The World City Hypothesis

Summary. In the rapidly growing literatures on globalisation, many authors have emphasised the apparent disembedding of social relations from their local-territorial pre-conditions. However, such arguments neglect the relatively ® xed and immobile forms of territorial organisation upon which the current round of globalisation is premised, such as urban-regional agglomerations and territorial states. This article argues that processes of reterritorialisation‐ the recon® guration and re-scaling of forms of territorial organisation such as cities and states‐ constitute an intrinsic moment of the current round of globalisation. Globalisation is conceived here as a reterritorialisation of both socioeconomic and political-institutional spaces that unfolds simultaneously upon multiple, superimposed geographical scales. Globalisation as Reterritorialisation: The Re-scaling of Urban Governance in the European Union

This article represents a broad and occasionally polemical meditation on the nature and significance of creative cities. I seek to situate the concept of creative cities within the context of the so-called new economy and to trace out the connections of these phenomena to recent shifts in technologies, structures of production, labor markets, and the dynamics of locational agglomeration. I try to show, in particular, how the structures of the new economy unleash historically specific forms of economic and cultural innovation in modern cities. The argument is concerned passim with policy issues and, above all, with the general possibilities and limitations faced by policymakers in any attempt to build creative cities. The effects of globalization are discussed, with special reference to the prospective emergence of a worldwide network of creative cities bound together in relations of competition and cooperation. In the conclusion, I pinpoint some of the darker dimensions-both actual and potential-of creative cities.

During the last decade, discussions of geographical scale and its social production have proliferated. Building upon this literature, in particular the writings of Lefebvre and Harvey, I investigate the implications of the contradiction between fixity and motion in the circulation of capital—between capital's necessary dependence on territory or place and its space-annihilating tendencies—for the production of spatial scale under capitalism. I elaborate the notion of a ‘scalar fix’ to theorize the multiscalar configurations of territorial organization within, upon, and through which each round of capital circulation is successively territorialized, deterritorialized, and reterritorialized. These multiscalar configurations of territorial organization position geographical scales within determinate, hierarchical patterns of interdependence and thereby constitute a relatively fixed and immobile geographical infrastructure for each round of capital circulation. Between Fixity and Motion: Accumulation, Territorial Organization and the Historical Geography of Spatial Scales

Confronted with realities too complex to be subsumed under mere generic models, geographers are rediscovering the study of the specific. Indeed, the analysis of the recent evolution of geography indicates that after a period devoted almost entirely to the study of geographical systems and, more recently, to the unmasking of social structures in space, geography is beginning to see those systems and structures as localized and to reexamine the specificity of places. Geographical studies of the specific inner forces acting to promote the individuality of regions are each year more numerous. And many scholars mainly associated with nomothetic thinking are now producing regional geography. Their renewed interest in the specific resurrects some of the traditional concerns of regional studies and thus can be interpreted as a return to chorology. However, we shall argue here, along with Claval (1984), Nonn (1984), Johnston (1984, 1985) and Gregory (1986a), that the regional geography practised since the mid-1970s is a new one. Its emergence may be seen as a response to recent developments in social theory, notably the reacknowledgement of the role of ’agency’ within the ’structure’, as well as to changing societal goals, of which the enhancement of diversity is not the least. The argument will be based on a review of both previous interpretations of traditional regional geography and its more contemporary expressions, and of major contributions theoretical and empirical to the geographical study of specific regions in the last 10 years.
