The blue economy was originally conceptualised as having a strong focus on social equity; however, in practice, these equity considerations have been overshadowed by neo-liberal capitalist agendas, which have become dominant in blue economy discourse. A continued expansion of ocean industry developments and activities has resulted in an inequitable share of the burdens and benefits of utilising ocean spaces and has exacerbated wealth disparities and power asymmetries. Therefore, finding mechanisms to reinstate equity as fundamental to blue economy governance and practice is increasingly important. However, there remain few practical examples that outline how to embed equity within blue economy governance and current frameworks for understanding equity are complex, often divergent and less focused on implementation. This paper outlines a new model for conceptualising equity that is clear and easily understood, captures equity's key components and dimensions, and covers key ethical concerns that arise in blue economy development. Furthermore, this model can be practically applied and embedded into governance structures. To demonstrate the model's application, the paper outlines one participatory approach to implementing the model in blue economy governance. 

Rethinking blue economy governance – A blue economy equity model as an approach to operationalise equity

Planning for resilient cities requires an evidence-based understanding of flood risk and the involvement of stakeholders and local actors. The paper addresses research developed within the URCA!—Urban Resilience to Climate Change: to activate the participatory mapping and decision support tool for enhancing sustainable urban drainage—project. A top-down/bottom-up participatory and flexible methodology for the conception of participatory mapping aimed at the planning and installation of sustainable urban drainage systems (SUDS) on the territory is then developed. The innovative methodology is applied and tested in the case study of the Sampierdarena district in Genoa, northern Italy. This research paper illustrates the development of a participatory map (Pmap) that can support the implementation of SUDS as mitigation/adaptation strategies, integrating technical assessment and containing community visions and expectations. Findings concerning the connections between proposed SUDS locations and their frequencies confirm the relevance of the commercial area and the main traffic lanes along, confirming that all zones characterized by intense vehicular and pedestrian flow are suitable for SUDS as a solution to contribute to urban flood resilience. The georeferenced and intergenerational Pmap may be integrated into a decision support system to be developed as a guidance tool for the public administration. 

Participatory Mapping for Enhancing Flood Risk Resilient and Sustainable Urban Drainage: A Collaborative Approach for the Genoa Case Study

Abstract Questions of spatial scale infiltrate Public Participation GIS (PPGIS) in multiple phases of the data collection from the design of a PPGIS survey to the use of the produced spatial knowledge. This paper provides an overview on how spatial scale and scale effects influence the use of PPGIS tools and the validity and usability of the spatial data they produce. The paper approached scale from two complimentary perspectives: as a concept in human geography and as an attribute of cartographic representation in geographic information science. This discussion is organized around three main viewpoints on scale and PPGIS, namely (1) scale in data collection denoting the geographic extent of the study area and the study population, (2) scale in survey design manifested in technical issues, cartographic representation, usability, and design of the mapping activities, and (3) scale and scale effects in the analysis of PPGIS data and the production of spatial knowledge. Together, these views on scale outline the main scale-related issues to consider when planning a PPGIS survey or working with secondary PPGIS data.

Mapping Emotional Landscapes: Understanding the Interplay of Emotions and the Built Environment in Potenza, Italy

This article contributes to research on youth democratic engagement by examining Youth Participatory Budgeting (YPB) as a process shaped by institutional, political, and cultural contexts. Based on a comparative case study of Espoo, Finland, and Lublin, Poland, it analyzes the motivations for adopting YPB, its implementation, and perceived outcomes from the perspectives of youth, teachers, civil society actors, and city officials. The analysis utilizes 29 individual and group interviews alongside documentary data and engages with theoretical frameworks concerning youth participation and participatory budgeting. While both cities aim to empower youth and foster civic engagement, Espoo's centralized, city-led model aligns with the Nordic welfare state, whereas Lublin's school-based approach reflects decentralization and NGO involvement. In both cases, YPB promotes youth agency and civic learning but is constrained by limited deliberation, symbolic inclusion, and uneven institutional support. Without long-term commitment to inclusivity and co-ownership, YPB risks remaining symbolic. 

Youth empowered or just involved? Exploring youth participatory budgeting in Finland and Poland

Social sustainability is a prerequisite for legitimate public participation. Currently, multilingualism and multiculturalism place particular demands on participation methods and processes. This article presents a case study where entrepreneurs with an immigrant background were engaged in the development process of Kontula shopping mall in Helsinki, Finland. The results show that an existing digital participation tool, specifically a map questionnaire can be utilized in a novel way in a multicultural context to build a bridge between this marginalized group and urban development. New skills and tailored methods are required to support the participation of immigrant entrepreneurs.

A key advantage of public participation GIS (PPGIS) tools has been seen as increasing the polyphony of urban planning by reaching the wisdom of crowds. However, the challenge is to enable participation for those who do not have the skills or resources. This article describes participatory action research where the authors of the article collaborated with a local city planning activist at the Kontula Mall, Helsinki (Finland) to improve the participation of a group marginalized from the renewal process (i.e., immigrant entrepreneurs) using a PPGIS tool (Maptionnaire). The case study provided insights into the potential for city planning activism to bring out marginalized groups’ perspectives and use PPGIS. Moreover, the research also revealed barriers to polyphony in current planning practices. Nevertheless, planning activism can enable the participation of the marginalized by coming into contact with them, providing them with information, and bringing their perspectives to the collaboration. The PPGIS tool can serve as a platform to collect participatory data through different response modes. Local activism can also facilitate the questionnaire’s co-design, testing, and marketing. Therefore, a bottom-up approach can be a way to improve the impact of PPGIS and enhance polyphony in urban planning.

Beyond the Blind Spot: Enhancing Polyphony Through City Planning Activism Using Public Participation GIS

Prioritization of knowledge produced in participatory planning has been approached mainly from the perspective of whose perspectives are most in need of consideration. We ask, whether it is also possible to consider which locations, based on the knowledge from participants, should be prioritized. We developed a place-based approach to inform spatial decision making especially when the prioritization of limited resources is necessary. In the place-based prioritization model frequency of use and perceived quality of everyday places were used to identify various priority categories. We argued that especially places that are perceived negatively but used often in daily life pose a risk to wellbeing and the quality of life and should thus be prioritized in development. Such places belonged to the Development priority category, but also three other categories, Development potential, Management potential and Management priority were identified. The prioritization model was tested empirically by using place-based knowledge about inhabitants everyday and quality networks collected in the Finnish city of Espoo. According to the results, the Development priority category was represented only in about 5% of places, most often in land associated with road and rail networks as well as in continuous urban fabric. As hypothesized, high share of the Development priority places in everyday networks reduced individual’s quality of life. We also found that a rather high share of these places was located within existing planning areas of the city.
