Road authorities worldwide can leverage the advances in vehicle technology by continuously monitoring their roads’ conditions to minimize road maintenance costs. The existing methods for carrying out road condition surveys involve manual observations using standard survey forms, performed by qualified personnel. These methods are expensive, time-consuming, infrequent, and can hardly provide real-time information. Some automated approaches also exist but are very expensive since they require special vehicles equipped with computing devices and sensors for data collection and processing. This research aims to leverage the advances in vehicle technology in providing a cheap and real-time approach to carry out road condition monitoring (RCM). This study developed a deep learning model using the You Only Look Once, Version 5 (YOLOv5) algorithm that was trained to capture and categorize flexible pavement distresses (FPD) and reached 95% precision, 93.4% recall, and 97.2% mean Average Precision. Using vehicle built-in cameras and GPS sensors, these distresses were detected, images were captured, and locations were recorded. This was validated on campus roads and parking lots using a car featured with a built-in camera and GPS. The vehicles’ built-in technologies provided a more cost-effective and efficient road condition monitoring approach that could also provide real-time road conditions. 

Road Condition Monitoring Using Vehicle Built-in Cameras and GPS Sensors: A Deep Learning Approach

Time is money, and it is crucial to accelerate road construction to improve the accessibility and connectivity of infrastructure. Prolonged periods of project implementation lead to delays and cost overruns, and further delays could destabilize the construction industry, causing an economic slowdown. This study explores the causes of delay in giving site possession, a topic that has received little explicit attention. The authors qualitatively identified the causes of delayed site possession from 15 project case studies. The data analysis presented in this paper involves two stages: (1) exploring causes of delay in giving site possession from 15 federal road projects and (2) further reviewing three road projects to provide significant insights into the fundamental reasons for, and the impacts of, the delay. This approach contributes to a better understanding of the specific causes of delay using a qualitative approach. The findings show that a slow process in land acquisition, squatters, and compensation disputes contributed to delayed site possession. The authors developed a conceptual framework to recommend strategies for mitigating the delay and accelerating the timelines of road projects based on the findings.

Possession of Site: Another Layer of Complexity in Road Construction

The construction industry has extensively applied the fast-tracking approach to the demanding need for the fast delivery of infrastructure projects. However, the fast-track strategy might be threatened by distinctive risks or changes in risk characteristics that emerge when activities are overlapped (overlapping risks). This article proposes a risk assessment simulation model to quantify the economic impact of overlapping risks on fast-track infrastructure projects. The model uses Monte Carlo simulation and a proprietary engine solution for the optimization procedure. It quantifies the overlapping risk impacts in the project duration and cost that could originate in three different overlapping degrees and evaluates the optimal overlapping degree to reduce the impact of the overlapping risks. The model demonstration used a commercial renovation project. The results suggest that overlapping risks have a high potential impact on the total cost, although with a high probability of attaining the target duration. Eight top risks affected the total duration, cost, or both. The optimum overlapping to reduce the economic impact and achieve the target project duration combines different overlapping degrees. This study contribution is a model for fast-track projects considering overlapping risks, their impact characteristic as a distribution, and the potential relationship between these risks.

Quantitative Risk Assessment Model and Optimization in Infrastructure Fast-Track Construction Projects

High requirements for the reliability and durability of the roads being built, as well as the structural complexity of the technological process of road construction determine the high importance of solving the problems connected to the determination of the characteristics for design solutions (including investment volumes for measures to reduce the impact of risks) with taking into account the negative impact of various categories of risks on separate stages of the road construction process. Based on the results of the review and analysis of scientific works in the relevant field, it has been concluded that there are no effective tools for adequate risk accounting during the justification of the main parameters for construction projects. Optimization model has been developed for the distribution of investment volumes by measures to reduce the impact of risks within the road construction project. In this case, the structure of the model corresponds to the quadratic programming problem. The developed model has been implemented on a practical example – on the basis on the received results a conclusion has been made about the high practical significance of the corresponding tool. 

Optimization model for the distribution of investment volumes by measures to reduce the impact of risks in road construction

Fast-track construction has recently become the prevailing construction approach globally. It enables owners and developers to make rapid returns on investment through shortened construction periods. This strategy has many effects on the industry; therefore, four groups of factors were studied in this project: (1) financial, (2) logistics and finance, (3) management, and (4) legal. A 22-question survey was distributed to 155 professionals in the construction industry, who evaluated the impact of the stated factors on a 5-point scale. The results revealed a high level of consistency determined through Cronbach’s alpha, and a positive correlation was found by Spearman’s rank coefficient. The Relative Importance Index was used to rank the factors based the evaluation by the professionals, resulting in the following impact ranking: (1) poor communication among design and construction teams, (2) large amounts of rework, (3) low quality of work by the contractor, (4) design errors, (5) late or insufficient payment according to terms agreed with the client, and (6) unavailability of materials in the market. By providing a quantitative RII model to evaluate fast-track project management performance with the use of corresponding performance indicators, this study will benefit industry practitioners and researchers as it identifies the most significant factors that impact fast-tract project management performance.

Analysis of Critical Project Success Factors—Sustainable Management of the Fast-Track Construction Industry

Delays in the execution stage of road construction projects are one of the significant challenges. The incapability of finishing projects according to schedule has attracted many researchers’ attention to this issue. This study has been formed to investigate delays in road construction projects from a risk management perspective. In this study, risks have been identified by structured interviews with experts. Qualitative risk analysis by a survey of experts and quantitative risk analysis by analytical hierarchy process (AHP) technique have been performed. Research results show that financial and credit problems, lands’ funding, management problems, technical problems, and natural disasters have the highest risk among the main criteria. Among the subcriteria of the risk, incomplete funding with a weight of 0.188, gardens and land price with 0.114 are the most critical risk, and ground operations with 0.017, asphalt problems with 0.009, and accident insurance with a weight of 0.006 are the least essential risk. In the following, critical criteria analysis has been performed, and solutions to reduce or eliminate these delays in road construction projects are presented.
