The aim of this study is to develop a conceptual approach of supplier selection decision support that promotes in-house methods of decision-making in the healthcare purchasing. Our approach is based on a decision support system (DSS) solution principle in which each selection component is assessed and supported by a new type of DSS model previously developed for rural industries. The study uses survey data to structure a decision model evaluated by a hypothetical case of procuring a hospital x-ray machine. We further demonstrate case data through the features of the DSS model. We believe that the proposed approach addresses a complex supplier selection decision in healthcare purchasing.

Usable Collaborative Email Requirements Using Activity Theory

This research began a journey towards improved maturity around data quality management in New Zealand health care, where total data quality management is ‘business as usual’, institutionalised into the daily practices of all those who work in health care. The increasingly information intensive nature of health care demands a proactive and strategic approach to data quality to ensure the right information is available to the right person at the right time in the right format, all in consideration of the rights of the patient to have his/her health data protected and used in an ethical way. The work extends and tests principles to establish good practice and overcome practical barriers. This thesis explores the issues that define and control data quality in the national health data collections and the mechanisms and frameworks that can be developed to achieve and sustain good data quality. The research is interpretive, studying meaning within a social setting. The research provides the structure for learning and potential change through the utilisation of action research. Grounded theory provides the structure for the analysis of qualitative data through inductive coding and constant comparison in the analysis phase of the action research iterative cycle. Participatory observation provided considerable rich data as the researcher was a member of staff within the organisation. Data were also collected at workshops, focus groups, structured meetings and interviews. The development of a Data Quality Evaluation Framework and a national Data Quality Improvement Strategy provides clear direction for a holistic and ‘whole of health sector’ way of viewing data quality, with the ability for organisations to develop and implement local innovations through locally developed strategies and data quality improvement programmes. The researcher utilised the theory of appreciative enquiry (Fry, 2002) to positively encourage change, and to encourage the utilisation of existing organisational knowledge. Simple rules, such as the TDQM process and the data quality dimensions guided the change, leaving room for innovation. The theory of ‘complex systems of adjustment’ (Champagne, 2002; Stacey, 1993) can be instilled in the organisation to encourage change through the constant interaction of people throughout the organisation.

The institutionalisation of data quality in the New Zealand health sector.

Although there is general understanding on the importance of supply chain integration (SCI), little is known regarding SCI operational issues and their impact on supplier commercial relationships and order fulfilment in public hospitals. In response, this thesis investigates the critical operational factors influencing the supply chain integration and their impact on supplier commercial relationships and order fulfilment in New Zealand public hospitals. This study explores critical SCI issues using the process-based management theory (approach) proposed by Lambert (2004, 2008). A new construct of focused SCI and a theoretical model have been developed for this study. A survey research approach was used to collect data. The results of empirical study are based on the responses from a survey with purchasing and supply personnel in public hospitals. This research tested eighteen hypotheses using multiple regression analysis. The results of this thesis support sixteen hypotheses proposed in the theoretical model and two hypotheses are not supported. The major findings of this research are that SCI operational issues in the hospitals, supplier commercial relationships, and focused SCI have positive influence on order fulfilment. Barriers to SCI (one of the operational issues) have negative influence on supplier commercial relationships, focused SCI, and order fulfilment. The results for two hypotheses not supported in this thesis show that organisation environmental forces (suppliers or customers have initiated integration effort) do not have significant influence on focused SCI (integrated service functions, following national procurement policies and procedures). Also, organisation environmental forces do not have significant influence on supplier commercial relationships (reliable suppliers and good process integration between suppliers, customers and the DHB). The results of the rejected hypotheses indicate that integration initiated by suppliers or customers do not have impact on the organisation's focused supply chain integration and supplier commercial relationships. Most of the critical barriers of supply chain integration identified in this study are consistent with the findings of Fawcett and Magnan (2001) and Fawcett, Magnan, and McCarter (2008). However, Fawcett and Magnan (2001) and Fawcett et al. (2008) found inappropriate information systems as the key barrier to effective SCI, whereas, this research identified lack of willingness to share information as the key barrier to effective SCI in the public hospitals. Overall, this research provides significant contributions to the SCI, supplier commercial relationships, and order fulfilment literature and the practices of SCI in New Zealand public hospitals. This research also contributes to theoretical and practical knowledge by providing a new model for enhancing SCI in an organisation. Supply chain integration in New Zealand public hospitals: impact on supplier commercial relationships and order fulfilment

The evidence suggests that information systems in most organisations are poorly integrated. We might therefore expect that inter-organisational e-commerce applications will only aggravate this situation. Here, we report on an Australian e-commerce project designed to improve pharmaceutical supply chain efficiency within the healthcare sector. One interesting outcome was that the standards that underpinned the project seem to have resulted in improved levels of data and systems integration-both within and between partner organisations.

Data integration along the healthcare supply chain: the pharmaceutical extranet gateway project

In our view all current software engineering tools and techniques have strengths and weaknesses but very few tools provide much in the way of useful support for the critical "people-related" (or "softer") organisational behaviour issues critical to the successful implementation of any new process or system. In this context, activity theory would appear to have much to offer, incorporating, as it does, notions of intentionality, history, mediation, motivation, understanding, communication, culture and context. Previously, we have reported on the specification and development of a repository designed to represent process knowledge captured within an activity theory framework. Here, we extend this work by proposing a framework for a broad process modelling methodology designed around this repository. We take advantage of the substantial overlap between a methodology based on knowledge analysis of tasks (KAT) and activity theory. KAT analysis directly supports the fundamental process modelling objective of identifying what people currently do in their work within a given domain. Here our focus is on the software development process and we illustrate our approach by applying it to the change management activity within the implementation stage of the SDLC. Specifically, we present an involving the use of change anchors. These are abstract devices designed to "kick start" change initiatives to a point where these gain sufficient credibility to sustain themselves.

Modelling "softer" aspects of the software development process: an activity theory based approach

In an attempt to identify the causes of the poor performance of an information system, a system dynamics group modelling exercise was undertaken. Unlike previous approaches, this research encompassed both the performance of the information system itself as well as its interactions with the organisation of which it is a part. Although all members of the modelling team were confident of the findings, it proved impossible to implement recommendations. Whilst this research was in progress, the modelling team was asked to investigate another situation that involved the re-pricing of a major product. In the latter situation, model construction was quick with little validation of the model and parameters. However the recommendations whilst still in draft form, were acted upon immediately. This paper investigates the two system dynamics modelling exercises and discusses the issues that arose during implementation.

Implementing recommendations as a result of a system dynamics intervention

There is a growing consensus that if substantial software engineering productivity improvements are to be realised, much greater attention must be paid to the so-called "softer" (or people-centred) factors. A software engineering process modelling framework is presented. The focus of this work is on behavioural aspects. A feature of the framework is that user views, in a variety of modelling formalisms, may be extracted from a common, highly-abstracted conceptual model. This is consistent with an emerging view that the development of more formal models of organization and management theory (OMT) requires a "horses for courses" approach. That is, different theories are often best represented using different paradigms, with the conceptual model serving as a common reference point through which consistent user views may be derived and verified. Examples of user views, represented and implemented in Prolog and a systems dynamics modelling tool, are presented.
