A device in a system is operated by using electric power generated at the dynamo 18 which is connected with the gas turbine 16, thereby subjecting a drying treatment of the wetting organic waste after the methane fermentation treatment by a dryer 22 to obtain the dried material. Since the higher the temperature is, the higher the gas quantity is, the catalytic layer 42 for high temperature is formed in, for example, two-stages and in the case a hydrocarbon is used as a reducing agent, a heat exchanging apparatus 41 is installed between the catalytic layers in order to absorb heat of a reaction.
