How do digitalization capabilities enable open innovation in manufacturing enterprises? A multiple case study based on resource integration perspective

Bosnia and Herzegovina (BiH), a country in transition, is currently implementing motorway pricing schemes due to the financial constraints. Considering the importance of user perspectives for a successful implementation of a road pricing scheme, and a lack of research in the South East Europe (SEE), drivers in BiH were surveyed. Total sample includes 15,321 respondents. Results indicate that 19% of respondents are unwilling to pay for road pricing, including a low average estimate for road tolls. In addition, the results provide comprehensive analysis of willingness-to-pay and willingness-to-accept, accounting for day of the week, vehicle origin, trip purpose, roadway use frequency, and income. The results are further interpreted in the context of a transition country, with high percentage of low income citizens, and lack of trust in public institutions. Planners can use the findings to determine the road toll price by relying on both willingness-to-pay and willingness-to-accept values, while also aiming for financial sustainability. In order to provide recommendations for planning and policy learning in SEE, discussion provides recommendations for further analysis that should account for both economic and socio-political aspects. Recommendations include questions such as how should the burden of charges be allocated, how should the toll revenue be used, and what actions planners and politicians should take.

Road to price: User perspectives on road pricing in transition country

Modelling traffic accidents on freeways is very significant due to the fact that accidents occurring on these roads are frequent and severe and cause traffic jams. Bearing this in mind, the objective of this paper was to analyze the impact of freeway geometry and traffic characteristics on the occurrence of traffic accidents with fatalities on freeways in Serbia. The paper analyzed traffic accidents with fatalities which had on the M-1 freeway with the total length of 394 km. A regression analysis was used in the analysis of data. The developed models represent the one of the first attempt of quantifying the mentioned impacts on the freeways in Serbia. These models should contribute to the improvement of safety of the existing freeways and designing new safer freeways.

Analysis of Relations Between Freeway Geometry and Traffic Characteristics on Traffic Accidents

Despite Adaptive Traffic Control Systems (ATCS) as highly sophisticated systems are frequently delivered in a manner of a “black box”, with little additional information available. This lack of transparency impairs effective decision-making for selecting and installing the future ATCS. Consequently, ATCS installation can sometimes lead to increased operation costs, lack of evident benefits, and even a shutdown of the system. This complex situation makes apparent the need for improved and analytically-based decision-making in selecting the optimal ATCS for procurement. In the case this was a single criterion problem, decisionmaking would be intuitive. Considering that there are several alternative ATCS, multiple criteria (e.g., multiple ATCS features), preference dependence, etc., there is a need for more sophisticated evaluation methods. However, ATCS selection is semi-structured decision problem, which cannot be solved by classic mathematical models. As a result, decisionmaking primarily relies on human intuition. In addition, one has to remember that engineers and technicians within transportation agency have extensive expert knowledge about features and operation of their existing traffic signal system. This dispersed knowledge base has a potential for effective integration and organization into a decision-support system (DSS). Such DSS could facilitate effective decision-making of transportation agencies during the procurement process for ATCS. This paper suggest the use of multi-attribute decision making (MADM) for developing a DSS for ATCS selection. MADM approach and techniques could enable a coherent ordering of alternative ATCS. A framework for DSS development bases on Analytic Hierarchy Process. In order to develop an effective DSS based on AHP, this paper first focuses on comparative lessons learned from potential advantages and issues accompanying ATCS procurement, installation, and operation worldwide. Furthermore, the paper presents a set of recommendations for development of functional requirements and establishment of a MADM-based DSS. Finally, the paper concludes with potential lessons, relevant to transportation agencies worldwide.

Policy Improvements for Winter Road Maintenance in South-East Europe Case Study of Serbia

Land use largely depends on the traffic policy of a city. The appearance of e-scooters can greatly affect the visual distribution of transportation, and thus the occupation of land, primarily in the central areas of cities. E-scooters as a shared micro-mobility service have become widespread worldwide since 2017. The advent of e-scooters has made changes in travel habits, especially in the central parts of big cities. However, many issues are focused on e-scooter shared mobility management policies. One of the important issues is the price of renting an e-scooter, on which the percentage of users who use e-scooters largely depend. In order to determine willingness to pay for e-scooter dockless shared mobility, a survey was conducted in the city of Belgrade (Serbia, Europe) on the willingness of participants to use this mode of transport for commuting and other travel purposes depending on the price of renting an e-scooter. The results showed that price plays an important role in the willingness of participants to use an e-scooter. The paper presents mathematical models, which include the cost of renting an e-scooter and the percentage of participants who would accept this type of transport. These mathematical models can help a decision maker to determine the pricing policy in order to maximize the profit from renting an e-scooter, as well as to influence modal shift in order to reduce car-dependent trips.
