated and extended analysis of the PB framework. Of the original nine proposed boundaries, they identify three (including climate change) that might push the Earth system into a new state if crossed and that also have a pervasive influence on the remaining boundaries. They also develop the PB framework so that it can be applied usefully in a regional context. Science, this issue 10.1126/science.1259855 Developments in the planetary boundaries concept provide a framework to support global sustainability. INTRODUCTION There is an urgent need for a new paradigm that integrates the continued development of human societies and the maintenance of the Earth system (ES) in a resilient and accommodating state. The planetary boundary (PB) framework contributes to such a paradigm by providing a science-based analysis of the risk that human perturbations will destabilize the ES at the planetary scale. Here, the scientific underpinnings of the PB framework are updated and strengthened. RATIONALE The relatively stable, 11,700-year-long Holocene epoch is the only state of the ES that we know for certain can support contemporary human societies. There is increasing evidence that human activities are affecting ES functioning to a degree that threatens the resilience of the ES—its ability to persist in a Holocene-like state in the face of increasing human pressures and shocks. The PB framework is based on critical processes that regulate ES functioning. By combining improved scientific understanding of ES functioning with the precautionary principle, the PB framework identifies levels of anthropogenic perturbations below which the risk of destabilization of the ES is likely to remain low—a “safe operating space” for global societal development. A zone of uncertainty for each PB highlights the area of increasing risk. The current level of anthropogenic impact on the ES, and thus the risk to the stability of the ES, is assessed by comparison with the proposed PB (see the figure). RESULTS Three of the PBs (climate change, stratospheric ozone depletion, and ocean acidification) remain essentially unchanged from the earlier analysis. Regional-level boundaries as well as globally aggregated PBs have now been developed for biosphere integrity (earlier “biodiversity loss”), biogeochemical flows, land-system change, and freshwater use. At present, only one regional boundary (south Asian monsoon) can be established for atmospheric aerosol loading. Although we cannot identify a single PB for novel entities (here defined as new substances, new forms of existing substances, and modified life forms that have the potential for unwanted geophysical and/or biological effects), they are included in the PB framework, given their potential to change the state of the ES. Two of the PBs—climate change and biosphere integrity—are recognized as “core” PBs based on their fundamental importance for the ES. The climate system is a manifestation of the amount, distribution, and net balance of energy at Earth’s surface; the biosphere regulates material and energy flows in the ES and increases its resilience to abrupt and gradual change. Anthropogenic perturbation levels of four of the ES processes/features (climate change, biosphere integrity, biogeochemical flows, and land-system change) exceed the proposed PB (see the figure). CONCLUSIONS PBs are scientifically based levels of human perturbation of the ES beyond which ES functioning may be substantially altered. Transgression of the PBs thus creates substantial risk of destabilizing the Holocene state of the ES in which modern societies have evolved. The PB framework does not dictate how societies should develop. These are political decisions that must include consideration of the human dimensions, including equity, not incorporated in the PB framework. Nevertheless, by identifying a safe operating space for humanity on Earth, the PB framework can make a valuable contribution to decision-makers in charting desirable courses for societal development. The planetary boundary itself lies at the intersection of the green and yellow zones. The control variables have been normalized for the zone of uncertainty; the center of the figure therefore does not represent values of 0 for the control variables. The control variable shown for climate change is atmospheric CO2 concentration. Processes for which global-level boundaries cannot yet be quantified are represented by gray wedges; these are atmospheric aerosol loading, novel entities, and the functional role of biosphere integrity. The planetary boundaries framework defines a safe operating space for humanity based on the intrinsic biophysical processes that regulate the stability of the Earth system. Here, we revise and update the planetary boundary framework, with a focus on the underpinning biophysical science, based on targeted input from expert research communities and on more general scientific advances over the past 5 years. Several of the boundaries now have a two-tier approach, reflecting the importance of cross-scale interactions and the regional-level heterogeneity of the processes that underpin the boundaries. Two core boundaries—climate change and biosphere integrity—have been identified, each of which has the potential on its own to drive the Earth system into a new state should they be substantially and persistently transgressed.

Planetary boundaries: Guiding human development on a changing planet

Global sustainability challenges, from maintaining biodiversity to providing clean air and water, are closely interconnected yet often separately studied and managed. Systems integration—holistic approaches to integrating various components of coupled human and natural systems—is critical to understand socioeconomic and environmental interconnections and to create sustainability solutions. Recent advances include the development and quantification of integrated frameworks that incorporate ecosystem services, environmental footprints, planetary boundaries, human-nature nexuses, and telecoupling. Although systems integration has led to fundamental discoveries and practical applications, further efforts are needed to incorporate more human and natural components simultaneously, quantify spillover systems and feedbacks, integrate multiple spatial and temporal scales, develop new tools, and translate findings into policy and practice. Such efforts can help address important knowledge gaps, link seemingly unconnected challenges, and inform policy and management decisions.

The Negev. The Challenge of a Desert

The recent (twentieth century) and future (twenty-first century) climate evolution in the Mediterranean region is analyzed in relation to annual mean global surface temperature change. The CMIP5 (Coupled Model Intercomparison Project, Phase 5) simulations, the CRU (Climate Research Unit) observational gridded dataset, and two twentieth century reanalyzes (ECMWF, European Center for Medium range Weather Forecasts) and NOAA ESRL (National Oceanic and Atmospheric Administration-Earth System Research Laboratory) are used. These datasets to large extent agree that in the twentieth century: (a) Mediterranean regional and global temperatures have warmed at a similar rate until the 1980s and (b) decadal variability determines a large uncertainty that prevents to identify long-term links between precipitation in the Mediterranean region and global temperature. However, in the twenty-first century, as mean global temperature increases, in the Mediterranean region, precipitation will decrease at a rate around − 20 mm/K or − 4%/K and temperature will warm 20% more than the global average. Warming will be particularly large in summer (approximately 50% larger than global warming) and for the land areas located north of the basin (locally up to 100% larger than global warming). Reduction of precipitation will affect all seasons in the central and southern Mediterranean areas, with maximum reduction for winter precipitation (− 7 mm/K or − 7%/K for the southern Mediterranean region). For areas along the northern border of the Mediterranean region, reduction will be largest in summer (− 7 mm/K or − 9%/K for the whole northern Mediterranean region), while they will not experience a significant reduction of precipitation in winter.

Significant energy resources are needed for traditional and nontraditional water utilization in China. Yet the interlinkages between water and energy have not received adequate attention in the country. To address this gap, this article disaggregates and quantifies the magnitude and direction of energy and water flows in China at the national level through Sankey diagrams. Spatial distributions of energy use by different components of the water supply were further mapped at the provincial level to discern regional differences. The results of this study show that the total energy consumption by water abstraction, treatment and distribution, as well as waste treatment and reuse, amounts to 193.5 TWh of electricity, or about 4% of the total national electricity usage. The outcome of this study offers important policy implications for integrated water and energy planning and management and will contribute to achieving the goal of low-energy water utilization in the future.

It looks more closely at water’s many roles in reinforcing processes and stabilising feedbacks, and how systems suffer when feedback processes weaken or break. It discusses water-related disturbances and feedbacks, different categories of regime shift and ways of enhancing resilience. The issue of traps is discussed, both green water-related poverty traps, involving self-enforcing mechanisms, and blue water-related rigidity traps, when people and institutions resist change. The chapter explains the use of transformation management to get out of traps. Rapid, accelerating and surprising changes in the Anthropocene era Many of the changes in the GWS are rapid and can be surprising. Some are accelerating, but change can also be smooth and gradual. Most importantly, some change can be turbulent and abrupt, and result in non-linear responses from human, economic or ecological systems, with effects that are difficult, if not impossible, to reverse. Documented cases include the collapse of marine cod fisheries in 1992 (Hutchings, 1996), the collapse of Saharan vegetation 6–8000 years ago (Foley et al ., 2003) and the financial crises of 2008, all of which caused rapid and unprecedented reductions in resource availabilities with abrupt, unforeseen and negative effects on human well-being. The Anthropocene era has seen an increase in the links between humans and the environment, at multiple scales. Freshwater plays a significant role in this context, through its capacity to link different systems and places. Intricate cross-scale interactions play out in novel ways, which connect distant peoples and places (Adger et al ., 2008; Galaz et al ., 2010) reshaping the capacity of the biosphere to sustain human well-being (Folke et al ., 2011) and increasing the risk of abrupt change.
