We intend to contribute to the discussions of the role of people management in the processes of organizational changes, showing that the adoption of certain premises of people management has the potential for decreasing the effects of "past versus future paradox", one of the causes of resistance to change and stress in change processes. For that, we associate in this article the themes of change management and people management, analyzed in a dialectical perspective of social evolution. We discuss the paradox constituted by the "past" and "future" dimensions of reality and its effects related to the management of changes. Through a case study, we advance the discussions of the Transformational Model of Human Resources Management, showing how an organization managed to avoid the effects of the paradox discussed implementing changes through adaptive strategies, through which the individual used the means of action and cognition developed in the previous organizational structure to be identified and engaged with the building of a new organization.

Gestión del paradoxo "pasado versus futuro": una visión transformacional de la gestión de personas

The main objective was to determine the level of relationship between a skills management model and the work environment of workers in a service, consulting and outsourcing company. The population was 350 workers from a Peruvian company with an adjusted sample of 120 to 95% confidence level. The analysis methods are carried out through surveys with two types of scale, Likert type and dichotomous. According to the results of the variable management by competences and the work environment, the difficulties and the positive form are correlated (0.622). The dimensions of variable management by competences are: planning and dissemination of the strategic plan, identification of competencies, basic training in competencies and work environment. An application scheme of a competency management model is proposed. It is concluded that competency management and all its dimensions are related to the work environment

Gestión por competencias y su relación con el clima laboral en una empresa de servicios, consultoría y outsourcing, Lima, Perú

Sendo as organizacoes permeadas por relacoes complexas e contraditorias desencadeadas por mecanismos de poder, ideologia e controle, interessa analisar no presente artigo de que forma estas relacoes se manifestam no discurso de Gestao por Competencia, mediante analise critica do modelo corporativo implantado em uma Industria Multinacional, aqui denominada Industria ALFA, a partir de duas categorias de Analise: Poder e Ideologia. As fontes dos dados empiricos sao os documentos institucionais da Industria ALFA que definem e orientam os procedimentos da Gestao por Competencia. A tecnica de coleta e analise dos dados sera a Analise de Conteudo segundo a proposta de Bardin e Franco. O enfoque que orienta o problema de pesquisa se dara em torno do sujeito coletivo e sua relacao estabelecida com o conjunto de regras e comportamentos ideologicos impostos pela organizacao o qual se materializa atraves da submissao, da alienacao e da servidao voluntaria nas organizacoes. A base conceitual que dara suporte para sustentacao desta investigacao levara em consideracao uma concepcao teorica critica das formas de poder e controle nas organizacoes concretas.

Poder e ideologia: o modelo corporativo de gestão por competências em uma indústria multinacional

As formas de organizar a producao de bens e de servicos vem sofrendo profundas transformacoes desde as ultimas decadas do seculo XX, gerando a necessidade de transformar igualmente as teorias e as praticas em Psicologia do Trabalho e Organizacional (PTO). Ocupando um lugar de destaque nas mudancas nos mundos do trabalho e da PTO, coloca-se a nocao de competencia. Como e comum nas Ciencias Humanas e, dentro delas, na Psicologia, tal nocao recobre diferentes sentidos a partir de distintas concepcoes e autores. Nesse artigo optou-se por focalizar as contribuicoes ao debate sobre competencia a partir de um conjunto expressivo de publicacoes existente em portugues do Brasil de autoria de Philippe Zarifian (1991; 1995a; 1995b; 1996a; 1996b; 1997; 2001a; 2001b; 2001c; 2002; 2003), economista e sociologo frances, cujas ideias tem produzido desdobramentos interessantes em setores da Psicologia do Trabalho e Organizacional brasileira, inspirando a reconfiguracao de concepcoes e praticas vigentes.

A gestão do trabalho e os desafios da competência

In recent years, organisations within the public sector have experienced the need for transformations seeking effectiveness. In this sense, the aim of the present study was to examine an effort to implement changes in the people management model of a prestigious Brazilian public university. For this study, we adopted the method that comprises qualitative data triangulation, interviews and conclusions according to Becker et al. 2001. The results brought to evidence the pitfalls in implementing the change that ended up failing to materialise. They also brought to light the clash between two management models: the attempted one, which values competency in contrast with the earliest, which operates under the organisational culture of the public sector in Brazil, which is based on seniority and the wage curve flattening.
