Translation quality and translation quality management are key concerns for the European Commission’s Directorate-General for Translation (DGT), and the European Union institutions more broadly. Translated texts are often legally binding, politically sensitive, confidential or important for the image of the institutions. For legislative texts, an important principle of EU law is that there is no “original”: all language versions are equivalent and equally authentic. Consistency in translation strategies and in the approach to quality is therefore critical. In this contribution, we first outline the context in which translation takes place in the EU institutions, focusing on challenges for quality. We illustrate how translation quality is managed in practice, identifying two guiding principles: consistency of approach, and consistency of quality. We explain how DGT’s quality management policy defines quality and how it should be man-aged, then demonstrate why achieving ‘equivalent’ quality across all language versions, translators, and institutions is hard. We examine how translated texts are dealt with in the attempt to achieve this goal. Last, we widen the focus to consider what these challenges and the EU approach mean for translators and their status and agency. Issues of translation quality are also issues of ethics, power relations and professional values.

Think-aloud protocol studies into translation: An annotated bibliography

The concept of "translation " is required to carry a considerable load at several levels of inquiry. It functions as a causal element in sociological theories, and as a methodological tool, when used extensionally. Most importantly, it is the concept which in some way structures the field which we take as our object of inquiry. As such, it has particular functions in serving as a basis for generalizations and as a means of determining category membership. In response to what are perceived as difficulties in some of these areas, some scholars have hinted that the concept of "translation" might be fruitfully viewed as a prototype category. In this paper, I review the philosophical and empirical arguments which support such a move, and outline some of the programmatic consequences. The focus is on the resolution of current conceptual problems, and on the theoretical and metatheoretical implications.Resume: Le concept de "traduction" est mis en oeuvre a differents niveaux de la recherche: comme element causal en sociologie, et, par extension, comme outil methodologique. Mais il permet surtout de structurer le champ meme de l'investigation, au point de former la base des generalisations, et d'etre un instrument de categorisation. Face aux problemes souleves par ces diverses fonctions, certains chercheurs sont amenes a definir la "traduction " comme une categorie prototypique. L'article examine les arguments philosophiques et empiriques qui etayent cette reorientation conceptuelle, puis esquisse les consequences qu 'elle entraine. L'accent est mis sur des problemes conceptuels, et sur les implications aux plans theorique et metatheorique.

Conceptual work and the 'translation' concept

Translating is here defined as the quoting, in sequential chunks, of the wording of a written, oral or signed text, with an imitative purpose. These features distinguish it from other sorts of language activity — intralingual paraphrasing, re-expressing of ideas, fictive quoting, speaking from a script, ghostwriting — and thus provide an object for a theory of translation production. The defining feature 'quoting ' is taken to involve demonstrating to someone selected features of the source text. Thus the translational quoter is engaged in a dual activity: quoting OF the source text (rendering work) and quoting TO the readers or listeners (pragmatic work). The texts commonly called translations arise from some combination of rendering, pragmatic and non-translational work.Resume: On propose de definir l'acte de traduire comme le fait de citer, l'un apres l'autre, et avec une visee imitative, les fragments et phrases qui constituent un texte ecrit, oral ou signe. L'acte traductif se distingue ainsi d'autres types de production linguistique, comme la paraphrase intralinguale ou la re-expression d'idees, et on parvient ainsi a definir l'objet d'une theorie de la production traductive. Le definisseur «citer» est a prendre dans le sens d'une demonstration de certains traits choisis du texte de depart. Le traducteur-citeur s'engage dans une activite a deux volets : citation DU texte de depart (il rend ce texte) et citation adressee AUX lecteurs ou auditeurs (travail pragmatique). Les textes communement appeles «traductions» sont produits par une combinaison de plusieurs sortes de travail linguistique: travail rendant le texte de depart, travail pragmatique, travail non traductif.
