The present report is submitted in response to General Assembly resolution 61/106, by which the Assembly adopted the Convention on the Rights of Persons with Disabilities and the Optional Protocol thereto. As requested by the Assembly, a brief overview of the status of the Convention as at 3 August 2007 is presented. The report also contains a brief description of technical arrangements on staff and facilities made necessary for the effective performance of the functions of the Conference of States Parties and the Committee under the Convention and the Optional Protocol, and a description on the progressive implementation of standards and guidelines for the accessibility of facilities and services of the United Nations system. Recent efforts of the United Nations and agencies to disseminate information on the Convention and the Optional Protocol are also described.

The year 2018 marks the twenty-fifth anniversary of publication of Joan Tronto’s Moral Boundaries: A Political Argument for an Ethic of Care. The argument advanced by Tronto in Moral Boundaries represented a significant intervention in feminist scholarship on the question of care and its provision, principally because it called our attention to the political contexts within which this work is always conducted. In this symposium, we have asked contributors to revisit Tronto’s contribution with an eye toward assessing the current state of our theoretical as well as political engagement with the question of “social reproduction” in its many forms. This symposium concludes with a response by Tronto to her interlocutors. For those who are unfamiliar with this path-breaking book or who have not read it recently, Moral Boundaries opens with a question: “What would it mean in late twentieth century American society to take seriously, as part of our definition of a good society, the values of caring — attentiveness, responsibility, nurturance, compassion, meeting others’ needs — traditionally associated with women and traditionally excluded from public consideration?” (2–3). Symposium Review: 25th Anniversary of Moral Boundaries by Joan Tronto

This article updates the evidence base on outpatient behavioral treatments for adolescent substance use (ASU) since publication of the previous review completed for this journal by Hogue, Henderson, Ozechowski, and Robbins (2014). It first summarizes the Hogue et al. findings along with those from recent literature reviews and meta-analytic studies of ASU treatments. It then presents study design and methods criteria used to select 11 comparative studies subjected to Journal of Clinical Child and Adolescent Psychology level of support evaluation. These 11 studies are detailed in terms of their sample characteristics, methodological quality, and substance use outcomes. Cumulative level of support designations are then made for each identified treatment approach. These cumulative designations are virtually identical to those of the previous review: ecological family-based treatment, individual cognitive-behavioral therapy, and group cognitive-behavioral therapy remain well-established; behavioral family-based treatment and motivational interviewing remain probably efficacious; drug counseling remains possibly efficacious; and an updated total of 5 multicomponent treatments combining more than 1 approach (3 of which include contingency management) are deemed well-established or probably efficacious. Treatment delivery issues associated with evidence-based approaches are then reviewed, focusing on client engagement, fidelity and mediator, and predictor and moderator effects. Finally, to help accelerate innovation in ASU treatment science and practice, the article outlines promising horizons in improving youth identification and access, specifying and implementing pragmatic treatment in community settings, and leveraging emerging lessons from implementation science.

Evidence Base on Outpatient Behavioral Treatments for Adolescent Substance Use, 2014-2017: Outcomes, Treatment Delivery, and Promising Horizons.

Cannabis is the most commonly used illicit substance in the United States. Rates of cannabis use and cannabis use disorder (CUD) have increased in the past decade, paralleling changes in the legal and political climate favoring legalization. Almost 20 million people 12 years or older report past-month cannabis use, and 8 million report daily or near-daily use. Concurrently, the perception that cannabis use poses a significant risk of negative consequences has decreased. Contrary to this perception, heavy cannabis use is associated with cognitive impairment, increased risk for psychotic disorders and other mental health problems, lower education attainment, and unemployment. Clinical trials of various treatments for CUD have likewise increased, focusing primarily on psychotherapy treatments, specifically motivational enhancement therapy, cognitive behavioral therapy, and contingency management. Their findings suggest that a combination of these three modalities produces the best abstinence outcomes, although abstinence rates remain modest and decline after treatment. More recently, pharmacotherapy trials have been conducted as adjunctive interventions to psychosocial treatment. N-acetylcysteine and gabapentin are two of the most promising medications, although no pharmacologic treatment has emerged as clearly efficacious. In this review, we provide a detailed summary of clinical trials that evaluated psychotherapy and pharmacotherapy for treating CUD and discuss emerging areas of clinical research and cannabis-specific barriers to treatment.

A randomized controlled trial of a brief motivational enhancement for non-treatment-seeking adolescent cannabis users

In the Netherlands, autonomy is a key ideal in visions of care for people with learning disability. This ideal can lead to tension when clients, in the opinion of their caregivers, overuse alcohol or drugs. In this article, we analyze how professional caregivers understand the ideal of autonomy in care for people with learning disability, and articulate the tacit attempts of caregivers to provide “good care,” which can be understood as care for relationships. This relational view includes caregivers, care recipients, and their networks and infrastructures in the vision of care.

Mental illness in the family; a group intervention for informal caregivers Informal care is important in the care system: 75% of care people receive at home is given by family and friends. While informal care is of great value for all those concerned, informal caregivers are at risk for developing (mental) health problems themselves, esp when they take care of a relative with a psychiatric disorder. In this article we report the results of a pilotstudy (pretest-posttest design) into the results of “Mental Illness in the Family; a group intervention for Informal Caregivers” (10 weekly sessions and 1 follow-up session). This course for informal caregivers of relatives with a psychiatric disorder is based on the transactional stress model of Lazarus & Folkman (1984). Aim of the course is to reduce the subjective burden of the informal caregivers by way of increasing feelings of mastery and competence and hence to prevent depression. Results were positive: after the last session of the intervention, respondents (N=94) experienced significantly less distress and less symptoms of depression.
