Inequalities experienced by Gypsy and Traveller Communities: a review

Despite a growing concern about gangs in Britain, academic research that focuses on gangs remains scarce. Drawing on data from the ESRC-funded ethnographic research YOGEC (Youth Gangs in an English City) project, this paper explores the negotiation of space and place by young people living in inner-city areas affected by gangs. Using a combination of fieldwork observations and focus group and interview data, this paper charts the experiences of non-gang-involved young people living in known gang areas. These young people's restricted use of space, arising as a result of gang rivalries and the policing of inner-city areas, results in exclusion, marginalization and victimization. We illustrate how young people are identified as ‘high risk’, and how they continually negotiate a range of risks bound up with the territory that they inhabit and subsequent spatial boundaries that are formed. In doing so, we provide an understanding of the lives of young people who reside in places and spaces inhabited by gangs.

Land, Labour and Livelihoods in Rural South Africa

The New Deal for Communities (NDC) programme is an ambitious English area-based initiative which aims, over 10 years, to transform 39 deprived neighbourhoods in relation to six outcomes: crime, education, health, worklessness, housing and the community. Data indicate modest programme-wide change against benchmarks. Evidence is used to examine the validity of the programme’s four design parameters: a 10-year horizon is necessary to achieve change; holistic regeneration can help to achieve cross-outcome change; working with other agencies and having other overlapping ABIs helps change; and, having the community at the heart of the initiative enhances outcomes. Findings in relation to these design features have wider applicability across area regeneration policy.

Understanding Area-based Regeneration: The New Deal for Communities Programme in England:

Community involvement in regeneration is far from easy, and is difficult to define. The New Deal for Communities programme has directly involved residents in the governance of neighbourhood renewal with some success. However, community capacity has proved to be limited, adequate representation is difficult to achieve and there has been friction with local government. Community empowerment has to be enabled and supported by getting the structures and processes right, and supporting community representatives.

‘On the side of the Angels’: community involvement in the governance of neighbourhood renewal

The health of local democracy in the UK is being undermined by the very low turnouts in local government elections. As the recent government pilot schemes for changing the conduct of local elections have recognised, there is an urgent need to get people more involved at the local level, to reconnect voters with the local political system and to help reduce the level of cynicism towards local government. However, there is one area of local electoral politics in which there are clear signs of democratic renewal: turnouts are up, candidates are well-known and clearly identify with their community, young people and minority ethnic communities have a voice and local people are interested and enthused by a distinctively 'local' brand of politics. This area is the 'non-statutory' community elections increasingly used within the New Deal for Communities (NDC) regeneration initiative. This article examines the experience of community elections in NDC areas - particularly focussing on Newcastle's West Gate - and argues that the elections provide examples of good practice and innovation that could be used to enhance the conduct of local government elections. Moreover, community elections could also make a positive contribution to revitalising the overall health of local democracy by providing a 'complementary' channel of representation to that provided by elected local councillors.

Community elections for regeneration partnerships : a new deal for local democracy?

The negative consequences of living in deprived neighbourhoods for residents’ quality of life are well documented. Area-based regeneration initiatives are invariably concerned with improving local quality of life over the long term. The process of regeneration, however, can itself directly result in immediate and potentially lasting negative effects for local communities. This paper discusses some of the ways in which living in an area undergoing regeneration can adversely affect inhabitants’ quality of life, including problems associated with voids, relocation, demolitions, environmental quality, complexity, funding issues, uncertainty, frustration, fear for the future and consultation fatigue. A case study approach draws examples from a deprived neighbourhood in the North East of England. The conclusion discusses some of the possible implications for future regeneration policy, including: the importance of ongoing communication between professionals and communities; the need to value local people’s experience, judgement and the contribution they can make to local decision-making processes; recognition that successful regeneration can take many years; and the implications of current UK government policy.

‘It’ll get worse before it gets better’: Local experiences of living in a regeneration area

The question of how best to tackle the problem of energy inefficient older housing in the UK is considerable, and is further complicated by the question of tenure. Social landlords are working to update and improve their properties, which make up around 15% of the total UK housing stock (4 million properties). The success of such efficiency improvements depends in part on the cooperation of tenants, and their ability and willingness to engage with the process of change. This paper describes the experiences of eleven social housing tenant households whose properties were fitted with External Wall Insulation (EWI), based on pre- and post-installation interviews and data collection. It includes discussion of tenants’ knowledge, attitudes, and expectations prior to and following installation; household thermal comfort and energy spending before installation; tenant experiences of having EWI installed; tenant perceptions regarding the effects of EWI on thermal comfort, energy spending, and housing attractiveness; impacts of EWI on internal temperatures and heat loss (measured via thermal imaging); energy bill comparisons. Households experienced an average saving of 33% on energy bills following EWI installation, and the majority of tenants reported benefits including improved thermal comfort and related positive impacts on health and wellbeing. The paper concludes by highlighting potential learning points for engaging tenants in the process of enhancing energy efficiency in UK social rented housing.
