The Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR) highlights the importance of scientific research, supporting the ‘availability and application of science and technology to decision making’ in disaster risk reduction (DRR). Science and technology can play a crucial role in the world’s ability to reduce casualties, physical damage, and interruption to critical infrastructure due to natural hazards and their complex interactions. The SFDRR encourages better access to technological innovations combined with increased DRR investments in developing cost-effective approaches and tackling global challenges. To this aim, it is essential to link multi- and interdisciplinary research and technological innovations with policy and engineering/DRR practice. To share knowledge and promote discussion on recent advances, challenges, and future directions on ‘Innovations in Earthquake Risk Reduction for Resilience’, a group of experts from academia and industry met in London, UK, in July 2019. The workshop focused on both cutting-edge ‘soft’ (e.g., novel modelling methods/frameworks, early warning systems, disaster financing and parametric insurance) and ‘hard’ (e.g., novel structural systems/devices for new structures and retrofitting of existing structures, sensors) risk-reduction strategies for the enhancement of structural and infrastructural earthquake safety and resilience. The workshop highlighted emerging trends and lessons from recent earthquake events and pinpointed critical issues for future research and policy interventions. This paper summarises some of the key aspects identified and discussed during the workshop to inform other researchers worldwide and extend the conversation to a broader audience, with the ultimate aim of driving change in how seismic risk is quantified and mitigated.

As part of the development of a European Seismic Risk Model 2020 (ESRM20), the spatial and temporal evolution of seismic design across Europe has been studied in order to better classify reinforced concrete buildings (which represent more than 30% of the approximately 145 million residential, commercial and industrial buildings in Europe) and map them to vulnerability models based on simulated seismic design. This paper summarises the model that has been developed to assign the years when different seismic design levels (low code, moderate code and high code) were introduced in a number of European countries and the associated lateral forces that were specified spatially within each country for the low and moderate codes for typical reinforced concrete mid-rise buildings. This process has led to an improved understanding of how design regulations evolved across Europe and how this has impacted the vulnerability of the European residential building stock. The model estimates that ~ 60% of the reinforced concrete buildings in Europe have been seismically designed, and of those buildings ~ 60% have been designed to low code, ~ 25% to moderate code and 15% to high code. This seismic design model aims at being a dynamic source of information that will be continuously updated with additional feedback from local experts and datasets. To this end, all of the data has been made openly available as shapefiles on a GitLab repository.

Impact of seismic retrofitting on progressive collapse resistance of RC frame structures

On the 26th of November 2019, an earthquake of moment magnitude 6.4 struck the northwest region of Albania as the result of thrust faulting near the convergent boundary of the Africa and Eurasia plates causing widespread damage to buildings in the city of Durres and the surrounding areas. Based on the official data from the national authorities, the earthquake caused 51 casualties and 985 million-euro losses, corresponding to 7.5% of the 2018 gross domestic product. This paper summarises field observations made by the Earthquake Engineering Field Investigation Team (EEFIT) after the event. The paper presents an overview of the seismological aspects of the earthquake together with a brief overview of the damage, official loss statistics and the estimated macro- and socio-economic consequences of the event. In addition, it provides a summary of the observed damage to both recent and historical buildings as well as the description of several case studies to illustrate the characteristic damage patterns observed in the main structural typologies of the Albanian building stock. These observations try to identify possible links between the observed damage patterns and the deficiencies in construction practice and use of inappropriate retrofit techniques for historical assets. As many severe damages were observed on modern buildings, this also allows the identification of some gaps and possible areas of development of the current seismic design code. In the end, the lessons learned from the field survey are resumed.

The country of Peru has a rich tradition of historic earthen structures from ancient archaeological sites to vernacular and monumental architectures. Nowadays, still a relevant part of the world population lives in earthen houses, which are found to be quite vulnerable to horizontal loading causing considerable loss of life over time. Hence, the importance of studying the seismic performance of these buildings to predict their capacity and failure mechanisms. After the destruction caused by the 2007 Pisco earthquake, the Getty Conservation Institute initiated a project to better understand the seismic performance of four historic earthen building typologies present in Peru. This paper addresses the seismic assessment of Casa Arones, which is considered as a prototype of the typology of large vernacular houses present in many historical centres of the Andean Region of Peru. Advanced numerical analysis is used to assess the global behaviour of the building, and to identify the damage distribution and failure mechanisms. The challenges faced in the study, related to the complexity of the structure and the insufficient information on its morphology and materials properties, are discussed. Moreover, sensitivity analysis is used to understand the influence of floors and roof on the global behaviour, which is a novel contribution.
