Providing effective training for managers in the maritime and ports sector in developing countries has proven to be a daunting task. Initial attempts by the United Nations Conference on Trade and Development (UNCTAD) in the 1970s led to the development of senior port manager residence courses in Sweden. However, Given the vast numbers of managers needing training a more eficient method was required. Using the systematic training techniques pioneered by the International Telecommunications Union, UNCTAD, in the 1980s initiated two parallel programme: Trainmer (Training development in Maritime Transport); and IPP (Improving Port Performance). Both of these programmes demonstrated considerable success in terms of the numbers of maritime and port managers receiving training opportunities. Increased cooperation amoungst international agencies providing training programmes should result in improved transport management training in the 1990s, lrading to increased efficiences in port and related transport systems.

Systematic training for maritime transport managers

The environmental dimension has become a source of "concern" and actions from the port sector, through the formation of an environmental discourse as action (environmentalization). In considering the issue, the aim of this article is to identify and analyze critically the "regulative idea" that guides the process of environmentalization of the Brazilian port business sector, and consequently show the characteristics and forms of environmental actions that reproduce it. The methodological approach chosen was qualitative, whose research design proceeded in three stages: literature review, document research, and in addition, as corroborative element, a case study. The Port marketing and the challenge of the third generation port , from the United Nations Conference on Trade and Development (UNCTAD) of 1992, is a regulative idea, in which the assumption is grounded in conceptual models of ports, with the speech-guide of rapprochement and port-city integration, measures for environmental protection and respect for the environment and security. The characteristics of the playback operation concentrates on port workers in proactive capabilities, and in the use of environmental education. The critical analysis showed that the inclusion of the environmental dimension is a source of competitive advantage and corporate health, especially to sustain the insatiable logic of capital accumulation.

The United Nations Conference on Trade and Development (UNCTAD) has as one of its goals the extension of trade between developed and developing countries, the vast majority of which trade is carried by sea. UNCTAD is involved in guiding port development, with the object of reducing the port contribution to the costs of maritime transport. A computer model was developed, capable of simulating all the operations involved in the arrival and berthing of ships and the movements of cargo between ships' holds and inland transport. Validation of this simulation model was carried out by using historical data from the port of Casablanca.
