Governance in global value chains

Digitalization and the emergence of global value chain (GVC) have been the two most significant changes affecting international trade in recent decades. This study examines the impact of digitalization and the position of GVC on carbon emissions embodied in exports (CEEE). In doing so, we use high-dimensional fixed-effect models and three-dimensional panel data covering 18 manufacturing industries in 38 economies from 2000 to 2014. The results show that digitalization and CEEE have an inverted U-shaped relationship, and upgrading GVC position can significantly reduce CEEE. Compared with developing countries, developed countries are prone to enter the downward phase of the inverted U-shaped curve through digitalization, thereby curbing CEEE. Similarly, high-tech industries enter the decline stage of the inverted U-shaped curve earlier than low-tech industries in digitalization process. In addition, improvements in GVC position in developed countries (or high-tech industries) have a greater impact on CEEE reduction than in developing countries (or low-tech industries). Finally, the results of nonlinear moderating effect model indicate that upgrading GVC's position flattens (or positively moderates) the inverted U-shaped curve and shifts the curve's turning point to the left. An important implication of our findings is that a country should actively raise its GVC position while focusing on digitalization for the goal of sustainable development. 

Digitalization, positioning in global value chain and carbon emissions embodied in exports: Evidence from global manufacturing production-based emissions

The trade-off between the economic and environmental footprints of multinationals’ foreign affiliates

The impact of global value chain (GVC) division of labor on carbon emissions embodied in exports has attracted extensive attention from scholars, but existing studies have not distinguished the heterogeneous impact of different GVC embedding patterns on the carbon emissions embodied in exports. This study examines the effects of two GVC embedding patterns (forward embedding and backward embedding) on carbon emissions embodied in exports using data from 46 sectors in China from 2000 to 2014. The results show that both the backward and forward embedding patterns are characterized by increasing forward participation which increases carbon emissions embodied in Chinese exports. By contrast, the forward embedding pattern is characterized by increasing the length of the forward production chain and increasing the global value chain location index to help reduce the carbon emissions embodied in exports. There is significant heterogeneity in the effect of forward and backward embedding patterns on the carbon emissions embodied in exports. Increasing the length of forward production chains can effectively reduce the carbon emissions embodied in exports in labor-intensive and technology-intensive sectors but has no significant effect on capital-intensive sectors. Therefore, the Chinese government should start to reduce the carbon emissions embodied in China’s exports by changing the GVC embedding pattern, improving the position of GVC embedding, and vigorously developing energy-saving and emission reduction technologies and clean industries, to help China achieve its CO2 reduction target in 2030.

The Impact of Global Value Chain Embedding on Carbon Emissions Embodied in China’s Exports

ABSTRACT Enhancing the environmental governance in developing countries is now part of development plans in mitigating climate change effects on economies. This study analyses the effect of the sectoral value chains participation on environmental pollution and assesses whether digitalization and structural transformation can be used as key instruments in improving environmental quality in Africa. We use second-generation panel data for 40 African countries from 1990 to 2019. The results show that deepening the agriculture, industry and services sectors’ value chains participation increases the environmental pollution in Africa. We find that the U-inverted hypothesis between value chain participation and environmental pollution is verified in all considered sectors. This result implies that the environmental governance in Africa should consider the specificity of each sector of the economy. Moreover, digitalization and structural transformation enhance the environmental quality in sectoral value chain participation in Africa since they significantly reduce CO2 emissions. Fossil fuel energy consumption is a driver of CO2 emissions, while renewable energy consumption reduces environmental pollution in Africa. These findings have important policy implications in terms of the environmental governance in sectoral value chain participation for climate change mitigation in developing countries, including Africa.
