Full Disclosure: The Perils and Promise of Transparency. By Archon Fung, Mary Graham, and David Weil. New York: Cambridge University Press, 2007. 282p. $28.00.One of the cornerstones of Woodrow Wilson's policy agenda, even before he formally sought the presidency, was transparency. To neutralize corporate misbehavior, for instance, he called for “turn[ing] the light” on corporations: “They don't like light. Turn it on so strong they can't stand it. Exposure is one of the best ways to whip them into line.” Although the authors of this superb work do not acknowledge Wilson's part in the evolutionary line of transparency policy, they do show by means of thorough and enlightening description and analysis the fruit finally borne of ideas like those Wilson espoused. Indeed, the authors tell a story of policy design that demonstrates the continuing value of careful legislative craftsmanship and policy refinement over time, based on feedback from administration and enforcement. It is a tale of effective legislative governance, particularly at the national level, that far too many American citizens, and even political leaders, believe is impossible or at least unlikely anymore.

:Governments are adopting social media to provide complementary information dissemination, communication, and participation channels whereby citizens can access government and government officials and make informed decisions. Using 2009 national e-government survey data from the Pew Research Center, this study finds (1) that use of government social media is significantly and positively associated with perceptions of government transparency, (2) that perceptions of government transparency are positively and significantly related to trust in government, and (3) that perceptions of government transparency mediate the relationship between use of government social media and trust in government. These findings demonstrate that social media is an effective means for government to improve citizens’ trust in government by enhancing their perceptions of government transparency. A Systematic Literature Study to Unravel Transparency Enabled by Open Government Data : The Window Theory

Recent scholarship on transparency has been voluminous, and transparency policies continue to garner international adherents through global initiatives such as the Open Government Partnership. Yet extant scholarship has failed to address the empirical parameters for what constitutes 'transparency' and what does not. This lacuna gives way to misuses and abuses, jeopardizing the analytical utility of the term and the integrity of so-called 'transparency' policies. This article provides a framework and a vocabulary for identifying and evaluating transparency, which depends on two necessary and jointly sufficient conditions: the visibility of information, and its inferability --the ability to draw accurate conclusions from it. By disaggregating these two conditions for identifying transparency, this article provides a framework for the emerging research agenda on the quality of transparency.
