Whether disasters influence adaptation actions in cities is contested. Yet, the extant knowledge base primarily consists of single or small-N case studies, so there is no global overview of the evidence on disaster impacts and adaptation. Here, we use regression analysis to explore the effects of disaster frequency and severity on four adaptation action types in 549 cities. In countries with greater adaptive capacity, economic losses increase city-level actions targeting recently experienced disaster event types, as well as actions to strengthen general disaster preparedness. An increase in disaster frequency reduces actions targeting hazard types other than those that recently occurred, while human losses have few effects. Comparisons between cities across levels of adaptive capacity indicate a wealth effect. More affluent countries incur greater economic damages from disasters, but also have higher governance capacity, creating both incentives and opportunities for adaptation measures. While disaster frequency and severity had a limited impact on adaptation actions overall, results are sensitive to which disaster impacts, adaptation action types, and adaptive capacities are considered.

Information and communication technologies hold immense potential to enhance our lives and societal well-being. However, digital spaces have also emerged as a fertile ground for fake news campaigns and hate speech, aggravating polarization and posing a threat to societal harmony. Despite the fact that this dark side is acknowledged in the literature, the complexity of polarization as a phenomenon coupled with the socio-technical nature of fake news necessitates a novel approach to unravel its intricacies. In light of this sophistication, the current study employs complexity theory and a configurational approach to investigate the impact of diverse disinformation campaigns and hate speech in polarizing societies across 177 countries through a cross-country investigation. The results demonstrate the definitive role of disinformation and hate speech in polarizing societies. The findings also offer a balanced perspective on internet censorship and social media monitoring as necessary evils to combat the disinformation menace and control polarization, but suggest that such efforts may lend support to a milieu of hate speech that fuels polarization. Implications for theory and practice are discussed.

Abstract Antimicrobial resistance (AMR) and the declining effectiveness of antibiotic medicines due to misuse are among the biggest threats to global health and a major challenge for global governance in this century. Since drug-resistant bacteria spread easily across borders, government policies that exacerbate or mitigate AMR affect other countries. International organizations and governments addressed the global public good of maintaining antimicrobial protection by creating a soft governance regime largely devoid of legally binding rules and enforcement mechanisms. This article presents a cross-national empirical assessment of the effectiveness of the international AMR regime combining novel data on national action plans and data on antibiotic consumption in 191 countries between 2000 and 2018. We find that the regime sets ambitious goals and achieves broad participation, substantial implementation, and meaningful change in the use of antibiotics. The involvement of the largest consumers of antibiotics has been crucial for both effectiveness and equity.
